The recent racial disorders which we experienced
have, of course, pointed up many things which could have
been done, if we had had the money, and which perhaps can
be thought about for implementation in the very near future
if funds permit. A suggestion has been made to me which
I consider excellent and which I would like to pass on to
you for your consideration and for some discussion before
the Police Committee at its next meeting on September 28.

It has been suggested that for regular duty in
certain areas of the City, such as Summerhill, there be an
inter-racial program so that white and Negro officers can

patrol certain sections together.

This has many desirable

features, not to mention a psychological effect upon the

residents of the community.

I know that this will necessi-

tate doubling the personnel in certain areas (whereas at
the present time we are using one man to the car, etc.)
but it is something that we should give serious considera-

tion to in sertain of the troubled areas.

Whether such

should take the form of patrolling in cars or on foot is
another matter which we. will have to discuss; but in any
event it is a good suggestion if we can obtain the funds
and otherwise make some shift in watches so as to be able
to accomplish this. I realize that it may have some disad~
vantages, and I would be very pleased to hear your views in

Dear Mr. McDaniel:

I appreciate you sending me the list of items which the
Good Neighbors Club thinks are the major problems in
your community.

I will attempt to give you a status report on prospective
help in each area in the order listed by you in your
letter of September 12.

i, Recreation Centers - The Atlanta Parks and
Recreation Department has leased a duplex
apartment at 255 Dodd Avenue, S. W. as a first
step in providing some immediate indoor
recreation during the fall and winter months.
The Parks Department is making plans for
the operation and programming of activities
at this location and as soon as they have com-
pleted their scheduling I am sure that they will
be in touch with you and your group.

The Planning Department is alec working with
the school officials to initiate plans for the
development of a possible neighborhood center
in connection with one of the schools being
expanded in your area.

Enforce Housing Code - Our Housing Code Division has
stepped up its code compliance program in that area
particularly along Capitol Avenue and firm action is
being taken to assure that property is brought up to
standard through our special program with the Atlanta
Housing Department, the City Inspection Department,
EOA and the Housing Authority. Help is being
provided those people who desire to move into

better housing and who are qualified for publift
housing to get them in standard homes at the earliest
possible date.

Caution Lights (Capitol Avenue School) - The Traffic
Engineering Department is investigating the feasibility
of additional Caution lights at this school and a report
will be forwarded to you as soon as their engineering
investigation is completed,

Playlots for Teenagers and Children with Extended
Night Programs - Improvements are being made to
the playground across from Capitel Avenue School.
The Atlanta Braves are fencing in the area and will
asphalt areas for special play activities.

The Stanley Daniel Park is under ccastruction and
the City now has a firm under contract to renovate
the large building for an indoor recreation center.

The Community School Program which is starting
in the area will also provide some additional recreation
facilities during the cold weather months.

More Elementary Schools and High Schools - The
School Board now has in plans or under contract
projects which will include major expansion of the
Capitol Avenue School, Stanley Daniel School, and
expansion of the site of the Johnson Elementary
School. The old Smith-Hughes School will be
reclaimed by the School Board, renovated and
placed back into operation as a high school or
junior high school.

More Sanitation Services for Street Pickups and All
Other City Services Due This Area - I think you will
note an increase in the sanitary services and as
indicated on the attached report from the Sum-Mec
Center sanitation services have been expanded greatly.

Interracial Patrolmen for Regular Duty in This Area -
As you are aware, our Police Department operates

on an interracial basis. We do not have two man

cars in any area because of lack of personnel. There-
fore, you will probably see many one man cars with
both Negro and white officers patrolling the area on

a regular basis.

Enforce Guidelines for Renting Houses and Apartments -
I believe the cooperative program mentioned above will
accomplish desirable results in this area and our
housing code compliance inspectors are moving to
insure guidelines coming under their jurisdiction

are followed.

Better Streets - There have been sevegzal street
improvements in the area. Basa Street has been
prepared for paving and should be paved this week,
the weather permitting.

Better Law Enforcement - Plans are being made for
the expansion of our Police force in the next year's
budget and I am sure that this will be reflected in
improved law enforcement in all areas.

There are other improvements which will be made in the area
real soon and I will try to keep you advised.

Please do not hesitate to let us know of the feelings in your
area regarding City services and improvements.

We, the members of the capitol Avenue School Faculty and Staff herewith

present a statement of commendation to our Mayor, the Police Force, and
interested citizens who demonstrated concern and fortitude by their presence
during the recent upheaval in our immediate community.

In the wake of the racial problems in Atlanta, it appears that we might
well make some progress with a nonprofit housing fund for Atlanta.

It was suggested that a group be organized to establish and administer
a fund which would be an autonomous nonprofit group. This group would
have a certain amount of "seed" money available and would be a source
of information and a catalyst for action in this area by other groups
such as churches and foundations.

The purpose of this letter is to pose certain questions to you to aid us
in moving forward with this program.

1. What sort of Board would you suggest be set up and what size?

2. What shawld be the make up °f the staff and its qualifications?

3. What would @eyearly budget for administration be?

4, How much capital should a fund of this type have available?

5. What assistance financial and otherwise is available from

Urban America?

6. Sinee a part of our program, as we see it, will be rehabilitation,

would this limit Urban America's participation?

At your convenience we would“like to arrange another trip to Atlanta for
you. It is my idea that at that time you would meet with Nayor Allen,
some of the iocal foundation directors and a selected group of community

Dear Mr. McDaniel:

I appreciate you sending me the list of items which the
Good Neighbors Club thinks are the major problems in
your community.

I will attempt to give you a status report on prospective
help in each area in the order listed by you in your
letter of September 12,

l. Recreation Centers - The Atlanta Parks and
Recreation Department has leased a duplex
apartment at 255 Dodd Avenue, S. W. as a first
step in providing some immediate indoor
recreation during the fall and winter months,
The Parks Department is making plans for
the operation and programming of activities
at this location and as soon as they have com-
pleted their scheduling I am sure that they will
be in touch with you and your group,

The Planning Department is also working with
the school officials to initiate plans for the
development of a possible neighborhood center
in connection with one of the schools being
expanded in your area,

Enforce Housing Code - Our Housing Code Division has
stepped up its code compliance program in that area
particularly along Capitol Avenue and firm action is
being taken to assure that property is brought up to
standard through our special program with the Atlanta
Housing Department, the City Inspection Department,
EQOA and the Housing Authority. Help is being
provided those people who desire to move into

better housing and who are qualified for publi£t
housing to get them in standard homes at the earliest
possible date.

Caution Lights (Capitol Avenue School) - The Traffic
Engineering Department is investigating the feasibility
of additional Caution lights at this school and a report
will be forwarded to you as soon as their engineering
investigation is completed,

Playlots for Teenagers and Children with Extended
Night Programs - Improvements are being made to
the playground across from Capitéi Avenue School.
The Atlanta Braves are fenciny in the area and will
asphalt areas for special play activities.

The Stanley Daniel Park is under ccnustruction and
the City now has a firm under contract to renovate
the large building for an indoor recreation center.

The Community School Program which is starting
in the area will also provide some additional recreation
facilities during the cold weather months,

More Elementary Schools and High Schools - The
School Board now has in plans or under contract
projects which will include major expansion of the
Capitol Avenue School, Stanley Daniel School, and
expansion of the site of the Johnson Elementary
School. The old Smith-Hughes School will be
reclaimed by the School Board, renovated and
placed back into operation as a high school or
junior high school.

Other City Services Due This Area - I think you will
note an increase in the sanitary services and as
indicated on the attached report from the Sum-Mec
Center sanitation services have been expanded greatly.

Interracial Patrolmen for Regular Duty in This Area -
As you are aware, our Police Department operates

on an interracial basis. We do not have two man

cars in any area because of lack of personnel. There-
fore, you will probably see many one man cars with
both Negro and white officers patrolling the area on

a regular basis.

Better Streets - There have been sevezal street
improvements in the area. Bass Street has been

the weather permitting.

Better Law Enforcement - Plans are being made for
the expansion of our Police force in the next year's
budget and I am sure that this will be reflected in
improved law enforcement in all areas.

There are other improvements which will be made in the area
real soon and I will try to keep you advised.

area regarding City services and improvements.

The Urban League movement, against a background of national experience and
expert knowledge in corn:1UD.ity assessment and practical program planning is sensitive to the signs and symbols of community vulnerability to the kinds of outbrea ks
that Atlanta has witnessed in the Summerhill area during the past few days.
Again
the Urban League warns against the embarrassment of hurried and stop-gap measures.
Such mistakes of countless urban communities facing these specific kinds of problems serve as a guide for the Atlanta Urban League to do effective planning for
the prevention and removal of the known glaring problems persisting and untouched
by programs of pure ly passing and opiating impact in Metropolitan Atlanta.
We continue to insist tha t the problems focused by the Summerhill outbreak
are of a nature addressing themselves with unquestioning clarion call for a total
mobilization of community resources to reach the basic problems to effectuate
substantive solutions.
Qui ck a nd momentarily soothing programs, however appropriate to get such
communiti es back to a leve l of r eceptivity for participation in organized, di s ci plined and democr atically based procedures for community l eadership involvement
i n se l f-he l p pr ograms ar e , of necessity, limited to just such y ield .
The mi s t akes of Wa tts (Los Ange les , Ca li f ornia) as follow- up studies have
demonstrated, are in two important ca t egorie s :
(1) That t he effor t s of pub l ic-
based (governmental ) agencies, l imited a s they are in the permissive breadth of
involvement and depth of programming and organization, cannot a l one satisfy the
hard-core needs of such a situation.
(2) That because of the exi stence of the
very network of public o~encies , despite their limitations, the strengthening of
the operational bases of private agencies of experience has been greatly neglected.

We, The Atlanta Urban League, Inc., therefore, are calling immediately upon
the National Urban League, the City of Atlanta, the Metropolitan Atlanta Community
Services, and other available resources, to join forces in veering away from the
futile course of other cities of the nation in attacking the Summerhill problems
by supplementing the currently evolving emergency programs with more basically
problem-oriented programs, so characteristically lacking in the approaches of
similarly situated cities of the nation.
Admittedly, what the Urban League proposes in the following recommendation
is not a program of over-night returns.
Indeed, we warn that the basic problems
of Summerhill and other known communities in Atlanta of similar vulnerability do
not lend themselves to over-night solutions.
Human attitudes, chanGeableonly by the skillful techniques of indoctrination
in a faith and methodology of gri evance -pleading within the framework of existing
political and social welfare channels are developed through the knowledge of and
guidance into effective processing of such crievonces .
However, the rewards in the instilling of self-help possibilities, and the
working experience of leadership of such communities with the complex of broad
community agencies of responsibilities f i xes the lines of communica tion and fa ith
in .total community concern with the problems of troubled areas, and serves, through
i nevitable achievements , to stabilize such pocket communities in the f ace of
ons l aught fr om exploitative purposed inf luences.
PROJECTED PROGRAM
The Atlanta Urban League, Inc., therefore, proposes the following demonstration program for consideration in the Summerhill area to later expand to all
similar areas in Atlanta establishing field unit offices.
The expansion of the services. of The Atlanta Urban League, Inc., through the

establishment of a staffed Unit Field office(s) to:

Take immediate action in the formulation of Urban League - method oriented neighborhood organizations.

MAYOR OF ATLANTA
On Civil Disorder in Atlanta, Tuesday, September 6, 1966
The disorders in the Summerhill neighborhood in Southeast
Atlanta last evening were the result of a deliberate attempt by certain
members of the Student Nonviolent Coordinating Corrunittee {Snick) to
_¢reate a-n incident of this very nature.
We can be thankful there were no serious injuries.
Some 10
police officers received minor injuries, mostly as a result of tear gas.
Assessment of property damage has not been completed, but
it does not appear to be too severe.
Five City police cars were damaged as a result of bricks or
bottles thrown through windows.
Seventy-two arrests were made by the Police Department.
Conditions at this time indicate that the violence has ended and
ealm exists throughout the area.
The Atlanta Police Department is now working two twelve-hour

I must again commend the members of the Atlanta Police

The citizens of Atlanta, and especially the good citizens of SummerhillMechanicsville, can be justly proud of their police officers this morning.
I am not talking from hearsay when I say that every citizen of
Atlanta owes a debt of wholehearted gratitude to our dedi~ated police
officers, for I was personally in the thick of the disturbance throughout

On Civil Disorder in Atlanta, Tuesday, September 6, 1966

The disorders in the Summerhill neighborhood in Southeast
Atlanta last evening were the result of a deliberate attempt by certain
members of the Student Nonviolent Coordinating Committee (Snick) to

We can be thankful there were no serious injuries. Some 10

police officers received minor injuries, mostly as a result of tear gas,

I appreciate you sending me the list of items which the
Good Neighbors Club thinks are the major problems in
your community.

I will attempt to give you a status report on prospective
help in each area in the order listed by you in your
letter of September 12.

Recreation Centers - The Atlanta Parks and

Enforce Hcusing Code - Our Housing Code Division has
stepped up its code cornpliance program in that area
particularly along Capitol Avenue and firm action is
being taken to assure that property is brought up to
standard through our. special program with the Atlanta
Housing Department, the City Inspection Department,
EQOA and the Heusing Authority. Help is being
provided those people who desire to move into

better housing and who are qualified for publi£
housing to get them in standard homes at the earliest
possible date.

Caution Lights (Capitol Avenue School) - The Traffic
Engineering Department is investigating the feasibility
of additional Caution lights at this school and a report
will be forwarded to you as soon as their engineering
investigation is completed,

Playlots for Teenagers and Children with Extended
Night Programs - Improvements are being made to
the playground across from Capitol Avenue School.
The Atlanta Braves are fenciny in the area and will
asphalt areas for special play activities.

The Stanley Daniel Park is under ecustruction and
the City now has a firm under contract to renovate
the large building for an indoor recreation center.

The Comraunity School Program which is starting
in the area will also provide some additional recreation
facilities during the cold weather months,

More Elementary Schools and High Schools - The
School Beard now has in plans or under contract
projects which will include major expansion of the
Capitol Avenue School, Stanley Daniel School, and
expansion of the site of the Jchnson Elementary
School. The old Smith-Hughes School will be
reclaimed by the School Board, renovated and
placed back into operation as a high school or
junior high school.

More Sanitation Services for Street Pickups and All
Other City Services Due This Area - I think you will
note an increase in the sanitary services and as
indicated on the attached report from the Sum-Mec
Center sanitation services have been expanded greatly.

Interracial Patrolmen for Regular Duty in This Area -
As you are aware, our Police Department operates

on an interracial basis. We do not have two man

cars in any area because of lack of personnel. There-
fore, you will probably see many one man cars with
both Negro and white officers patrolling the area on

a regular basis.

Enforce Guidelines for Renting Houses and Apartments ~-
I believe the cooperative program mentioned above will
accomplish desirable results in this area and our
housing code compliance inspectors are moving to
insure guidelines coming under their jurisdiction

Dear George:

The City of Atlanta Sanitary Department and the Fulton County
Health Department are cooperating in a joint effort to clean up
the Boulevard area and carry out a rat control program.

In talking with Health Department officials, they indicate that
little will come of a rodent control program unless the people
in the area will join with them and practice better sanitation
habits.

Mr. Cantrell, who has been working on a special program

in that area already, says that he believes that if we could
get EOA to help tell the people about good sanitation practices
and possibly prepare and distribute posters throughout the
area, this would have a real good effect. He says that his
department will be glad to work with Homemaker Aides or
any other person designated by EOA to train them to instruct
residents in the area in these practices.

I would suggest that we might get the elementary schools to
have a poster contest after two or three lectures on sanitation
habits to control pests. Then these posters could be displayed
at apartments, stores, and other locations, This has worked
very well in the Fire Department and I believe it would work
well here, This would be a project EOA could carry out very
effectively.

When you and the group from the Beulevard section were
in my office one of the problems discussed was traffic on
the residential streets in that area.

I arm advised by the Traffic Engineering Department of the
City that the City Ordinance now prohibits tractor trailer
trucks from using any of the streets which cross Boulevard
except Ponce de Leon Avenue, North Avenue, Forrest
Avenue, Highland Avenue, Irwin Street and Edgewood
Avenue,

Special Trucks Prohibited signs are currently placed on
Morgan Street and Wabash Avenue. The Traffic Engineering
Department is now checking the physical conditions of the
signs on Morgan Street and on Wabash Avenue and will
arrange to install additional signs on the other east-west
residential streets which cross Boulevard in this area and
from which tractor trailers are prohibited in the Ordinance.
As soon as the signs are replaced, the Traffic Engineering
Department will advise the Atlanta Police Department and

I am sure the Police Department will take appropriate action.

The Sanitary Department and the Health Department are
cooperating in the rat baiting program which was one of
the big problems discussed. I hope that the Neighborhood
Center can take some action on the suggestions in my
letter to George Dodd on September 15, -

Dear Mr. Calhoun:

Thank you for your letter of Sevtember 26. I am pleased
to know that Mr. Sweat has been in commumication with you
concerning the visit made to his office by the officers of the
two groups Which we organized in the Boulevard NE section.

As you requested, following is a list of complaints which
were presented to Mr. Sweat by these citizens:

They exoressed frustration over discrimination which

they have experienced and which they continue to ex-

perience. As one man put it, "we just don't have

the onvportunities that the white man has." They stated

that the lack of opportunities anvlied equally in ed-

ucation, employment, housing, and in receiving the

services of the City. They conplained that there had

been discrimination in Housing Code enforcement:

"Negro vroperty-owmers ere forced to keep their pro-

perties in a better state of revair than white property-

owners in the Boulevard area." They complained that

the amount of rent they paid was too high for the tybe

accommodation whicn they had.

More svecifically, their complaints might be categorized in
the followings fash

1. The complete absence of any vublicly-sponsored
recreational facilities in their community. They ex-
pressed that one of the most needed facilities in their
community was a youth center. This center should be
as near the scene of the riots as possible.

2. They were quite concerned because of inadquate
services from the Sanitary Devartment. Trucks from the
Sanitary Department come to the area only once a week --
sometimes on Wednesday, sometimes on Friday. Garbage
and trash are allowed to pile uo. The trucks, they
said, need to come through the area two or three times
a week on a regular basis. It appeared from their
conversation that it might be necessary to force the
owners of large apartment buildings to vrovide recep-
tacles for both garbage and trash. They told Mr. Sweat
that the Sanitary Engineers do not fulfill their duties
in picking up garbage wnich they scatter as they col-
lect the waste out of garbage canse

3e A major point of the discussion concerned hous-
ing conditions. A few of the housing problems are:

ae General deterioration.

be Building infested with rats and roaches.

c. inadequate maintenance and care for the
public vortions of the buildings, such
as the halls and other commonly-shared
spaces.

d.- Inadequate exits from the building.

ee Inadequete accommodations.

Time and again, they reiterated the fact tha
their rent was too high. (I might note here that since
their visit to Mr. Sweat's office, some of the res-
idents have received notices that their rent is being
increased. In some cases, the increase is in excess of
ten ($10.00) dollars a month. I am gravely concerned

about this matter.)

4. They complained about the manner in which
some of the policemen performed their duties in handl-~
ing the crowds on eeu te Sunday » and Monday nights.
They pointed out thet tasre were ins vances of volice

brutality both on the streets and at the police ste-
tion. They also reported that a number of innocent
parties were arrested during this melee. Furtzermore,
they said, in some instances the Caucasian policemen
éaiied the people names which were most disvleasing.
They were distrubed by the fact that they have not
received sufficient protection by law enforcensent
officials. The murder of the Vorner youth and the
shootings of the other youth are avt examples of this
matter, and there are many others.

5. This committee of citizens revorted to Mr.
Sweat that the manner in which the ambulance attend-
ants exercised their + esponsibility on the Saturday
afternoon when the shooting took place was infuri-
ating. They maintained that the ambulance by~passed
the two Negro victims, and picked up a policeman

who had been injured leter. In their opinion, this
incident was a continuetion of an old established
pattern of discrimination: The Negro lies on the
streets unattended while the "white" man is treated.
They want this matter fully investigated, and they
want some concrete actions taken to eliminate future
occurrences of a Similar nature.

6. From what they said, it was obvious that
the Georgia Baptist Hosvital is an object or frus-
tration to them. Why, they wanted to know, was it
that Georgia Baptist did not receive the two youth
who were shot, as they did the policeman? (They |
are not interested in tne fact that Georgia Baptist
Hospital is a private institution. Evidently,
Georgia Baptist has an exceedingly poor image in
the community.) ;

fe Traffic control, esvecially on the east-
west streets, was reported as a problem. Large
trucks utilize the narrow residential streets be-
tween Boulevard and Glen Iris. Also, there is a
problem with the speeding drivers of automobiles
on these same streets, as well as on Boulevard.

8. One of the most disturbing factors which
they reported was tne lack of opportunities
obtain a decent job and earn a decent Wase. They
asked for paying training oositions for desirable
jobs. They are tired of being maids, janitors,
porters, and laborers. Income seems to be a pro-
blem for nearly everyone in that community.
