Jack Delius is going to make another request for some overtime to provide maintenance for these trees. Even though
it is the responsibility of the adjacent property owners, the
fact is the trees are dying and the City is going to get the
blame.
Most of the original trees which were planted have been in
about a year. The original ball and burlap treatment usually
carries these trees for about the first year. Then as the
roots break through the burlap they are on their own and
this is what is occurring now.
I think we should support Jack 1 s request for a few hundred
dollars overtime and he can have his people take care of
these trees. It is my opinion that the City might as well
get geared up to maintain the trees for the great mass of
adjoining property owners will never do it themselves.

Dear Mra. Gerald:

Thank you very much for your letter of April 19, 1967 which wes not
received until April 27th calling our attention to the fact that
several Dogwood trees along DeLowe Drive have died and should be
replaced.

We certainly agree with you and I must say that your section of
the city wes simply gorgeous this Spring when the Dogwoods were in
bloom and we would like to do everything possible to maintain this
attractive setting.

The Department of Parks hae extremely limited funds for the replace-
ment of trees and shrubs. For the entire city, our Budget has
appropriated $2,000 and.we have to spread the monty quite thin.
Normally, garden clubs and private citizens plant Dogwoods and other
trees in front of their respective property.

I am asking our Superintendent of Forestry, Mr. Joe A. Lance, along
with the Forestry Entomologist, Dr. W. D. Buchanan, to survey DeLowe
Drive and determine how many trees would be involved in the
replacement program as well as the proper time to plent this variety
of trees. One or the other of these gentlemen should be in touch
with you in the éVery near future.

I appreciate your letter and that from Senator W,. Armstrong Smith
concerning this matter.

Dear Senator Smith:

Thank you very much for your letter of May 1, 1967 regarding the

_ xequest you have received from Mrs. N, 0. Gerald pertaining to

the replacement of Dogwood trees in the Cascade Heights area of
the city.

I am enclosing a carbon copy of a letter written this date to Mrs.
Gerald explaining what the City might be able to do.

The Planning Department of the City of Atlanta has submitted an

overall Urban Beautification Plan which conceivably could encompass a tree
planting program in our city. Presently, there does not exist a
sufficient labor force in this department to divert from regular
activities for an extensive tree planting program. We will certainly

try to work out some solution and assuring you of our appreciation,

Dear l·~. Delius:
The following recommendations are made for trees to be planted in the planters
beside the Hurt and other buildings in downtO\-m Atlanta. These recommendations
are based on the combined thinking of some of the top authorities in the south
east and include s uch men as R.Ko Smith and Elmer Roth-U.S. Forest Service, John
Nixon and 'l'roy Keeble - Georgia Forest Commission and several others.
1-Crape myrtl~ is the first choice.
2- -'.ora ine Locus t-about equal to the above o
3-Juniperus scopulorum (western red cedar).
4-Flowering Cra b Apple.
'de think tha t no one species should be planted entirely~ but have at l eo.st
t wo or three and if t bis is followed we reco mmend the first three above. Flowering
cra b i s a very attrac t ive tree, but we are wondering how people would react if
the apples were to drop on t he side walk and make slippery spots when t hey were
crushed.
Hr. Joe Lance and I believe that if the city is to be involved in planting
and . maintaining trees in planters or any other site on the stre =ts that great
care be used in selecting, pl anting and tending to the trees. We recommend:
1-'.Tha t we select the s pe cific trees from the nursery that sells them.
2-That the tree roots be balled and burlap covered.
3-Tha t t he ·trees be nursery grown.
4-Tha t the soil placed in t he planters be good fria ble top soil and that
ap~roximately 1/3 by volume be peat moss.
5-The trees be approximately 2 inch caliper at the base and at least 6 feet

Entomologist’s Report

Date May 3,196? —_

Dear “ry, Delius:

The following recommendations are made for trees to be planted in the planters
beside the Hurt and other buildings in downtown Atlanta. These recomendations
are based on the combined thinking of some of the top authorities in the south

' east and include such men as R.K. Smith and Elmer Roth-U.S. Forest Service, John
Mixon and Troy Keeble - Georgia Forest Commission and several others;

1-Crape myrtlé is the first choice.

2-Moraine Locust-about ecual to the above.

5-Juniperus scopulorum (western red cedar).

4-Flowering Crab Apple.

Wie think that no one species should be planted entirely, but have at least
two or three and if this is followed we recommend the first three above. Flowering
crab is a very attractive tree, but we are wondering how people would react if
the apples were to drop on the side walk and make slippery spots when they were
crushed.

Mre Joe Lance and I believe that if the city is to be involved in planting
and.maintaining trees in planters or any other site on the stre:ts that great
care be used in selecting, planting and tending to the trees. We recommend:

1-That we select the specific trees from the nursery that sells them.

2-That the tree roots be balled and burlap covered.

3-That the:trees be nursery grown.

4-That the soil placed in the planters be good friable top soil and that
approximately 1/3 by volume be peat moss.

5-The trees be approximately 2 inch caliper at the base and at least 6 feet
tall.

I have contacted several nurseries end find that those listed in the directory
are largely dealers that obtain their stock from other areas, and none of them
handle Juniperus scopulorum. This tree has beautiful silver green foliage and would
remain green all year. It would also be a nice tree to decorate for Christmas. It
can be obtained through one or more of the nurseries, but all of them state that
it is too late to Brant them this late in the season.

Dear Mayers;

This letter is sent te you with all the cencern of the cemmunity ef Them sville, We have
tried tee ge avreund deing this but eur efferts were in vaig se new we must turn tee yeu .
We dislike deing this, and wish that we ceuld handle the matter of the Park that is te be
censtructed in eur cemmunity threugh eur alderman but we have tried this fer three years
and there have been no definate satisfaction made..

We wish tee say that this park have been prepesed in this cemmunity arid there have been
seme werk dene en it last year, This is far from cempleteing this park which is needed se
very badly in this ecemmummity. There is absolutely nee recreation facilities in this cemunity
at all, there is ne place fer the children te play se the only thing that they can de is
te take te the streets playing ball and dedging cars. This alse is the reets ef mischief
and ether acts. This Park is being censtructed in stages each year, and we think that it
is the enly ene in the city thet have been dene in this mnner. Certainly we den't think
that is even in the neighberheed ef being A goed plan. By the time that this park is fini-
shed the children will have beceme tee old te enjey it, arid the facilities that has been
errected during the first stage will have cerreded and fell tee the greund by the time
that the last stage is finished, There haven't been any werk dene this year and the geed
seassen fer this kind ef werk is definately passing by, Yet there is suppese tee be meney
appreperated fer werk te be dene.

Other perks have been started and completed and yet still enjeyed since the werk begain
en this park. The Geverner can even ge eut and accuire meney te build ether parks and yet
there are parks that stand with enly A beginning made en them and is needed se bad yet they
stand incemplete.

We are asking that yeu leek inte this matter and try tee get semething geing teward
cempleteing the perk in Thomasville se that the children will have seme place te use be-
side the street.

There is certainly ne reasen that A park sheuktd be censtructed in this manner, The city
efficisis is capable ef getting the things dene if it is urgent er if they need it, and we
must say that this park is needed, but will it ever be cempleted,.

Meney has been spent fer cleaning, grading and grassing A pertien ef the parks area, seen
it will be money wasted because the weeds and bushes will have taken ever all that have been
dene , then it will cest meney which ceuld be used fer further cempleting the park tee be
used fer the same thing.

Please leek inte this matter and help this ecemnunity, it is urgently needed,

Thanking yeu in advance fer yeur understanding and eceeperatien.

SUBJECT: Inquiry on Thomasville Park Site
Dear Mayor Allen:

Thank you for your letter of May 10, 1967 requesting informa-
tion on Thomasville Park Site.

This park is one of five urban renewal sites purchased with

1957 Bond Funds. $75,000 was ear-marked for the First Phase
development of the park. As the enclosed bid tabulation will
show, some $54,282.91 has already been spent on necessary and
essential grading, drainage, retaining walls, grassing, etc.

An additional $7,000 has been spent on topographic maps, plans
and specifications, advertising for bids, and water meters.
Therefore, we have spent to date $61,424.63. Contractor planted
only Winter grass since it was that time of the year and he is
now in a position to move back in and plant the permanent ground
cover.

At each and every meeting we held with the citizens of Thomasville
it was emphasized that the development of this park, like all
parks, had to be done in stages. A great deal of work has been
done on the land which would not be realized by simply looking at
the park site; for example, storm drainage is underground and
cannot be seen.

We anticipate spending an additional $14,500 during calendar year
1967 for the installation of a ball field and playground equipment.

Thomasville, in terms of acreage, is the largest park site we have
acquired in any urban renewal area. As a result, it will take
conceivably more money to develop. In developing Butler urban
renewal park site and Rawson Washington urban renewal park site we
were dealing with only three or four acres versus some 14 at
Thomasville. Therefore, the $75,000 we had available to spend on
Butler and Rawson Washington went a long way because there just
wasn't that much ground to develop. Thomasville a long way

from being completed and it along with some 75 other items
make up a total minimum park need over the next five years
of $184 million.

I have supplied all of the above information to Mr. Mosley
on several occasions and he has also discussed this project
with other people in the department. We have pointed out to
Mr. Mosley that such parks as Wilson Mill, Joyland, Daniel
Stanton, Harper Park, etc. are being built or were built in
