Dear Mr. Lee:

On August 15, 1967, the Aldermanic Parks Committee discussed
the suggestion that the City install a fence along the North and
Northeast boundaries of Pittman Park so as to prevent people from
crossing the railroad tracks and entering the recreation facility.
The Park Engineer had estimated the cost of this project at $2100
if the fence is installed on a contract or $1800 if City forces
are used. The Parks Committee in a unanimous decision decided not
to have the fence installed since in their opinion the City has no
obligation. The Committee further felt that the fence would not
guarantee the complete absence of trespassing since individuals
could go a little bit out of their way and come around the fence
or for that matter climb it.

Dear Mayor Allen:
Thank you very much for your letter of December 19, 1966 addressed
to Mr. Moore and for the follow-up memorandum from your Executive
Secretary dated January 31, 1967.
In your initial correspondence you suggested that the Transcontinental Bus System, Inc . consider a tax free contribution to the
City of Atlanta in connection with a matching funds program to
clean up the triangle across the street from our new terminal construction. As you have surmised, we would be interested in seeing
any improvement in downtown Atlanta, especially improvement directly
adjacent to our property.
As you no doubt have observed, we are planning a very substantial
facility that will provide outstanding terminal facilities to
accomodate traffic in both the passenger and package express fields.
This facility certainly should enable us to service the City of
Atlanta in an exemplary manner. We feel additionally that our 8 00
car parking garage on top of the terminal will be an asset to our
area of the city. In short, we are coming to Atlanta to stay . We
are making an ex treme l y significant capital investment and we want
to be good citizens of Atlanta, Georgia.
It would appear that the suggested figure of $30,000 f o r our company
is somewhat out of line if one used a measure of total revenue generated on an annual bas is , or if one used a measure of total capital
investment in facilities . We believe that $10,000 would represent a
most substantial contribution on our part and we know this figure represent s a substantial percentage of our capital investment and anticipated annual revenue. I would be interested to know y our reaction.
I know that our objectives are the same. As you can understand , un like many other ma jor transportation businesses, we make all of ou r
capital investments and pay ta xe s on all of our improvements . So ,
being realis tic from a business standpoint, we believe that the
$10,000 should be a top figure.

I believe our mutual friend, John Portman, has mentioned to you and
your associates the opportunity to improve materially the value of
your property at Spring and Cain Streets in downztown Atlanta.

You are no doubt familiar with the Httle triangular shaped piece of
property immediately south of your own site. This triangle is bound
by Spring Street, Cain Street and Carnegie Way. Today it is an
unsightly collection of three small buildings. With cooperation by
nearby property owners, the City of Atlanta and the new federal
beautification funds, this tract can become a lovely park.

Other property owners who, like Trailways, would benefit fram the
project have agreed to contribute a total of $101,000. These include
$46, 900 from Rey Livingston, one of the owners of the American
Motor Hotel, $25, 000 from the American Motor Hotel itself,

$20, 000 from Davison's and $10, 000 from Mr. Portman.

In order to proceed with the application for federal matching funds,

another $30,000 is needed. It seems to me that Trailways is bound

te be a principal beneficiary of this project which will be

across Cain Street from your own property. I wonder, therefore, if
you and your associates would give serious consideration to making

a tax-free contribution in this amount to the City of Atlenta, I would
appreciate hearing your thoughts on this matter.

The E. O • .i-. . Contract with the City of i,tlanta Department of
Parks and Recreation for ':iummer Recreation covers seven fields of
activities:
Senior Citizens, Resident Camping, Wilderness Camping,
Swimming, Playlot F rogram, the Extended Program, and Operation
Champ.
SIINlOR CITIZENS For the period July 17 through July 31,
1~67, 250 Senior Citizens participated in a daily craft class;
555 participated in a night program; 150 took field trips; and
1000 attended baseball and soccer games at the .i-i.tlanta Stadium.
i-.TLANTl-,. RECREl-:.TION Cf,J•lPS . .-..t our resident camp at Lake
l-.llatoona for the period July 1 7 to July 31, our attendance ,-,as
175 young people. The ages ranged from 3 to 12 years and the
children came from Grove Park, Center Hill, Brannon, KirkHood,
Vine City, and Savannah Street.
SWIIvlHING - Using our four portable s,,!imming pools located
in the disadvantaged areas of Atlanta, we had the following total
participation for the period July 3 - July 31, 1 ~67:
Conley Street, six classes, with an enrollment o f
106 for a t otal attendance of 1332.
M:erritts i ,venue, six classes, with 113 enrolled
for a total attendance of 1438.
Rhodes Street , six classes, u ith 92 enrolled, for
a total attendance of 75S .
Wylie Street, five classes, ·with 50 enrolled ,for
a total attendance of 695.
This totals 23 classes with a total ~nrollment of 361 for a
total attendance of 4 224. Children from Operation Champ are now
being taught swimming at l-iedmont Park with a total of 18 classes
organized involving 29 4 different children for a total attendanc e
of 1305.

PLZ.YLOT PROGRii.f-1 - There ·were 32 playlots in operation during
July and from July 1 through July 15 participation totaled 30,781.
From July 16 through l.ugust 1, the attendance Has 27,015, for a
grand total for the month of July of 57,7 9 6.
EXTENDED PROGRJ'J'-1 The Recreation l:- rogram has been boosted
by the addition of staff through the Extended Services Program this
summer. Centers in 12 poverty areas are a b le to open their doors
earlier and remain open later in the evening averaging betv.reen 10
to 30 hours a 1:1eek beyond the regular program hours. There appears
to be a 15% increase in participation in the overall recreation
program at the 10 community centers involved. Dis~iplinary problems
in most areas are decreasing because of the added staff members and
the extended i_.Jell rounded program.

The E. G.m. Contract with the City of «Atlanta Department of
Parks and Recreation for summer Recreation covers seven fields of
activities: senior Citizens, Resident Camping, Wilderness Camping,
Swimming, Playlot krogram, the Extended Program, and Operation
Champ.

SENIOR CITIZENS —- For the period July 17 through July 31,
1€¢67, 250 Senior Citizens participated in a daily craft class;
555 participated in a night program; 150 took field trips; and
1000 attended baseball and soccer games at the Atlanta Stadium.

zTLANTA RECREATION ChMPS —~ «mt our resident camp at Lake
/Allatoona for the period July 17 to July 31, our attendance was
175 young people. The ages ranged from 3 to 12 years and the
children came from Grove Park, Center Hill, Brannon, Kirkwood,
Vine City, and Savannah street.

SWIMMING - Using our four porteble swimming pools located
in the disadvantaged areas of Atlanta, we had the following total
participation for the period July 3 - July 31, 1°67:

Conley street, six classes, with an enrollment of
106 for a total attendance of 1332.

Merritts Avenue, six classes, with 113 enrolled
for a total attendance of 1438.

Rhodes Street, six classes, with $2 enrolled, for
a total attendance of 75¢.

Wylie Street, five classes, with 50 enrolled,for
a total attendance of 695.

This totals 23 classes with a total enrollment of 361 for a

total attendance of 4224, Children from Operation Champ are now
being taught swimming at liedmont Park with a total of 15 classes
organized involving 294 different children for a total attendance
of 1305.

to 30 hours a week beyond the regular program hours. There appears
to be a 15% increase in participation in the overall recreation
program at the 10 community centers involved. Disciplinary problems
in most areas are decreasing because of the added staff members and
the extended well rounded program. The Bxtended i rogram is being
offered at Techwood, E. i. Howell, Grove, iiozgley, Pittman, Joyland,

CPERLATION CHaiike - Total participation figure for the first
seven weeks of Operation Champ is 76,°60. This figure is the total
number of different children participating each day, added for a
total of seven weeks. About 5322 spectators observed the various
Operation Champ programs and are not counted in the above mentioned
figure. For the period July 17 through /ugust 1, total daily
attendance was 2226 for a collective average of ©2.7 young people
at each playlot. For the period June 17 through July 1, the total
participation was 2147 per day with an average per playlot of ©1.¢.
There has not been appreciable increase in the average daily
attendance during the month of July. One two week period included
eight days of rain which drastically curtailed our participation
figure. Free admission and transportation were provided for the
following:

Dear Rodney:

I am enclosing a copy of a letter I wrote Mr. Jack Delius relating to the ugly

triangle at the corner of Cain and Spring streets. In my letter to Mr. Delius

I omitted citing the Portman donation of $10,000. We now have firm coumitments
from the following parties;

You will note in my letter to Mr. Delius that I suggested we go ahead and process
an application to the federal government for matching funds to acquire the pro-
perties involved in the proposed park site. I am also enclosing copies of budgets
showing what funds would be needed just for acquisition purposes and the suggested
contributions by the various parties which would generate sufficient funds for
development purposes if fifty percent federal aid was made available for that pur-

pose.

At the moment it appears that we would need approximately $40,000 more in con-
tributions to make up the local share to acquire the land, These figures are
based on early 1965 appraisals only provided for ten pereent contin-
gencies. 1 am of the opinion that the land would have to be reappraised inasmuch
as there has been approximately eighteen months since the appraisals were wade,
This in turn could increase the project cost which would in turn increase the local
share cost.

1 feel sure that with $92,500 at the moment the City is in @ position te move for-
ward with the acquisition. It is hoped that the contributions from Davison's and
Greyhound will be sufficient enough to cover the remainder of the local share cost

for acquisition purposes.

I have had a couple of people discuss with me the possibility of soliciting the
development funds from the Baptist who now operate the Peachtree on Peachtree
Hotel, the Atlanta Athletic Club, Georgia Power, and several other concerns in
the area. I have also been informed that there is a possibility that Mr. Portman
would design the park on a no-fee basis which would also contribute to the local
share cost of the project.

If I can help in any way in soliciting funds from either Davison'’s or Greyhound
so that we might conclude the land acquisition phase of this project, please
advise as to what part you would like me to play in dealing with these two concerns.

My good friend, Mrs. Pat Royalty, has told me that you may possibly
lose the use of the Crew Street - Haygeod Street lot as a play-
ground. This reminded me that I have been meaning to call you and
offer the use of the four lots, approximately 180' frontage on
Washington Street near Ormond Street, that we own.

We have demolished the houses and though it isn't perfectly level,
most of the fall-off is towards the very rear.

As I understand it from Mrs. Royalty, these childern will not use
facilities more than several blocks away. Therefore, there may be
a good many in this immediate area that would use a small but
convenient playground.

We, of course, also have those large parking lots east of Washington
Street and north of the Cancer Home, including the 200° by 200'
north of Bass Street where we also park cars for the Stadium crowds.
These are now being used in an informal, unofficial way by a number
of childern, and we are delighted. However, if these toocould be
employed in a more efficient manner to benefit the neighborhood,
please let us know. —

We ourselves plan no improvements in the way of building on any of
these lots for the next few years, and so you could count on their
continued use for a werthwhile period of time. This is particularly
true of the four lots near Ormond Street. It is probable that we
will arrange a service station sale or something similar on the 200'
north of Bass Street sometime in the future, but even there, I
believe it will stay as is for at least two or three years.

were not counted. From 11:00 through 5:45, we had counted
13,057 and given out all of our 10,000 pamphlets on the
b uilding ~ We received nothing b ut very favorable comments from
the visitors and the only fly in the ointment was the fact that
the air conditioni n g s y stem didn ~t seem capable of keeping the
building reason.a bly cool with this large number of people inside .

Dear Mr, Townsend:

Thank you very much for your letter of September 8, 1967
regarding playlots in the Washington Street area of our City.
I apologize for this belated reply but have just returned
from a vacation trip.

Mrs. Pat Royalty has been quite interested in the possibility
of the City's losing the use of the Crew and Haygood Playlot. At
the present time we have had notindication that the owner intends
to take the property back although we only hold a lease for one
year which is cancellable upon thirty days notice. I understand
that the property will be up for a zoning hearing on September 21,
1967, and I have been further advised that Mr. Herbert Johnson,
Attorney for the owner, is under the impression that even if the
zoning application is successful, that the owner is not planning
to do anything with the land for two or three years.

Our Federal funds for the development and staffing of the
some thirty-five playlots located in the hard-corps slum areas
of our City expires September 30. Already, since school is back
in session, we have curtailed our operation to after-school hours
and on the week-end. We have hopes of collecting certain vital
locations and continue the operation of playlots in these areas
through the end of the year.

Under the Federal Grant, we hed funds available to construct
and operate a total of twenty-one playlots. However, as mentioned
above, some thirty-five were actually staffed and several more

not yet received any facilities. In the Washington-Ormond Street
area and that portion generally considered to be Mechanicsville
and Summerhill, a number of locations have been created and frankly
there has been criticism from neighborhoods which have been over-
looked as to the number of lots created in the southern portion

of the City.

You are most generous in your offer of various properties
and I would like to take the liberty to keep your letter in our
current file on playlots so that in the event that we do lose
the Crew and Haygood location we can quickly turn to one of
your properties.

In conclusion, it is businessmen like your that make it
possible for the playlot program to function and I thank you
ever so much for offering to us without charge such valuable
real estate.
