ATLANTA CIVIC DESIGN COMMISSION
JULY 14, 1966

The regular meeting of the Atlanta Civic Design Commission was
held Thursday, July 14, at 2 p.m., in Committee Room #4, City Hall, with
the following members present: Chairman Sam'1l I. Cooper, Vice-Chairman
Joseph H, Perrin, Mrs, Alvin M. Ferst, Secretary; Messrs, Paul Muldawer,
Harry J. Baldwin, Julian Harris, W. L. Calloway, H. King McCain, and Mrs.
Edith Henderson. Guests were: Mr. Eric Harkness, City Planning Depart~
ment; Mr. James P. Hudson, Planners &amp; Engineers Collaborative; and Mr.

S. Jarvin Levison, Atty.
Minutes of the June 16 meeting were approved,

Chairman Cooper presented a copy of the form letter to be sent
to architects acknowledging receipt of their submissions to be reviewed
by A.C.D.C., a copy of which will also be sent to the City Building
Inspector, A roster has been set up to record submissions, architects

submitting, dates reviewed, etc.

Chairman Cooper reported on the AIA Convention he attended in July
in Denver. He expressed his views of Denver in general, commenting on
the use of bridges connecting buildings; rounded curbs at street corners;

and particularly, the cleanliness of the City.

Mr. Muldawer presented and reviewed the design criteria and report

of the Architectural Committee of A.C.D.C. (Copies attached)
The possibility of an ordinance regarding over-hanging street
Signs was discussed, Mr. Harris was requested to bring any data he may
have on the subject to the August 11 meeting, at which time the chairman
Will appoint a committee to work with the City Planning Department in

drafting a proposed sign ordinance.

The following motions were approved:

(1) A.C.D.C. members will go to the City Planning Department at the
July 28 meeting for acquisition of knowledge and background of
the department, what they are working on, etc.

(2) A.C.D.C. members will go to the Metropolitan Planning Department
in the Glenn Building at the August 25 meeting, if agreeable with

ARMPC.

Working drawings for the following submissions were reviewed
by AvO.D.C.
(a) Addition to Lakewood Heights Elementary School - Cunningham &amp;
Forehand, Architects
(b) Addition to Gideons Elementary School - Cunningham &amp; Forehand, Arch.

(c) Mozley Park Recreation Center - Dale &amp; Smith, Arch.

Letters will be sent to the architects thanking them for their
submissions, Letters to be sent to Atlanta School Board and Parks Dept.
with A.C.D.C, comments and/or recommendations regarding submitted plans

will be drafted by the chairman and presented at the next meeting.

Mr. James P. Hudson appeared before the Commission in regard to
preservation of trees on the 0O' setback on commercial property. The
Commission concurs with Mr. Hudson that some restrictions are needed
whereby a certain percentage of trees be left on the O' setback. Mrs
Edith Henderson, in collaboration with A.S.L.A. and the City Planning
Department, will draft a proposed tree ordinance and present at a futu. :

meeting.

Mr. Eric Harkness of the Planning Department, and Mr. S. Jarvin
Levison, attorney for Dr. Milton Smithloff, promoter of the Treemont
Apt. Bldg., requested the Commission's recommendation regarding the
rezoning of land on lkth Street for this high-rise apartment. The
following motion was approved by the Commision;

"THAT THROUGH THIS COMMISSION WE RECOMMEND THE CONDITIONAL REZONING
OF THAT SECTION OF LAND BETWEEN 13TH AND 14TH STREETS, IN ORTER TO
PERMIT THE CONSTRUCTION OF THE PROPOSED TREEMONT APT., AS INDICATED
ON PRELIMINARY DRAWINGS, THIS RECOMMENDATION DOES NOT ATTEMPT TO Si,

A PRECEDENT FOR FUTURE COMPARABLE DEVELOPMENT."

Mr. Perrin presented the report of the meeting of Committee (b)
regarding Capitol Park and "percentage for allied art." Copy of the

minutes of the meeting are attached.
Motion was approved changing A.C.D.C. quorum from 9 to 8.

The meeting was adjourned by Chairman Cooper at 5:35 p.m.

Regarding the above letter and request for a committee, Chairman
Cooper suggested that Mr. John Gould be appointed as the Commission's
official contact with Mr. Harkness.

The Commission discussed the availability of funds from the Fede ra l
Government for projects.
It was brou g ht out that while the City of Atlanta
did not have any funds and could not partici p ate in this pro g ra m,
they would
act as an agent for the Commission and mak e application to the Federal
Government for funds.
It was asked at this point if funds could be obtained
from private enterprise to begin a project, if this would in any way
jeopardize the application to the Federal Government.
Chairman Cooper
stated that the Commission was not q ualified to answer this question.
An
effort would be made to have an opinion rendered on this matter.
The Commission discussed the feasibility of having a sc a le model of
the do wntown area made.
It was unanimously agreed this w ould give a better
per spective as to what could be done in a given area and wh a t
would be whe n fi ni shed .

AUGUST 25, 1966
The regular meeting of the Atlanta Civic Design Commission was held
Thursday, August 25, at 2 p,m,, in Committee Room #4, City Hall, with the

following members present: MWessrs. Sam'l I, Cooper, Chairman; Harry J.

Baldwin, J. Ben Moore, James H. Dodd and Paul Muldawer.
The minutes of the August 11 meeting were approved,

Chairman Cooper read the following:

(a) Letter to Mr. Eric Harkness in reply to his letters of August 3
and 16, re the Urban Beautification Program.

(b) Letter from lir. John Gould, explaining his absence at the August 25
and September 8 meetings. Mr. Gould also accepted his appointment
as the Commission's official contact with Mr. Harkness on the

Beautification Program.

Chairman Cooper announced that on September 8 the Commission will

meet with Metropolitan Planning Commission in the Glenn Building at 2 p.m.

The Vest End Urban Renewal Project was discussed. As the Commission
may be asked to review this project, Mr. Moore suggested that it might be
well to ask Mr. Edgar E. Schukraft to meet with the Commission. Chairman
Cooper requested Mr. Moore to contact Mr, Schukraft and invite him to the

September 22 meeting.

Chairman Cooper related his telephone conversation with Mr. Portman
regarding the scale model of the downtown area. A model of San Francisco,
showing a 5=block area done at a scale of 50 feet-1", and which cost 418,000

may possibly be shipped East for the Commission to see,
Chairman Cooper stated that he has been contacted by an unmentioned
party who proposed a future dinner, possibly at the Marriott, to be spon-
sored by A.C.D.C., at which there would be brought in for talks certain
nationally renowned architects, city designers, etc. At said dinner,
certain department heads, Mayor Allen and the Board of Aldermen, and other

interested parties would be invited, and the suggester would pick up the

tab. The chairman requested the Commission to form an opinion as to
whether this would be beneficial to the City and A.C.D.C. Whereupon the
motion was made and carried approving the general idea, and the following

Chairman Cooper read to the Commission correspondence between Mr.
Frank G. Ethridge and Mayor Ivan Allen regarding a commemorative in Atlanta
to the Honorable Dean Rusk, Secretary of State. Mayor Allen referred this
matter to ACDC with the request that it render a decision as to a proper

location for the proposed commemorative.

The Chairman read a letter from the Citizens Advisory Committee for
Urban Renewal regarding its third quarterly meeting, and gave a brief
mmary of the meeting of the Urban Beautification Program which he attended

on September 15.

Mr. John Gould, ACDC's official contact with the Planning Department
on the Urban Beautification Program related his meeting with Mr. Eric
Harkness for a progress report of the Beautification Program. With the
concurrence of the Commission, Mr. Gould stated he will invite Mr. Ellsworth
Doresky, Community Planner with the Housing and Urban Development, to meet

with the Commission,
A report was given by Mr. Muldawer, chairman of the committee

article was passed around to members present for their review. Mr. Muldawer
stated that he had on this date received several telephone calls in favor

of the idea. Mr. Perrin stated that he would like to see this developed

By private enterprise, if possible, and feels that Mr. Jim Townsend should

be pursued for sketches to arouse public interest. Messrs. Muldawer and

Perrin will arrange to meet with Messrs. Townsend and Daniel of the Atlanta

Magazine for said sketches.

In pursuance with the Mayor's request, the Commission discussed
possible locations for the Dean Rusk commemorative. It was brought out
that since Mr. Rusk had attended the Lee Street Elementary School and
Boys High, these sites might tie in for a possible location. Dedicating
the "Ugly Triangle" to Mr. Rusk was also suggested. The Chairman was re-
quested to write the Mayor on behalf of ACDC favorably to the commemorative,

but without committing itself to a location at the present time.

Commission to consider the shopping center mall for the location of the
memorial. On behalf of ACDC, the Chairman thanked Mr. Schukraft for his

Re cently you r e f erred the le tter written you on September 8 by Mr. Frank
G. Ethridge , and your rep l y t here to , to t he Atlant a Civi c Des i gn Commi ssion for recommendat i ons c oncerning the proposa l , suggested by Mr .
Ethr i dge, of a commemorat i ve memorial to the Honorable Dean Rusk , u. S.
Secret-ary of State.
At i ts meet i ng of September 22, the Commission r eviewed the correspondence
s ent it, and concurred in the following statements:
(1) That it looks with fav or on t he s uggestion offered by Mr. Ethridge,
and fe e ls that a local memorial . to such a worthy and prominent
Ge orgian wou l d be of defi n i te c i vi c interes t and benefi t;
(2)
Tha t as yet the Commi ssion i s not prepa r ed to r e commend either a
specific type of memoria l, nor an exa c t loca t ion f or same. (In this
connection, the naming of ei t her "Capitol Plaza" Park, or the socalled "Ugly Triangle" at Spring Street and Carnegie Way, for Mr.
Rusk was proposed. Also some prominent and focal site adjacent to
the present location of the Lee Street School, which Mr. Rusk formerly
attended, and which is to be moved to another l ocation within the
area of the West End Renewal Project, was disc ussed. Such a site for
a Rusk memorial might well be on the mall itself of the proposed
shopping center in this project, and consequently closely adjacent to
the site of the school at the time that Mr. Rusk attended it.)

Re Dean Rusk Memorial

My dear Mayor Allen:

Recently you referred the letter written you on September 8 by Mr. Frank
G. Ethridge, and your reply thereto, to the Atlanta Civic Design Commis-
sion for recommendations concerning the proposal, suggested by Mr.
Ethridge, of a commemorative memorial to the Honorable Dean Rusk, U. S.
Secretary of State.

At its meeting of September 22, the Commission reviewed the correspondence
sent it, and concurred in the following statements:

That it looks with favor on the suggestion offered by Mr. Ethridge,
and feels that a local memorial to such a worthy and prominent
Georgian would be of definite civic interest and benefit;

That as yet the Commission is not prepared to recommend either a
specific type of memorial, nor an exact location for same. (In this
connection, the naming of either "Capitol Plaza" Park, or the so-
called "Ugly Triangle" at Spring Street and Carnegie Way, for Mr.
Rusk was proposed. Also some prominent and focal site adjacent to
the present location of the Lee Street School, which Mr. Rusk formerly
attended, and which is to be moved to another location within the
area of the West End Renewal Project, was discussed. Such a site for
a Rusk memorial might well be on the mall itself of the proposed
shopping center in this project, and consequently closely adjacent to
the site of the school at the time that Mr. Rusk attended it.)

(3) That when and if the Commission can later establish a site and/or
a form of memorial which it considers appropriate, it will there-
after inform the Mayor of its opinions and its recommendations.

allied art"

an allocation of percentage for art is a good idea.
They have done
research and have found many cities which have a percentage for art,
and thes e cities, w ith one exception, are in favor of Atlanta having
such a program.
He further stated that the committee has not deter-
mined what the percentage will be, but will try to bring a proposal
for percentage in writing to the next meeting.

to consider a Rusk memorial in the shopping center mall which will

also feels that renaming the school would accomplish the same thing.
Mr. Moore was requested to approach Mr. Schukraft to see what his

NEW BUSINESS:

 

Mr. Perrin stated that the City Planning Department is doing a study

of rehabilitation at Piedmont Park, and he proposed the following recom-

mendation to the Planning Department for study:

"That plans for rehabilitating Piedmont Park include appropriate
bandshell or basic stage facilities; as many political rallies, high

school bands, youth concerts, Band of Atlanta concerts, Atlanta Arts
Festival, and other major events are held there which add to the
cultural development of the City."
Chairman Cooper was requested to draft such a letter to Mr. Eric Harkness

of the Planning Department.

Mr. Baldwin stated that Mr. Dan Kay was employed by the City to make
studies of a performing art center in Piedmont Park. This study is owned
by the City and includes beautiful sketches, which should contribute to
future studies. Mrs. Ferst suggested that the Commission seek from Mr.
Harkness further information on this subject, and whether it is proposed

to implement it through the Urban Renewal Program.

Mr. Calloway brought up the matter of the small parcels of land left
throughout the City by the Highway and Urban Renewal Programs. The Commis-
sion discussed the feasibility of the City acquiring these sites for the

*--oloanment of small parks,

An ensuing discussion was held during which members agreed that ACDC
should help instigate proposed developments with which it is concerned,
rather than be informed at a later stage of development. In order to
involve more people concerned about environment, and get. their support
of our program, Mr. Muldawer made the following recommendation, which was
approved:

(1) To list the important civic groups, garden clubs, and any appropriate
group concerned;

(2) Invite these people to a meeting and tell what our Commission does;
ask them to appoint a committee in their organization to receive,

discuss and support our program, and get their own proposals;
(3) Continue this type communication with all these groups to establish
a basis for communication,

program for communication:

The motion was made and approved to omit the November 2h meeting

of ACDC.

Mr. Baldwin stated that he has noticed maybe 30-50 new buildings
being constructed in the central business district, and is amazed how the
Commission is bypassed and taken so lightly what is supposed to be legal.
He feels that legally AC'C should stop the issuance of building permits
prior to the project being reviewed by the Commission, and that the City
Attorney should be contacted to take such action.

Mr. Cooper stated that he recommended postponement of going to the
City Attorney, but he would see Mr. Wofford, Buiitding Inspector, next

Thursday morning and ask him why and what is happening.

Mr. Muldawer was requested to announce at the next A,I.A, meeting
that the new amendment to the ordinance as requested, will require that
preliminaries be submitted for review by the Commission, in accordance with

the letter mailed in June to all local architectural offices,

While the idea is intriguing
and does indeed have merit,
I think we must also consider
the present and future needs
of Atlantans, especially in
the field of transportation. An
essential element of the plan
for r apid transit for the metropolitan Atlanta area is the
downtown T r a n s i t Center

Dear Sir:

Me. Cleghorn's article which appeared September 21,
titled "Our Underground City” presents a wonderful idea
for reestablishing an area which could uniquely repre=-
sent Atlanta's past while at the same time establishing
a tourist attraction for the future.

As a native Atlantan this area has always intrigued me.
It is a shame that the lower level of the Old Kimball
House, which was across the railroad from the areca under
discussion, had to be removed as it could have contri-
buted greatly to such a program.

his is certainly a worth while project that could me
much to our City’s future and could go a long way ra
ward reclaiming the area involved. I cextainly hope
that Mr. Muldewer will be able-to seil this program to
The City Fathers and am sure that the majority of
Atlantans would appreciate the Atlanta Newspapers con-=
tinued support of this project.

With great interest I read ·M r. Reese Cleghorn's recent arti cle
in the Atlanta Journal entitled 11 0ur Underground City. 11
The Atlanta Convention Bureau i s engag ed in the purpose of
bringing convention - holqing g roups to Atlanta and servicing them
after the selection of our city. We compete in this activity with
seventy -five other cities, and the revenue to Atlanta is about
$4 5 million as an annual result of conventions meeting here.

W e are presently selling Atlanta as the new , dynamic, enthusi astic city in America with new facilities -- both hotels and exhibit
halls. Most national convention g roups have not met in Atlanta,
and they are interested in convening in our city. The results of
bringing a convention delegate to Atlanta are, of course, most
visible and tangible i n the imme diate downt ow n area. The dele gate sp e nds most of his money in the downtown area; h owever,
the p e rsons hired in the store s, restaurants, hotels, motels, and
nightclubs to serve convention delegates spend most of their
money in the nei ghborhoods.

new and different to talk about so that p eople will want to come to Atlanta.
New York h as Greenwich Village; St. Louis has Gas Light Square; and
Chicag'o has Old Town. None of these areas are within walking distance of
downtown. If the old store fronts were restore d and a unique transportation
system like horse and buggy or street c ars wer e utili zed, a new dimension
would be added to Atlanta, creating a great new inte r est in our city and
certainly drawing not only loc al pe ople, but visitors t o the d owntown area.
Because of the new dimension the development of the underground city would
give t o Atlanta and because we would thus have a new sales tool, the Atlanta
Convention Bureau would certainly be wholeheartedly in favor of further
exploration of this idea by the Civic Design Commission.

With great interest I read Mr. Reese Cleghorn's recent article
in the Atlanta Journal entitled "Our Underground City."

The Atlanta Convention Bureau is engaged in the purpose of
bringing convention-holding groups to Atlanta and servicing them
after the selection of our city. We compete in this activity with
seventy-five other cities, and the revenue to Atlanta is about
$45 million as an annual result of conventions meeting here.

We are presently selling Atlanta as the new, dynamic, enthusi-
astic city in America with new facilities--both hotels and exhibit
halls. Most national convention groups have not met in Atlanta,
and they are interested in convening in our city. The results of
bringing a convention delegate to Atlanta are, of course, most
visible and tangible in the immediate downtown area. The dele-
gate spends most of his money in the downtown area; however,
the persons hired in the stores, restaurants, hotels, motels, and
nightclubs to serve convention delegates spend most of their
money in the neighborhoods.

All cities sell their facilities, location, and community activities
and interests to convention groups; and they are successful for
various reasons. We feel Atlanta is successful because we are
new, and we expect to reach $100 million spent here each year

by convention delegates by the year 1970.

In a few years the newness of Atlanta will no longer exist due to
the fact that many national and regional convention groups will
have met here in our city. We will be looking for something

new and different to talk about so that people will want to come to Atlanta.
New York has Greenwich Village; St. Louis has Gas Light Square; and
Chicago has Old Town. None of these areas are within walking distance of
downtown. If the old store fronts were restored and a unique transportation
system like horse and buggy or street cars were utilized, a new dimension
would be added to Atlanta, creating a great new interest in our city and
certainly drawing not only local people, but visitors to the downtown area.

Because of the new dimension the development of the underground city would
give to Atlanta and because we would thus have a new sales tool, the Atlanta
Convention Bureau would certainly be wholeheartedly in favor of further
exploration of this idea by the Civic Design Commission,

of Atlanta.

removable sections, representing Atlanta as it is, and might be

(2) Letter written to Mr. Eric Harkness of the Planning Dept. re ACDC's
recommendation on rehabilitation of Piedmont Park, as requested at
the October 13 meeting. Letter was approved as written,

(3) Letter from Hon. Sam Massell, Jr., President of Board of Aldermen,

in reply to ACDC's letter of October 20 re amendment to the ordinance
creating ACDC.

DEAN RUSK COMMEMORATIYE:

 

Mr. Frank G. Etheridge, a member of the "West End Gang," the group
which suggested a commemorative to Dean Rusk, met with the Commission to
discuss this matter, Mr, Etheridge stated that his group favors as an
appropriate commemorative to Mr. Rusk, a memorial in Capitol Square Plaza,

and also the renaming of the Lee Street School for Mr. Rusk,
Mr. Moore brought out that Mr. Edgar E. Schukraft had stated that
the West End Businessmen'ts Association was hoping for the renaming of the
Lee Street School and also a memorial in the shopping center to be erected

on the old Lee Street School site,

With the Goanieedents concurrence that a memorial in Capitol Square
Plaza, rather than the shopping center, would be more appropriate, the
following motion was approved: |
"That ACDC recommends a memorial to the Honorable Dean Rusk be located in
Capitol Square Plaza, and that the designer of Capitol Square be directed
to design the square in such a way as to make a memorial to Mr. Rusk the

main feature,"

It was requested that a cony of the Mayor's letter requesting an
opinion of ACDC re Rusk commemorative be forwarded with the recommendation

to the committee handling the Capitol Square Plaza.

Mr, Heery made the following motion, which was passed;
"That ACDCG correspond with Mayor Allen and advise him that this Commissi.i
feels that a publicly sponsored memorial of Dean Rusk in a shopping center

would be inappropriate."

SUBMISSION OF MODEL:

 

Messrs. Hall and Norris, architects, submitted for ACDC's review
a model of Northside High School addition, including gymnasium. Members
highly praised the model, and expressed appreciation to Messrs. Hall and

Norris for their presentation,
The following motions were passed:

(1) "That a letter be written to the School Board commending this design
of the addition to the school, and commending the architects for the
use of a study model and specifically for including the model as

part of their presentation to the Commission,"

(2) "ACDC further recommends to the School Board that in the future
materials on building additions match the existing materials of the

building."

(3) "That the form letter to be forwarded to Hall &amp; Norris, Architects,
thanking them for submitting their project for review, also include

ACDC's praise of this model."

Mr. Gould stated that Mr. Ellsworth Doresky, Community Planner
for Housing &amp; Urban Development, was unable to attend the meeting
today, but he would like to appear at the next meeting. At that
time, Mr. Gould hopes to hear how we might get assistance in a
visual survey of Atlanta

Mr. Harris stated that the committee is at the point where it
comes down to money, and that perhaps funds can be made available
through the "Demonstration Cities" Program. Arrangements will be
made for this committee to meet with Mr. Eric Harkness to review the
Urban Beautification plan,

Terminus Committee - Muldawer, chairman

 

Mr. Muldawer stated that Mayor Allen was taken on a tour of this
underground area, Mr. Perrin read to the Commission certain sections
of a letter Mr. Muldawer sent the Mayor, outlining thoughts what
this development could do. Mayor Allen has answered faverdbdry to
the idea, and has no objections to the committee moving ahead with
publicity of this development,

A newspaper article on the underground development written by Mr.
Reese Cleghorn and published in the Atlanta Journal on October 26,

was passed around to members present for their review.

Committee on Scale Model, Portman, chairman |

 

Chairman Cooper reported that he and Mr. Portman met with Mr.
William M. Eichbaum, a model maker from Delaware, to discuss a model
of Atlanta. A folder showing some of Mr. Eichbaum's models in
Philadelphia, Pittsburg, Houston, etc., was reviewed by members.

Mr. Eichbaum had been informed that ACDC would want a model with

removable sections, representing Atlanta as it is, and might be

confined to the following boundaries:
Atlanta Stadium on the south;
Sears on Ponce de Leon on the east;
North Avenue on the north;
Spring Street on the west

Mr. Eichbaum stated that he could probably provide a model at
a scale of 50' = 1", at an approximate cost of $175 to $200 per
square foot of model,

Committee on Dinner Meeting - Portman, chairman

Messrs. Cooper and Perrin gave the following details of meeting with

Mr. Portman:

(1) CGommitteer feels it would be useful to have Mr. Justin Herman,
member of staff of Urban Renewal in San Francisco, come to
Atlanta to speak at the proposed dinner;

(2) There are no problems in financing the affair, which should be
held in proper atmosphere and place so as to attract people who
are invited and give meaning to the quality of the affair;

(3) Committee recommends an invitation list of approximately 100-
200 people, including ACDC, Mayor Allen and the Board of Alder-

men, city department heads, leadership of business associations,

and other people involved in the development of Atlanta;
(4) No date and time were ascertained, but February,
named as a possibility,

Some weeks ago (October 6) the Atlanta Civic Design Commission replied
to your correspondence concerning a projected memorial to Secretary

of State Dean Rusk.

Our reply expressed full concurrence with and approval of the basic
concept. It also stated that should the Commission later reach con-
clusions as to the type and location of such a memorial, it would so

inform you.

At its last meeting, on October 27,

resolutions:

RESOLVED

the Commission passed the following

"That the Atlanta Civic Design Commission recommends a memorial -
possibly a fountain and/or a piece of sculpture - be located in
Capitol Square Plaza, and that the designer of this square be
directed to do so in such a manner as to emphasize the Rusk

Memorial as its main feature,"

The Commission further recommends the changing of the name of the
relocated Lee Street School in the West End Urban Renewal Project to
the Dean Rusk School, as an additional recognition of this nationally

known Georgian.
