This proposal covers the following essential and special programs of
recreation, social and cultural activities, physical education and
summer employment opportunities for the disadvantaged and elderly of
the City of Atlanta. The activities are in addition .to normal City

development of land, including construction of trails, clearing of
undergrowth, ditching of roads etc.; provide meaningful and gainful

‘employnient for neighborhood youth corps enrollees; provide healthy

Dear Charles:

Thank you for your recent letter regarding the Finance Committee's
action in levying an additional one-half mill tax and earmarking
such funds for the use of the Parks Department.

In your letter, you asked that I develop a list of the emergency
operating needs of this department for the remainder of 1967; and,
you further requested that in compiling my list of needs, I take
in consideration the grants promised by Bconomic Opportunity
Atlanta, Inc. Let me say here that we have only been promised
$160,000 not two to three hundred thousand dollars as your letter
tndicates. However, there is a possibility that Congress will
eee @ supplementa] appropriations bill which will amount to some

75,000,000 and out of this EOA may get additional funds for
recreation. The problem is that the summer is already here and I
must begin to move and move rapidly and I cannot wait on various
decisions up and down the line.

I am attaching a synopsis of the proposal submitted to Economic
Opportunity that covers the operation of seven different and
distinct recreation and cultural activities. They age listed in
the order of priority and you will note that on page two there is
a recap of the cash grants requested from BOA, The cash grant
comes to $381,695.70. EOA has assured us of only $160,000. Thus,
if no additional BOA funds materialize, from the City we will need
$121,000. An additional sum will be needed from the City in the
event that we wish to extend the hours of operation of community
centers located in non-disadvantaged areas. We have included in
this proposal to BOA only those facilities which will directly serve
citizens of the poverty target areas.

Thank you for my copy of your letter of May 18, 1967 to
the Hon. Ivan Allen, Jr. written on behalf of the citizens
of the Pryor Street Community. As of last Thursday, the
Land Agent was endeavoring to secure a lease on a lot
facing Pryor Street across from the Pryor Street School.
This is only one of several locations we are attempting to
. secur and convert into a play facility for this summer.

We have had some problems with the staffing of the Dodd
Avenue Recreation Center; at the present time, there are
four people assigned to this facility. We selected a
resident of the community who we thought would be ideal in
that he is in touch with the wishes and desires of a number
of people. However, speaking candidly, some poor relation-
ship has existed between this individual and the other
three staff members. We are presently evaluating the best
thing to do in the interest of the community towards chang-
ing the staff or making reassignment.

By copy of this letter, I am advising Miss Virginia Carmichael,

III. Opera te a special water safety program at five municipal swi mmi ng
pools, in conjunction with Atlart:a School system's physical education

given to this proposal in that a large number o f personnel must be

IV. Continue restoration and begin operat ion of Atlanta Recreation

We have Mr.B.Oortman, Chief Horticulturist
for the City of Atlanta, with his office in Piedmont Park, and
previously with Fraser's Nursery in Birmingham, Alabama, where
many trees imported from all over the world were in his care,

We have Mr.Carl Scott,Jr., Head of the Ento-=
mology Division of Georgia Department of Agriculture, and his
staff, on call at any time and making regular inspections,

We have Dr.Woolford Baker, professor of bio=-
logy, from Emory University, and himself quite interested in bon-
sai; Mr.Fred Galle, Head of Horticulture at Callaway Gardens, vice-
president of the American Horticulture Society, and among our own
members: Dr.Osman=-Hill of the Yerkes Primate Center, and Drs.
Phelps and Miller of CDC.

Every single member of our society is vi-
tally concerned with pest-control. One attack of borers can ruin
a bonsai forever. It may live, but the beautiful shape attained
after years of patient care and training is destroyed. ven an
attack of red spider mites disfigures an evergreen for not less
than 3 years and may kill it. Japanese beetle larvae are fatal
to azaleas and even aphids cause serious virus trouble with quince
and other members of the rose family.

We all strenuously use the most modern in-
ventions of systemics, soil sterlization, and disease control, and
we certainly do not want anything brought into our area which will
cause us any grief. Our trees are too valuable in terms of both
time and money to take any such risks. Bonsai are not like other
plants left to grow themselves. Members inspect all their own
trees daily while watering and grooming then.

Dr. Stephens himself, formerly connected with
the U.S.Forestry Service, gave us much frequent advice on the use
of systemics and hygienic measures, and was experimenting with
MSD on his own trees at the time of his death.

We feel that it is an imposition on the
Brooklyn Botanic Garden to take up their space, equipment and
time when we have just as good facilities and qualified men here.

Also we want the people of the Southeastern
Area to have the privilege of secing a living bonsai-masterpiece,
Which is a work of art just as a sculpture is in its category.
This is just one of many such trees for display which we hope to
import through the years and must set the precedent of our caring
for them ourselves,
We are also fortunate in having a climate
very similar to that of Japan (so that the tree would be much
better off, here, than at the Brooklyn Botanic Garden) and the :
art of Growing bonsai is becoming very popular here among the
horticulturally discerning. (As you know, we have individuals in 4
Georgia spending large sums for fully-automatic greenhouses to.
care for expensive camellias=- they have their Camellia Society-
also people devoted to azaleas, alpine vlants, and fabulous col-
lections of roses, who eventually find that bonsai-growing is the
ultimate in horticulture.)

We feel, too, that Atlanta has been dis-
criminated against in not being designated as an air port-of-
entry, and that it would be a good thing for her economy for all
kins of air-cargo.

In short, we need you to inform
Dr, Creech of these facts, berause in the vastness of agricul-
ture problems, he may not be aware that Georgia has come to the
fore in agricultural technology.

We are sending 3 copies of this letter, at
his request, to Mr. Stewart finn, Editor of "The Harvester", the
Georgia Horticulture Society's publication with over 10,000
readers. Mr.Winn wants to send these copies to:Mr.Fred Galle,
vice-president of the American Horticulture Society, Dr. John
Creech, Director of Agriculture Research Service, and Dr. Henry
Skinner, Director of the National Arboretum, because of his
interest in making Atlanta an air port-of-entry for nursery-
stock. We are also sending a copy to Mayor Ivan Allen, Jr.
at his request, because of similar interests, and a copy to
Mr. Opey Shelton, President of the Atlanta Chamber of Commerce,
knowing his concern with making Atlanta an air port-of-entry.

We know you are a very busy man, and little
problems like this take as much time as big ones, but to us it
is of paramount importance, We are sure that the development
of our Bonsai Garden will add lustre to Atlanta's image nationally.

Knowing of.your deep interest in Atlanta,

Thank you for your letter of June 2, 1967 to Mayor Ivan Allen, Jr.
concerning the conditions of the restrooms at Piedmont Park during the
recent Arts Festival.

Each year before the Arts Festival is held, we secure special per-
mission from the City Comptroller to work on an overtime basis, one laborer
to maintain the men's restroom, and one park matron to maintain the ladies’
restroom, Even with this added precaution, the heavy use of both of these
facilities at times makes the conditions less than absolutely acceptable,
In addition, the physical facilities are old and worn out. Only recently,
the first federal assistance became available for the renovation of our
older parks such as Piedmont, Chastain, Adems, etc. We hope to do extensive
beautification and repair work to these major park facilities in the very
near future. However, at the present time, there are no funds specifically
earmarked for the restoration of the Concession Building at Piedmont Park.
The Piedmont Sgimming Pool, along with four large similar swimming facilities
are not filted, and therefore, do not meet the current Fulton County Health
Department's regulations. It would be impractical for us, from an engineer-
ing viewpoint, for wa to attempt to filter these large bodies of water and
we are, therefore, entertaining the idea in our five year capital improve-~-
ment program of replacing these fecilities. If funds were available, we
would be somewhat reluctant to completely restore the existing Concession
Building at Piedmont Park. However, I can assure you that we will do the
necessary work to the existing restrooms within the cepacity of our general
budget, and assuring you of our sincere appreciation for your interest in
this matter, I am

Dear Mr. Hicks:

I acknowledge receipt of your letter and check of June 6, 1967
regarding the donation of $500,00 te the City of Atlanta by

the Howell Fund, Inc. for the expressed purpose of providing
recreation facilities for this summer in several disadvantaged

and underprivileged areas of the city. I have drafted a resolu-
tion that will authorize the city to accept this donation at

the Board of Alderman Meeting scheduled for June 19, 1967. I have
teken the liberty of including in the body of the resolution direction
that the City Clerk prepare an official copy, with the seal of the
eity, appropriately framed and have it delivered to your office for
presentation to the Howell Fund, Inc. as a token of our sincere
appreciation.
