AGREEMENT BETWEEN THE ATLANPA URBAN CORPS AND A NON-CITY OF ATLANTA AGENCY

TO: The Atlanta Urban Corps

FROM: __ Hereafter called the "Agency"
(Name of Agency)

Whereas the above named Agency, a public private (delete one) organization, é
desires to participate in the Atlante Urban Corps, and in consideration for the essicn-
ment of Urban Corps student interns to the Agency we do hereby agree to the following
terms and conditions: :

(1) The Urban Corps shall have the right to approve or reject requests for
f
studentj:interns submitted by this acenecy upon forms provided for that purpose by the

   

Urban Corps. J

(2) The Agency s h/students as may be assicned to it in 7
accordance with the speeificati a tten request to the Urban Corps,
and shall immediately notify the Corps of any (change in nature cf assignment,

duties, supervisor or work location.

(3) The Ageney shall provide such students as may be assigned to it with

a safe place to work and with adequate responsible supervision.

(4) The Urban Corps shall have the right to inspect at any time the work
being perforwed by such students as may be assigned to the Agency, and shell have the
right to interview such students and their supervisors.

(5) The Urban Corps shall have the right to require such students as may be
assigned to the Agency to attend such general or special meetings, or to appear at the
Uvban Corps office, individually or as @ group, as shall be necessary for the proper
functioning of the program,

(6) Im aecordance with the requirements of the Federal law work performed
by such students as may be assicned to the Agency shall - - ~

e. does not involve the construction, operation, or maintenance
of so much of any facility as is used, or is to be used, for sectarian

 

instruction or as a place for reliciuus; and |

election for public or party office , I
(7) The Agency shall require such students as may be assigned to it to
submit time reports and follow such other procedures as may be established by the
Urben Corps.
(8) The Urban Corps shall right to remove any student assicned
to the Agency from said assignment and the Agency at any time for any reason
without prior notice, and the Urban Corps shall not be éblizated to replace said student.
(9) the Ageney warrants that it is in compliance with the provisions of the
Civil Rights Aet of 1964 (P.L. 88-352, 78 Stat. 252).
| (10) ‘The Agency shall indemnify, protect and hold harmless the Atlante
Urban Corps and the City of Atlanta from all claims, eauses or actions which may re-
eult from the assignment of students to the Agency.

((QQ2)a. The Urban Corps shall be deemed the employer for purposes of this
acreenent, with the ultimate right to control and direct the services of such students
ea may be assigned to the Agency, The Agency's rights shall be limited to the direction
of the immediate deteils and means by which the result is to be accomplished.

 
(12)a. The Urban Corps shall be wholly responsible for seeuring the compen-

 

sation of such students as may be assigned to the Agency, except that the Agency shall / ‘) |
become fully lisble for such sums as may be due to provide the proper compensation v
in the event that the Agency, either lmoWingly or unknowingly, viclates any applicable
provision of law or the terms of this agreement.

(12) b. The Agency shall pay to the Urban Corps thirty (30) per cent of the
gross compensettton earned by such students as may be assigned to the. Agency, in
accordance with the below provisions.

The Agency shall, upon receipt of writtan notification of the

amount due, advance to the Urban Corps an amount equal to thirty (30) per cent of the
anticipated cross weekly compensation of such students as are assigned to the Agency,
multiplied by the number of weeks the students are espace to work. This thirty (30)
per cent shall be used as the Agency's share at sin intern's earnings, Workmen's Com-
pengation costs to the Urban C rps, and overhead and administrative costs of the
OAee tape and the City ot tthe, The Agency shall, upon written request of the
Urban Coxps, provide such additicnal as may be required to provide the requisite
thirty (30) per cent of the
amount previously advanced by the Agency proves inadequate. The Urban Corps shall,

Mr. Webb explained the exemption certificate issued to Atlanta Urban

be used during the Fall quarter of 1969, The proposals deal with the
following positions:

1. Customer Service Technician - City Hall Business Office +
40 hours per week

2. Engineer of Applications ~ City Hall Business Office -
15 houre per week

3. Civil Engineer - Engineering Division -
40 hours per week

4. Two Civil Engineers ~ Engineering Division -
15 hours per week each

We have omitted financing arrangements until such time as a determination
can be made of the exact role in which the City of Atlanta will play in

the Fall program. It is possible that we will be in a position to pay the
full cost of the two full-time Interns and that Federal-College participation
for the part-time Interns would be required.

Pursuant to our recent conversation I am attaching a list of summer interns from
eolleges in the Atlanta University Center. We placed fifty College Work-Study
financed students and seventeen non-work-study interns. You can interpolate

The seventeen non-work-study interns were placed by the Urban Corps at an
approximate cost to us of $13,000.

This information might be helpful in encouraging the Atlanta University Center, Inc.,
to use part of the money contracted to them by the City of Atlanta to support interns
from the Urban Corps.

Naturally we are proud of the work-study funds allocated to us by Atlanta University
college financial-aid officers so please encourage this.

directed to Charlie Davis in connection with the Urban Corps
Program.

I certainly do agree that the City received considerable
benefit from this program during this summer, but I algo agree
with your position that we should discontinue this program for
an interim period until we can take stock of what our situation
is, particularly the question of receiving all of the contributions
that have been pledged to this program.

It would seem to me that your staff is fully capable
of planning a 1970 program without the necessity of continuing
with a director, assistant director, stenographer, etc.

1 would also like to mention that any program you
propose for 1970 be fully documented not only as to the funds
required from the City of Atlanta, but also the benefits that
have been and are expected to be derived from the program.
There is some question in my mind as to whether or not we
should set this up as a permanent part of the City's organization
but instead continue on a summer program basis.
