Dear Mr. Sutherland:

On Wednesday, April 12, I was asked to meet with Mr. Allison of EOA
along with Mr. Tucker of the Department of Housing and Urban

’ Development and several representatives of the Department of Labor.

The purpose of the meeting was to discuss the so-called Nelson
Amendment which apparently enables municipalities and other non-
profit organizations to employ the chronically under employed and
unemployed in public work projects. I asked Mr. Ed Farrow of your
department to be present in that I had a feeling that the program
would be appplicable not only to the Department of Parks but to
many other divisions of City government.

As Mr. Farrow perhaps has already advised you, the program has many

of the features of the Neighborhood Youth Corps. The basic difference
appears to be that the rate of pay will be $1.40 per hour, there is
apparently no age limitation, their program is aiming towards develop-
ing skills in the unemployed and providing them with an opportunity

for a promotion and permanent employment with the respective non-profit
agencies, etc. It appears that the City of Atlanta would be expected
to at least give a promise that an attempt would be made to place in
permanent positions after @ one year period of time those individuals
recruited under this program. Economic Opportunity Atlanta, Inc.

wold be the prime contractor and has the rather staggering responsibility
of placing some 6400 individuals in various jobs.

You will recall that when the NYC firet started off in Atlanta, the
Department of Parks was the only division of City government that was
involved; eventually, the entire City became involved due to your good
efforts in drawing up a contract for all departments in Cify govern-
ment. I think thet the Personnel Department should aseume the leader-
ship responsibility in the coordination necessary to make this an
effective and worthwhile project.

Dear Alan:

Miss Virginia,Carmichael, Director of Recreation, has been quite
busy all this past week preparing for the annual Tulip Festival
at Hurt Park; and, in addition she and other members of her staff
have been preparing for the Southern Recreation Conference to be
held in Birmingham beginning April 17. As a result, Miss
Carmichael was only able to give me a brief proposal for the

operation of the summer recreation program at the ‘Hammond Drive
Park Site.

Miss Carmichael will be back in the City on April 20 and will be

able to expand on the contents of this proposal and answer any
questions you might have.

First of all, we are delighted at the opportunity of contracting
with Fulton County to operate a recreation program at Hammond Drive
Park. We realize the importance of making a successful venture ott
of thie undertaking in that it would be an example of what the City
of Atlanta can do in the field of parks and recreation if given the
opportunity.

_ Miss Carmichael has surveyed the park site and has reviewd the master
plan with Mr. Brindley’s Park Engineering Division. Assuming that we
would have access to the school building for restrooms, indoor facili-
ties in case of inclement weather, and also a small area for storage

of equipment, we feel that a program would include music, dance, arts
and craft, organized games, individual and team sports. Miss Carmichael
emphasizes that the program would be planned for all age levels if this
4s the wish of Fulton County. The staff would be staggered in order
that any team sports or late afternoon activitles could be carried on.
The normal hours of operation would be six days a weék from 10 A.M.
until 6 P.M. The basic staff neceasary would be two Community Recreation
Leaders, at a salary range of $340 - $420 per month. If we should
recruit entrance level employees for this position, two Community
Recreation Leaders at $340 each for a three month period from June let

money would be necessary for the purchase of a modest amount of
supplies for arts and craft, etc. We could better determine this

Master plan for Piedmont Park - Urban beautification program
The Parks Department is very excited about the possibility of having a
master plan developed for Piedmont Park, using donated services and
skills of private architects and landscapers in the Atlanta area. Your
urban beautification plan could be used to its fullest extent for the
restoration of Piedmont Park and at the same time we could provide
badly needed facilities for the Arts Festival and other canmunity
groups. In the past, there has been tremendous oposition on the part
of the public to any major change to be made at Piedmont Park. It is
felt that no additional structures should be placed in the park if it
should in fact jeopardize the wooded area, etc. The existing swimming
pool has been condemed (along with four others) by Fulton County Health
Department and we are on borrowed time as far as its operation. I
feel strongly that by blending the talents and opinions of several of
our better designers in the City we can come up with a plan which will
be acceptable to the general public and at the same time preserve the
chdrm of Piedmont Park.
I would like very much for you to attend any and all meetings to be
called by Mr. Arthur Sanders, Bill Finch, Joe Perrin, etc. of the Arts
Festival of Atlanta in reference to the park . We appreciate your efforts

On April 11, 1967, a delegation appeared before the Aldermanic Parks Conu:nittee to
vigorously protest the cutting off of a large corner of the Cascade Little League
area thereby exluding the West Manor Elementary School section and prohibiting
children in that section from participating in the Little League program this
sunu:ner. We were told by this delegation that the area cut off is bounded by Utoy
Creek from Lynhurst Drive west to Fairburn Road, south on Fairburn Road to Cascade
Road, east to Veltre Circle and Falcon Drive, and north to Gordon Road. As the
Conu:nittee understands it, the ostensible reason for the above was that population
had increased above the 15,000 limit imposed by Little League requirements.
However, the above mentioned delegation of citizens contended that, while a group
of new apartments in the southeast corner of your Little League area were included
within the new boundaries , their neighborhood was omitted for ethnic reasons.

While the Conu:nittee quickly assured those present that it had no control or
jurisdiction over the Little League - that, as a matter of fact, the Little League
is private in all respects - the Conu:nittee does feel that since we are affording
you public facilities you should reevaluate carefully your action in light of the
allegations that the cutting off of the area was brought about principally due to
the area undergoing a degree of racial transition. The City of Atlanta is not and
will not be a party to any attempt at segregated practices where public properties
a r e involved. The Department of Parks is under a Federal court order to fully
integrate all property.
We therefore reconu:nend, suggest and urge that you make such arrangements as are
necessary to br ing the area set fo r th above back into the Little League progr am.

Dear Mr. Adair:

The triangular park at Piedmont and Harris has been finished except
for the fountain mechanism and we are advised by the supplier that
shipment will be made from California no later than April 23, 1967.
We assume it will take a week or perhaps ten days for the material
to reach Atlanta and then perhaps a week for the installation and
testing. A plaque has been ordered to be installed at the park
identifying the City officiale and also acknowledging your generous
donation. The wording of the plaque is identical to that which you
furnished to me in a recent letter.

We would like very much to have a formal dedicatdon of this new beauty
spot and to properly acknowledge your genorosity. The City Clerk has

had prepared a framed resolution passed by the Mayor and Board of

Aldermen officially thanking you for your services to the City and at

such time as we have a dedication we would like to present you with
this document. However, if you would like it sooner I will be glad
to have it delivered to your office.

for your excellent suggestion that you have
"Zoo Day" at the

could so nicely be sponsored by your association would be the
equipping of various playlots in hard-core slum areas in Atlanta.

We could name the lots after individuals or after the Conmerce Club
and as I quoted you on the phone I think $800 per pa&amp;ayhot would do
quite a handsome job. Unfortunately, the time factor is against us,
and since there is a metal shortage due to the war, wo have to place
an order well in advance to receive any reasonable delivery. We wuld
like to open our playlots full-time effective June let and run them
through Labor Day. Last year we built seven, using Federal funds, and
we hope to have a possible twenty-one this year. Another very worthe
while venture would be to sponsor a number of children from the dis-
advantaged areas of our City for a 3+day resident camp experience at
our facility at Lake Allatoona. We estimete that 500 children could be
served during an 8~+week summer season. They would be under the super-
vision of expert camp counselors who are members of this department and
would receive a rewarding and healthy experience in the out-of-doors.

alternative of the post-entry arrangement with Dr.Avery of
Brooklyn Botanic Garden.

However, we would like to ask you to recon-
sider, in view of the fact that we have very competent ento-
mologists and pathologists here in Atlanta, available for con-:
stant check on the tree.

Also perhaps it was not clear that the bonsai.
would be kept apart from other plants and not placed in the
ground at all, ever. MThe Dr.A.Leslie Stephens,Jr. Memorial
Bonsai Garden is being built on 2500 square feet of ground
with only 2 few small trees and shrubs planted in typical
Japanese garden style, completely separated by fence from the
rest of the park, and inspected daily by Mr.B.Oortman, Chief
Horticuliurist for the City of Atlanta.

We understood from Dr.Avery that the cultural
and hygienic practices of Kyuzo Murata and the Kyukaen Bonsai
Garden in Japan were certified by the Japanese Ministry of Agri-
culture and Forestry and recognized as acceptable by your de-
partment since the Brooklyn Botanic Garden has been allowed to
import trees in original soil from that nursery.

We see on page 12 of the Quarantine Regulations,
Item16b (319.37-16b) that lily bulbs from Japan and the Ryukyu
Islands may be entered in subsoil which has been treated with in-
secticide and certified by the Plant Protection Section of the
Japanese Ministry of Agriculture and Forestry. Would it be ac-=
ceptable to request Mr.Murata to replant the tree in such soil,
duly certified, for importation next year at this time? (Since
it can only travel in May.)

We would prefer this alternative to that of
leaving it with the Brooklyn Botanic Garden, because of the many
aspects of care and shaping peculiar to bonsai, and we prefer not
be have anyone touch it except our own bonsai expert, Mr.E,Felton
