Gentlemen:

The Atlanta Civic Design Commission is charged with certain responsibilities
in terms of guiding, recommending, and sponsoring physical isprovements in the
development of the City of Atlanta, and particularly of its down-town area or
“business district". |

The Commission has, of recent months, arrived at the definite opinion that
@ model of this down-towm area would be of great benefit, both to the Commission

 

in its efforts to guide and influence proper development and/or re-development
of thie area, end also to the City of Atlanta in persuading its citizenry that
such guided development would be of lesting benefit to the community.

The commission's reasons for this opinion are as follow:

1. Proposed future developments could be located on this model, and
the surrounding environs of the sites could be viewed, considered,
and (we hope) brought into harmony with the new structures.

2. A model is far more understandable, and far more interesting, to
the average leyman than are any nuaber of “plans” on paper.

3- Such &amp;@ model would do much to advence the foresight, in terms of
national publicity, of the City of Atlenta, by illustrating ite
vision, its initiative, and its belief in end aspirations for
ite future.

4. In consequence of Paragraph 3. (sbove) more outside interest and
more outeide capital and investment could well be genersted in
our down-town srea.

The Atlanta Civic Design Comission hes obtained ea tentative proposal from

one model maker in Wilmington, Delaware, and is seeking a competitive proposal

from another in San Francisco.
At this early stage it becomes apparent that a model such as the Commission

contemplates will cost between fifty and one hundred thousand dollers. The

Commission realizes thet such funds are not presently availeble from the City

of Atlanta, and does not so request. Rather, it feels thet the undertaking

can be, and will be, financed from private funds, if it can be conceived,

launched, and presented in a realistic manner.
While final details are yet to be determined, the present thinking of the
Commission is in terms of a model possessing the following cheracteristics:

Approximate boundaries to be North Avenue or Ponce de Leon Avenue
on the north, Boulevard on the east, Georgia Avenue on the south,
ond Spring Street (or possibly Hemphill Avenue) on the west. It is
anticipated that this ares would necessarily be divided into three
seperate sections.

That the scale of this model (or models) be at fifty feet equals
one inch (50" = 1").

That the model represent present-day (existing) conditions in the
down-town area, since all future developments will be unknown for
years to come. “Permanent” geatures, such es existing streets,
parks, plazas, major structures, would be shown in some detail,
so ap to be recognizable to the lay public. Lesser structures,
presumably more temporary, would be shown merely a6 blocks, with
no detail required. |

4, That the floor of the model consist of separate and removable units
(perhaps by city blocks, perhaps by erbitrery division lines). Thus,

 

where @ specific future development was proposed, a certein unit

could be removed and @ new unit, of equal size and shepe and of

identical scale, could be substituted therefor, thus showing the

size, mass, and general development of the new improvement. |
5. hat all buildings on the model be atteched by temporary means

 

(possibly e wooden dowel or peg on their bottoms) rather than glued
down end hence impossible to remove and replece.

Many other thoughts and improvements to our concept will doubtless develop
if end as the Comnaission carries further its program. However, to initiate this
progrem, the Coumisesion needs and requests of the Board of Aldermen a small
' amount of “seed money". We ask of the City of Atlanta the sum of one thousend
dollara ($1,000.00) to be used primarily to crate, insure, and ehip from
Wilmington and from San Francisco, one existing model from each of the two
model makers presently submitting proposals, end thereafter to return same to
their present owners. The presence of these two "semples” in Atlanta vould
assist our efforts in the following ways;

1, Through the press and through viewing by the general public, these
exhibits would generate mass enthusiasm for our undertaking.

@. Actually seeing models similar in many respects to what is conten-
plated locally would help to persuade possible private donors to
the cost of on Atlanta model of its value and its utility.

3- Studying these models would assist the Design Comission in estab-
lishing in deteil ite own progrem and its own requirements for its
own model.

the Atlenta Civic Design Commission requests of the Board of Aldernen the

sun of one thousand dollars ($1,000.00) for the initiating and promotion
of the project herein described.

DECEMBER 8, 1966
The regular meeting of the Atlanta Civic Design Commission was held Thursday,

December 8, at 2 p.m., in Committee Room #4, City Hall, with the following

members present:

Joseph S. Perrin, Vice-Chairman J. Ben Moore
Harry J. Baldwin Paul Muldawer

Minutes of the November 10 meeting were approved,

CHAIRMNAN'S REPORT:

Chairman Cooper reported that the following letters have been received or

written by the Commission:

(1) Letter dated December 1 to the Atlamta Board of Aldermen requesting
sum of $1,000 to defray cost of crating, insuring and shipping
existing models from San Francisco and Wilmington, Delaware, and
returning same to present owners;

(2) Letter dated November 11 from Wm. M. Eichbaum, Wilmington, quoting
bid price on proposed model;

(3) Letter dated November 23 from Architectural Models, Inc., San
Francisco, quoting bid price on proposed model;

(4) Letter dated November 12 from Wilbur G. Kurtz, naming and defining
four (4) ante-bellum houses in Atlanta which represent "historic
sites and structures";

(5) Letter of November 17, to Mavor Allen, (with copy of Kurtz letter
enclosed) requesting information on how sites can be officially
declared of "historic significance" by the City of Atlanta;

(6) Letter dated November 10 from Bric Harkness, Planning Department,
re historical survey. Also a copy of information in the Dept.
of Housing and Urban Development report - "Preserving Historic

America",
"HISTORIC SITES &amp; STRUCTURES"

 

Chairman Cooper reported he spoke to Mr. Pilcher in the City
Attorney's Office inquiring how sites may legally be declared of "historic
Significance", Mr. Pilcher stated that he was, at the request of the City

Attorney, looking into the matter, and would report later to the Commission.

Mr. Muldawer brought out that in Savannah when someone applies for
a demolition permit, the City will delay issuance of the permit for 2 weeks,
and the Historic Commission is notified so the property can be bought by
them. He urged that this be investigated to see if this policy also applies

to Atlanta.

The Chairman suggested that Mr. Baldwin contact Mr, Pilcher and

pass along to him Mr. Muldawer's information.

REPORT ON PURCENTAGE FOR ARTS:

 

Mr. Perrin submitted in writing the recommendation of the Committee
on Percentage for Allied Arts. Voting on this report was necessarily

postponed due to the lack of a quorum at the meeting.

ARCHITECTURAL REVIEW:

 

Mr. Muldawer, chairman of Committee (a), reviewed the following

Atlanta Association and the Uptown Association merger. Mr. Bivens stated
that the new organization, named "Central Atlanta Progress", is an independent
body, which plans to involve itself actively in anything that relates to
health and functioning of the heart of the city. He further stated that
CAP is cohcerned about ACDC's program, design of the city, and that it will
try to work with ACDC in improving the City. He feels that CAP will be more

effective than were the two separate associations (Uptown and Central Atlanta)

Asked by the Commission if "Central Atlanta Progress" plans to have
a master plan of Atlanta, Mr. Bivens replied that while CAP has not formally
drawn up a master plan, at the same time it has definite goals to work on,
such as downtown traffic needs and making the downtown more functional,

among other specific projects.

The Chairman asked Mr. Bevins if his organization would be interested
in supporting and possibly contributing to a model of Atlanta. While Mr.
Bivens stated he could not answer for CAP, he does feel that a model would

generate interest and serve a useful purpose,

Mr. Bivens extended his thanks for being invited to the meeting,
and stated he is looking forward to working with the Commission, and urged

the members to pass comments .on to him,

Appointments to Commission
Members present discuss e d the possibility of amending the ordinance
creating the ACDC, whereby r e -appointme nts to the Commission could be
made.
The Chairm a n was requested to contact Sam Massell to sec if this
request could be presented to the Board of Aldermen on January 16.

JANUARY 12, 1967

The regular meeting of the Atlanta Civic Design Commission was held Thursday,

January 12, at 2 p.m., in Committee Room #4, City Hall, with the following

members present:

CHAIRMAN'S REPORT

 

Chairman Cooper reportcd that the following lctters have been received

or written by the Commission:

Housing Program, and the Mayor's reply thereto.

Letter of Dec. 15 to Robert W. Bivens, Executive Director, Central
Atlanta Progress, thanking him for me ting with ACDC on Dec. 8,

A copy of the ACDC lctter to the Board of Aldermen requesting funds
for initiating of model of downtown Atlanta was forwarded to Mr,
Bivens, so that CAP can consider collaborating with ACIC on this
undertaking.

Letter of Dec. 21 from ¥, L, Calloway, describing improvements made
on the Atlanta Transit Company parking lot,

Letter of Dec, 22 to Robert Sommerville, President of Atlanta Transit,
stating ACDC commendation for treatment of property described in
Calloway letter, and Mr. Sommerville's reply thereto.

Letter of Dec. 22 to Alderman Rodney M. Cook re report of "Community
Improvement Program," and Alderman Cook's reply thereto.

Letter of Dec. 22 to ‘iayor Allen re preservation of "historical

7. Letter of Jan, 5 to Architectural Models, Inc., re their proposal
for the construction of a scale model of Atlanta business district.

8. Letter of Jan. 5 to Wm. “, Eichbaum re proposal for construction of
scale model of Atlanta business district.

9. Letter of Jan. 10 to various city departments, architects, news
media, etc., requesting that plans for architectural revicw by the
Commission be submitted in their preliminary stages, as per amendment
to ordinance approved 12/7/66.

The Chairman also reported that he attended the mecting of the Finance
Committee of the Board of Aldermen on January 6, at which time ACDC's

request for $1000 was considered. A decision was not rendered at that time..

HISTORIC SITES &amp; STRUCTURES

Mr, Baldwin reported he had contacted Mr. Pilcher of the City
Attorney's Office, as requested at the last meeting, re preservation of
"historic sites and structures", Mr. Pilcher feels that procedures sug-
gested whereby City has first option to buy, in case the property is either
offered for sale, or is approved for demolition, are good possibilities
for preserving these sites. He further suggested the following steps be
taken:

1. ACDC agree what sites and/or structures are of "historical signifi-
cance", and make a declaration of same to be presentcd to the Board
of Aldermen;

2. Check with the Parks Department re management;

3. See Land Department for information re acquiring property;

h. See Mr. Jake Buchannon of the Housing Code to see if the minimum
housing requirements are met.

It was suggested that Mr. Pilcher be invited to meet with ACDC

on January 26 to discuss this matter,
GENERAL DISCUSSIONS;

Appointments to Commission

 

Members present discussed the possibility of amending the ordinance
creating the ACDC, whereby re-appointments to the Commission could be
made. The Chairman was requested to contact Sam Massell to see if this

request could be presented to the Board of Aldermen on January 16.

Chairman Cooper further urged a good attendance at the next meeting,
so that requests and/or recommendations for appointments to the Commission

can be discussed,

RE Trash

 

Commission discussed the trash problem in the downtown area. Mr.
Perrin feels that an aesthetic committee is needed to come up with ideas
on trash receptacles, or perhaps to suggest some alternative, thereby making

it easy for action to be taken.

Mr. Perrin moved that the chairman appoint a 3-man committee to
come up with concrete suggestions for this problem for ACPC approval, and
if feasible, to be forwarded to the Sanitary Department, with a copy of
same to the Planning Department. With the concurrence of the Commission,
this action will be postponed until the new Commission members and officers

are elected.

RE City Showing at Arts Festival

 

The following motion, made by Mr. Perrin, was passed:
"That the Commission authorize, Mr. Perrin and Mrs. Ferst to approach the

Harkness Presentation

 

Mr. Eric Harkness reviewed the recommendations made in the "Community
Improvement Program" booklet. A copy of the booklet was distributed to
members present, with the Chairman's request that they read it and give

their reactions to same at the next meeting.

Mr. Harkness and members concurred that for these CIP recommendations
and ACDC's program to be more effective, the public should be better

informed of the problems and achievements.

COMIITTEE ON PERCENTAGE FOR ARTS

 

Mr. Perrin read the report of the committee recommending a proposed
ordinance be prepared for presentation to the Board of Aldermen providing
for a certain percentage of the total project cost for the allied arts.
This report was approved by the members present, and Chairman Cooper
requested Mr. Perrin'ts committee to draft such an ordinance to be presented

to the Board of Aldermen,

ARCHITECTURAL REVIEWS

Mr. Muldawer reported that he, as chairman of the architectural
review committee, had previously reviewed these plans, and read to the mem-

Mrs. Ferst's motion to seek one-hundred dollars (#100) to develope
some form of seal or citation to be given by ACDC to projects of outstanding

merit in the judgement of the Commission, was passed.

The meeting was adjourned at 4:0 p.m.

The regular meeting of the Atlanta Civic Design Commission was held Thursday,
January 26, at 2 p.m., in Committee Room #4, City Hall, with the following

CHATH:AN'S REPORT

 

Chairman Cooper reported that the following letters have been received or
written by the Commission:

1. Letter of Jan, 13 to Mr. Hugh Pieree, Chairman of the Ordinance &amp;
Legislation Committee of the Board of Aldermen, requesting that
Ordinance creating ACDC be amended whereby reappointments to the
Commission could be made,

2. Letter of Jan. 13, from Mr, Jack C. Delius, General Manager of Parks
Department, re five parks plans revicwed by the Commission on Jan. 12,
in answer to Muldawer's memo of 12/21/66.

3. Letter of Jan. 19 to Mr. Jack C, Delius inviting him or his represem-
tative to meet with the Commission on January 26.

4h. Letter of Jan, 16 from Mr. John E. Sims, Director of University System
Building Authority, in answer to ACDC correspondence of 1/10 re
request for preliminary plans for review, and ACDC's letter of reply
thereto,

S. Letters of Jan. 19 to the editors of the Atlanta Journal and Consti-
tution, commending architeetural projects whieh were reviewed by
ACDC in 1966, as requested by Muldawer at 1/12 meeting.
6. Letter of Jan, 20, from Charles Davis, City Comptroller, stating that
the Board of Aldermen on 1/16/67 approved an appropriation of 2200
for ACDC in the new budget.

7. Letter of Jan, 23 from Mr. Thomas Hal Clarke, President of Atlanta
Historical Society, recommending Mr. Franklin Garrett for appointment
to the Commission, in the category of Sites of Historical or Archi-
tectural Interest,

8. Copies of letters dated Jan, 2h written by Mayor Allen to owners of

hk historical sites, as requested in letter of 12/22/66 from ACDC
to Mayor Allen,

ARCHITECTURAL REVIEWS:

 

Mr. Brindley, representing Mr. Jack Delius, General Manager of the
Parks Department, met with the Commission to explain and comment on the
five parks plans (as reviewed by the Commission at Jan. 12 meeting), and
also the letter from Paul Muldawer, chairman of Architectural Review Committee
to Parks Department, concerning these plans. Mr. Brindley stated that some
revisions have been made in these plans in accordance with comments made
in Muldawer's letter.

Mr, Ray Nixon submitted for ACDC's review preliminary plans for the
Howell Mill Road Bridge over Southern Railway.

Messrs, Nixon and Brindlcy were thanked by the Chairman on behalf of

the Commission for making these reviews possible,

Mr. Perrin suggested that Georgia State and Georgia Tech be put on
ACDC's mailing list to receive letters requesting preliminary plans be

Re Demonstration Citics Program

 

In view of ACDC's concern regarding housing conditions in the
"Demonstration Cities" Program, Mr. Calloway voiced his opinion that ACNC
should be given the opportunity to render opinions and/or suggestions on
preliminary plans, Mr. Harkness brought out that the Planning Department
is preparing an application for a planning grant which will cover a great
many aspects, including the social, economics, physical problems, etc., of
the model neighborhood area, and that he is preparing 2 parts of the program
which deal with design and historic preservation. He further stated that
he hopes to get comments and review of the Civic Design Commission on this

part of the program.

Mr, Perrin suggested that the Commission consider following Mr. Hark-
ness' point of view, and appoint one or two members to collaborate with
Harkness on this project. The chairman stated that Wr. Harris is chairman
of the committee to collaborate with the Planning Department on the Urban
Beautification Program. Mr. Harkness stated that Mr. Harris will be added
to the mailing list to attend these meetings. The Chairman sugrested that
Mr. Harris appoint a co-chairman to his committee to represent him at the
meetings in ease he could not attend. Upon Mr. Calloway's offer to serve
on the committec, the chairman concurred and Mr. Calloway was added to the

"Urban Beautification Committec,"

The Chairman was requested by members present to write Mr. Dan E,
Sweat, Direetor of Governmental Liaison, who is handling the "Demonstration

Cities" Program, and offer ACDC's assistance.

be present on Thursday, With a majority of the members present concurring
that Thursday is more convenient, Mr. Harris asked that the subject be
dropped, stating that he hoped to be able to adjust his Thursday teaching

schedule at Tech accordingly.

Re ACDC Citation

Mrs. Ferst reported that j25 has been donated by the Chairman toward
a proposed $100 to develope a seal or citation to be given to projects
of outstanding merit in the judgement of the Commission, per Mrs. Ferst's
motion of January 12, and expressed hopes that the remaining $75 will

shortly become available,
Re Appointment to Commission

 

Chairman Cooper presented a copy of the amending Ordinance approved
by the Mayor and Board of Aldermen on January 18, 1967, as requested by
the Commission, whereby re-appointments to ACDC were made possible. The
remainder of the meeting was devoted to recommendations for appointments

or re-appointments to the Commission.

drawings of proposed garden s~heme at the southeast corner of Spring and
Marietta Streets, where the Federal Reserve Bank is demolishing the Silvey
Building.
Mr. Toombs was thanked for making this review by the Commission
possible.
A letter of commendation to the Federal Reserve Bank, with a copy
to Mr. Toombs, was requested by members present.
Clarke
Mr. Clifford M. Clarke presented for review by the Commission the
preliminary plans for an Associated Industries of Georgia office building,
at Washington and Hunter Streets.
Certain members raised questions pertain-
ing to the relationships between this proposed building and the State
Capital and other existing adjacent buildings.
Mr. Clarke urged members of the Commission to make specific suggestions.
In response, it was requested that their architects give further study to
the arrangement of the street floor plan, in an eff ort to create mor e of
an open effeet, preferably with some green planting, to the exterior view of
this floor from adjacent streets.
It was also requested that further consideration be given to the
relative height of the building as presently shown.
Mr. Clarke was commended for making this presentation at such an
early stage, and Mr. Clarke stated he will try to make use of the guidance
offered.
Mr. Tucker, architect for the AIG building, will attend a later
ACDC meeting for further discussion.

Nasher, inviting him to me ~ t with the Commission as soon as possible,

together as a joint venture to acquire and develope this underground area,
He further stated that a large map of the city area has been provided so
the boundary can be plotted, and that the initial plans of Rapid Transit
do not seem detrimental to our ideas,

Mr. Baldwin added that Mr. Hugh Thompson, of the C&amp;S Bank, is pre-
paring a brochure of ideas for the underground development, to be presented
to Mr. Mills Lane, President of C&amp;S Bank. He suggested the chairman write
a letter to Mr. Thompson, with a copy to Mr. Lane, giving ACDC endorsement

met with the Planning Department, and another meeting is scheduled for

February 14, He added they will maintain contact with the Planning Dept.

Committee on "Historic Sites &amp; Structures"

 

Mr. Baldwin, chairman, reported that he has been contacted by Eric
Harkness to the fact that the City Planning Dept. is interested in the
preservation of any historic structures in the area. Mr. Baldwin stated
that he feels that a form of criteria for historic or architectural stfuc-

tures needs to be established,

Messrs. Tucker and Hood met with the Commission for furt her
discussion of the proposed Associated Industries of Georgia office building
at Washington and Hunter Streets , as presented by Mr. Clifford Clarke at
the last ACDC meeting.
�- 2 Before the diseussion began, the Chairman pointed out that ACDC
has no legal jurisdiction, but that it reviews and suggests, and hopes for
cooperation.
Concerning the suggestions for certain changes in the street
floor plan, whereby a more open effect would be created, and also the relativ~
height of the building, Messrs. Hood and Tucker feel th e se ideas would not
be economically feasible, as much rentable floor space would ·be lost and
they need all the revenue they can get.
Mr. Perrin comment e d that since there is little space, then it
demands the maximum utilization.
He added he was very concerned, as a
citizen in this community, with the fact that we arc finding space more and
more precious, and are getting increasingly out of scale with huma n beings.
Mr. Perrin concurs that we want Atlanta to make economic progr e ss, and that
this is done by bu il ding things that are economically feasibl e .
But, h e
addedJ the Commission is charged wi th the re sponsibility to see that more
than just an economic eff ort is made.
Mr, Mul dawer expresse d -his personal opi ni on that as the Capitol
is very important, he f eels it should be higher than all th e buildings
around it, and that other buildings should humble themselves to it.
He also
feels that in this case the exterior material should be neutral to the gold
on the Capitol dome, rather than harmonize with it.
Chairman Cooper stated he is of the opinion that as buildings
looked different heights from different angles, and that as the Capitol is
several hundred feet from other buildings, he feels from an economical point
of view, that the Commission should not hamper, even with suggestions.
He
feels this building is better than the average building, and is an asset to

the City.
Mr. Cooper added that the Commission would like to see the
building haNionizc with surrolindirtgs as
much as possible, but that we do
not want to discourage to ~he extent that it won•t be constructed.
He
concluded that the Commissibn is inle~estcdt as are Messrs. Hood and Tucker,
in doing the best job possible on this property.
Ur. Tucker expressed his appreciation for the rrview, and stated
he feels something has been accomplished.
JONES
Mr. Robert H. Jones, owner of th e Old South Motel on the South
Expressway at Cleve land Avenu e , met with the Commission concerning the
rezoning of a small strip of land in front of his motel and adjacent to
the e xpressway.
Ho objects to this rezoning, as a filling station is pro-
posed to be built on that site.
Mr. Jones stated that he has discovered
that many of these small remnants of land adjacent to expressways are being
petitioned for filling stations, and he hopes that some city group can study
this problem and claim an overall approach to the entire thing while there
is still time.
He added that this particular petition will be brought up
at the Zoning Committee meeting, which was being held that same day~
Mr. Muldawer c onc urs that this is a special problem that needs a
general policy on what should happen to th e se strips, and how they can be
enhanced.
The following recommendation was approved and was presented to
the Zoning Committee during its session:

Chairman Cooper read the following:

PRESENTATIONS

Messrs, Tucker and Hood met with the Commission for further
discussion of the proposed Associated Industries of Georgia office building
at Washington and Hunter Streets, as presented by Mr. Clifford Clarke at

Before the diseussion began, the Chairman pointed out that ACDC

Dear Mayor Allen:

Thank you for your kind inquiry of January 24 regarding the
property at 327 St Paul Avenue S E. This is the L P. G¥ant
home. At the time it was built about 1850 it was near the
center of 3,000 acres owned by COlonel Grant. This was
approximately the same area which you propose to renew.

We apologize for delaying reply, but we had hoped to have a
pérsonal interview. Since this has not been convenient, we send
this letter so that you can move ahead with any plans you have in
connection with the renewalyproject.

When the historians told you that this is an important house

in Atlanta's history they may not have told you the most important
event in the histpry of this landmark. This event was Margaret
Mitchell and her book "Gone with the Wind".

The full story of Margaret Mitchell's association with this house
probably will not be told until I publish my "FOrbidden Blography

of Margaret Mitchell" which cannot be published in the lifetime of
Stephens Vitchell, the writer's brother. Tye true story depicts

her brother and her husband as rascals. They conspired with others

and seized control of her fortune.:She was frustrated in her own

plans to restore the Grant House and make # it a public museum. If she
had completed her planS Atlanta would have received a cherished
mementog’ of the author provided by the writer herself, a true memorial.

Oakland Cemetery, the site of Fulton Bag,and of course Gpant Park
were once part of the land attached to the present house. The house
is of brick and fieldstone, and structurally sound despite its
appearance,

Margaret Mytchell and I purchased the property 27 years ago to prevent

Charles Murphy, however, very stubbornly required us to pay taxes until

us against any negotiations with the city, but we will not hola this
against you, We are delighted to learn that at least someone in the
city has interest in preserving a landmark. We had thought the only

Our bre uct oe against the City also stems from Mayor Hartsfield's
administration. Mr Hartsfield wanted to operate a Gfant House museum
in connection with G,ant Park Cychorama. &amp; big oak ip, front of the
Grant House shows on the disfant horizon in the pai ing. HOwever,
Mir Hartsfield disrupted neggffiations when he hinted that he would
take the property by condemnation.

Ve do not wish to show the interior of the house until we can remove
our 10,000-volume library and other belongings. We nsed 12 months
for moving, but we will start immediately.

We recently refused an offer of $40,000 because the buyers intended
to convert the hpuse into apartments, We always have held the
property for regoOration and preservation. We have refused to rent

it for fear tenants would damage it. The house occupies a lot 100 by
240 feet, extending through the block from St Paul to Orleans Street.
T4e lot is about one third of the block in area.

Ip you care to buy the property sight unseen and within the next 60

FORREST HILLS DR.IVE REZONING:
Mrs. Ferst stated that Eric Harkness had come by the committee room
shortly before the meeting began to request that the Commission render a
statement to the Zoning Committee, regarding plans for a proposed service
station on Forrest Hills Drive,

It was brought out that Mr. Robert Hi
Jones, owner of the Old South Motel on Forrest Hills Drive, had met with
the Commission at its last meeting and voic e d his opposition to the rezoning
of the small strip of land adjacent to the South Expressway at Cleveland
Avenue, where the service station is proposed to be built.
At that time
the Commission had rendered its recommendations to the Zoning Committee

The members present concurred that although the Commission is not
specifically opposed to this parti cular proposed design, ACDC should go on
record as holding a position whi ch it feels best for Atlanta, namely that
it is oppos ed to small strip developments, especially where adjacent to
highways.
Mr~ Harris made the motion, which carried, that ACDC go on record
as stating that a developme nt such as this would be detrimental to the City
of Atlanta.
This statement, attached to a copy of the memo forward e d to
th e Zoning Committee on February 2), was forwarded to the Zoning Committ e e
during its session.

GENERAL DISCUSSION

Re Master Plan for City
Concerning a master plan for downtown Atlanta, Mr. Portman feels
that some outside group, sueh as Central Atlanta Progress, Inc., should
sponsor and get behind such a plan.
Chairman Coo per c ommented that it will
take a long time, not to mention a lot of money, to even devclope a program
for a plan of future Atlanta.
He hopes ACDC will not drop its more immedia~ ~
objective of trying to get a flexible model of the downtown area as it now
�- 5 exi$-t.s..,. as --a- s.ta?ti~g :p.o.int.
He added that $1000 has been obtained from
the City to handle the costs of shipping sample models to and from the
bidding model makers to this city.
Mr. Calloway asked if the members had seen the reeently completed
model of the downtown area, located in the Glen Building.
He stated that
the Community Council is also working on the overall planning concept, and
suggested it might be eventful to communicate with them as they seem to
know who is interested and where to get funds.

Architectural Reviews
Mr. Harris asked if submiss.ions could be reviewed by Mr. Muldawer 1 s
committee at some other time and screened out, so as not to take up so much
time during the meeting.
Mr. Muldawer concurs that as the volume of submissions are increasing,
his committee should review plans at their own convenience, bring in their
comments to the me e ting, and invite the architects to the meeting for
further discussion of those plans which eall for speeial eomment
or
recommendations.

At the close of the me e ting, Mr . Harris expressed the appr eeia tion
of the members to Chairman Cooper for his time and efforts spent during the
past year.
The Chairman said it had been a pleasure to serve as ehairman,
and he looks forward to serving on the committee for the remainder of his

or withdraw within the next 2 weeks.
NEW BUSINESS
The Chairman asked if the Commission feels it would be useful to
extend an invitation to Mr. Robert Brown, the new chairman of the Georgia
Urban Design Council, to meet with the Commission, as this organization
assists municipalities across the state in making various studies.
Upon
Mr . Muldawer 1 s suggestion, this was put off for future considera tion.
As per motion in minutes of the January 12 ACDC meeting, for a committee
to deal with tras h problems, Mr. Perrin a ppointed the following "Sanitation

The motion was passed that Mr. Browder be contacted to ascertain if he
is willing to be nominated to the Mayor, and if he is not, Mr. Mulda wer will
again bring up Ray O'Neil.

ATLANTA CIVIC DESIGN COMMISSION
MARCH 23, 1967
The regular meeting of the Atlanta Civic Design Commission was held Thursday,

March 23, at 2 p.m., in Committee Room #h, City Hall, with the following

members present:

Minutes of the March 9 meeting were approved.

 

CHAITRMAN'S REPORT

Mr. Perrin announced that a letter has been sent to Rich's commending

them on their 100th anniversary.

Mr. Perrin read letter dated March 9 from Raymond D,. Nasher, in reply
to Mr. Cooper's letter of Feb. 23, with reference to the proposed $200
million Park Place Development over Georgia Railroad Air Rights. Mr. Perrin
pointed out the fact that the Georgia State College Campus, which will also
build on a plaza, or platform, will be implemented adjacent to this develop-
ment. He asked if members feel ACDC may suggest to the Nasher firm coordi-
nation between their plaza concept and that of the proposed Georgia State
College Plaza, With concurrence of members, Mr. Harris requisted such letters
be written to the Nasher Firm and to Georgia State (with copy of same to

Messrs, Ernest Davis, Alan Kiepper, Dan Sweat, and architects).

At this point, Mr. Muldawer brought out the need for a master plan for

the Central Business District, because of the developments of the Park Place
Development, Capital Square Development, "Demonstration Cities" Development,
the Air Rights Development, and the Peachtree Center Development, among

others,

The Chairman next read letter draft to be sent to Mr. Hugh Thompson of
the C&amp;S Bank, pending approval of members, inviting him to meet with the
Commission on April 13 re the "Terminus" development. Letter was approved

as written.

VICE-CHAIRMAN'S REPORT

 

Mr. Muldawer reported that the Commission has been asked by the Atlanta
Housing Authority to review, or send a delegation to help review the Rockdale
Urban Renewal Project. Mr, Baldwin and Mr. Cilloway will accompany Mr.
Muldawer to this review, which will be in about two weeks, and all members
were urged to go if possible. Members will be contacted when the time is

determined,

Mr. Muldawer also reported that last year the Commission had talked
about a symposium to set up a link of communication between ACDC and many
groups of people, He feels that the tool by which this can be done is to
approach one of the TV stations and talk to them about a regular TV program
which would present the work the Commission is doing, He asked for opinions

acquired from the City to ship a sample model to Atlanta from model makers

Francisco model is not available, but the Commission can pursue the one in
Wilmington. Mr. Harris asked if perhaps the Commission should advertise

for samples from local model makers,

Mr. Perrin stated that since Mr. Portman is chairman of this committee,

he would contact him and hopefully report at the next meeting.

I am writing with regard to the relationship of an
arts council in your city to the general city governmental
authority, and the responsibilities and powers of the council
itself.
The undersigned is a member of the Art Commission of
the City of Memphis, Tennessee. At the present time the
duties and responsibilities of this commission relate only
to the City Art Academy. The citizens of Memphis have
recently voted to change the form of government of this city
from a commission form to a mayor-council :furm. It is the
opinion of many that this would be an appropriate time for
the Art Commission to be reorganized so that its respons ibilities and powers relate to all cultural and artistic activities
in the city.
We are writing to you and to the chief executives of
other large American cities to ascertain if you have an arts

Dear Sir:

I am writing with regard to the relationship of an
arts council in yow city to the general city governmental
authority, and the responsibilities and powers of the council
itself.

The undersigned is a member of the Art Commission of
the City of Memphis, Tennessee. At the present time the
duties and responsibilities of this commission relate only
to the City Art Academy. The citizens of Memphis have
recently voted to change the form of government of this city
from a commission form to a mayor-council form. It is the
opinion of many that this would be an appropriate time for
the Art Commission to be reorganized so that its responsibili-
ties and powers relate to all cultural and artistic activities
in the city.

We are writing to you and to the chief executives of
other large American cities to ascertain if you have an arts
council or commission in your city, what its functions and
responsibilities are, under what sort of ordinance it operates,
and whether you consider its operation in your community to
have been successful.

We should greatly appreciate any suggestions, informa-
tion or assistance you can give us.
