SUBJECT: Theatre of the Stars Building in Chastain Park.
Dear Mr. Delius:

As you are aware both the "Theatre Under The Sters" and the
"Municipal Theatre! no longer exist. Jn place of these.two theatres
is the newly chartered and duly organized "Theatre of the Stars, Inc.",
which will be the future sunmer and winter.theatre. The 1969 suxmer .
shows will be held in the new Civic Auditorium, and the opening show
will be on July &amp;, 1969.

The new "Theatre of the Stars" is presently operating out of the
old Municipal Theatre building in Chastain Park. This building was
erected on Chastain Park property, under a lease agreement of three (3)
years with the City of Atlanta, which expired on September 15, 1967.
Under the lease agreement, it is renewable "upon such terms and
conditions as thé Mayor may desire",

‘ In order to constuct this building, a note for $32,500.00 was
negotiated by the Municipal Theatre with the Citizens and Southern
Yational Bank. Presently there is an unpaid balance of $17,500,00-~
no payments, due to the defunct condition of the Municipal Theatre,
have been made since December, 1958. I am presently discussing this
indebtedness with the 0. &amp; 5S. Bank and will also discuss it with
the Board of Trustees of the Theatre of the Stars at their May meeting.

Unless we can maintain the usage of this building it will be
impossible to present the 1969 summer shows. Will you therefore
discuss this with the proper city authorities and secure a lease

Thank you very much for your letter of April i7, 1969 concerning

the butler-type steel building erected in Chastain Memorial Park

by Municipal Theater, Inc. under a lease agreement of three years
which expired September 15, 1967.

I particularly appreciate your timely correspondence and assure
you it is the desire of this department, and I feel that I speak
for the Parks Committee, to renew the lease on this structure
provided the City has assurance that the unpaid balance against
this structure of $17,500.00 be settled in some acceptable manner
so as to preclude liens against the structure, etc. The original
lease provided that at the end of the leased period the structure
would become the property of the City of Atlanta. However, it is
certainly not our intention to attempt to utilize the building for
desperately needed storage and maintenance space unless, of course,
your organization has no further need for it.

We will 811 work with you in providing what we hope to be a successful
1969 Summer Season. I will ask the Associate City Attorney, Mr.
Thomas F. Choyce, to proceed to prepare a resolution to be introduced
to the Mayor and Board of Aldermen on May 5, 1969, which will renew
the lease for an additional three years. As I understand it, the
present law is such that we are not allowed to lease beyond this
period of time except at Grant and Piedmont Parks.

Gentlemen:
Pursuant t o a request of Mr. Jack C. Del ius, General Manager of Parks and
Recreation, I have made inquiry with res pect t o the status of a prop building
which was used by Municipal Theatre, Inc. during the summer theater seasons
1965 through 1967 at Chastain Municipa l Amphitheater. You will recall that
Municipal Theatre used the facilities of Chastain Memorial Amphitheater free
and their only monitary obligation, if it could even be called this, was to
place a prop building at the rear of the Theater and turn the prop building
over to the City of Atlanta at the expiration of the lease or any extensions
thereof.
As of this date, Municipal Theatre is still using the prop building, although
the leas e has expired. It was with respect to this facet of the situation that
Mr. Delius requested me to direct my inquiry. I contacted c ounsel for the now
defunct Municipal Theatre, Inc. who had a gentleman by the name of Mr. Roland
B. Anderton conta ct me. Mr. Anderton told me over the telephone that he
represented the successor gr oup to Municipal Theatre, Inc. The following
constitutes a substance of my telephone conversation with Mr. Anderton: After
Mr. Anderton set forth who he was, he to ld me that he did r epresent the
succ essor group to Municipal Theatre, Inc. He told me that Mr. Dillard
Munford had a meeting with Mayor Allen and Mr. Milton Farris, Chairman of the
Finance Committee, with respect to the successor group. Various financial
arrangements were discussed with Mayor Allen and Mr. Farris to determine what
could be done to have good theater in Atlanta this summer at the Civic Center.
An arrangement was entered into with the City, with Mayor Allen and Mr. Farris
acting as the City's repres entatives, whereby the Civic Center would be used
this sunnner on what would in all probability be a reduced rate, said rate being
predicated upon the proceeds of the successor group. Mr. Anderton went on to
tell me two things that I feel are especially remarkable with respect to the
situation concerning the prop building. The first was that if we take action

to deny them use of the prop building, there would, in all probability, be
no theater in the Civic Center for the summer season 1969. Second, he also
told me that somewhere floating around in the back of his mind was a side
agreement which I assume would modify the lease agreement above set forth
whereby the City had given an additional ten year's use on the prop building.
The above constitutes what I feel is remarkable with respect to the conversation I had with Mr. Anderton. I certainly do not purport to be able to bind
the City in any respect and the primary purpose of this is, I assure you, for
information purposes and also to request of you two gentlemen such direction
to me as may be proper under the circumstances with respect to a disposition
concerning the prop building.
Should either of you have any questions with respect to the situation, please
feel free to call upon me.
Incidentally, Mr. Anderton asked for a copy of the original lease agreement
between Municipal Theatre, Inc. and the City of Atlanta and! forwarded the
same to him by transmittal of this date • .

Pursuant to a request of Mr. Jack C. Delius, General Manager of Parks and 2960
Recreation, I have made inquiry with respect to the status of a prop building

which was used by Municipal Theatre, Inc. during the summer theater seasons

1965 through 1967 at Chastain Municipal Amphitheater. You will recall that

Municipal Theatre used the facilities of Chastain Memorial Amphitheater free

and their only monitary obligation, if it could even be called this, was to

place a prop building at the rear of the Theater and turn the prop building

over to the City of Atlanta at the expiration of the lease or any extensions

thereof.

As of this date, Municipal Theatre is still using the prop building, although
the lease has expired. It was with respect to this facet of the situation that
Mr. Delius requested me to direct my inquiry. I contacted counsel for the now
defunct Municipal Theatre, Inc. who had a gentleman by the name of Mr. Roland
B. Anderton contact me. Mr. Anderton told me over the telephone that he
represented the successor group to Municipal Theatre, Inc. The following
constitutes a substance of my telephone conversation with Mr. Anderton: After
Mr. Anderton set forth who he was, he told me that he did represent the
successor group to Municipal Theatre, Inc. He told me that Mr. Dillard
Munford had a meeting with Mayor Allen and Mr. Milton Farris, Chairman of the
Finance Committee, with respect to the successor group. Various financial
arrangements were discussed with Mayor Allen and Mr. Farris to determine what
could be done to have good theater in Atlanta this summer at the Civic Center.
An arrangement was entered into with the City, with Mayor Allen and Mr. Farris
acting as the City's representatives, whereby the Civic Center would be used
this summer on what would in all probability be a reduced rate, said rate being
predicated upon the proceeds of the successor group. Mr. Anderton went on to
tell me two things that I feel are especially remarkable with respect to the
situation concerning the prop building. The first was that if we take action

to deny them use of the prop building, there would, in all probability, be
no theater in the Civic Center for the summer season 1969. Second, he also
told me that somewhere floating around in the back of his mind was a side
agreement which I assume would modify the lease agreement above set forth
whereby the City had given an additional ten year's use on the prop building.

The above constitutes what I feel is remarkable with respect to the conversa-
tion I had with Mr. Anderton. I certainly do not purport to be able to bind
the City in any respect and the primary purpose of this is, I assure you, for
information purposes and also to request of you two gentlemen such direction
to me as may be proper under the circumstances with respect to a disposition
concerning the prop building.

Should either of you have any questions with respect to the situation, please
feel free to call upon me.

Incidentally, Mr. Anderton asked for a copy of the original lease agreement
between Municipal Theatre, Inc. and the City of Atlanta andI forwarded the
same to him by transmittal of this date. |

Wesley Centers for many years have offered some supplementary recreational
services in each of its neighborhoods in order to meet more individualized
,needs. In assessing our services over a period of two years, we find that
the needs in each of our neighbor hoods have increased, The resulting verbal
. --· demands for additional recreational services are surpassing our ability ·to
meet them; since our primar y unit of se rvice is to the s mall club group, and
our staff's orientation and training is rarely, if ever, in the field of
recreation.
We feel that reacreational service s are needed and that we ca n and should ·
help, but realistically we cannot do it alone and continue to do justice
to our other program needs.
Program Plan
Purpose: To improve and expand the recreational services in each of the
service areas (Price Service Area, Capit ol Home s Area, and Mechanicsville)

activitie s on the Play Grounds and in the Gym.
2. To create additional teams which will offer a variety of choices
and opportunities for the young people in the nei ghborhoods.

Golf Cours e , and tha t it had be en di sc ussed with th e Committe e before.
However, Alderman Cook wan t e d mo L·c ~2ta i l s on th e i nc id en t and s o
th e General Manager had aske ~ ~he Golf Pro, Mr . Davey, th e For eman,
Mr . England , and any other employees they thought necessary, to attend
to day's meeting i n order to discuss the incident . According to our
information, Mr. De l ius explained, this c iti z en was apparent l y told
that h e could not l et hi s fiv e - year -old son accompany him on th e
cour se, but l ater said he was advised if h e would r en t an e l ec tri c
golf cart that permission could be granted.
The citizen was indignant
sinc e he felt t hat it woul d b e as dang e rous for his son to acc omp any
him in a c art as it would b e otherwise.
Bo th Messrs . Davey and England
reit e r a t ed wha t they had said in October (when t he matter was first
d i s cus se d), that they knew nothing whatsoever about th e incid e nt.
Howe ve r, th e Go lf Starter, who had come to th e me e ting, stated that

He said that

It was mentioned that i n the past
there had been many citizens who followed golfers, placing bets,
etc.
Th1e fact that non-players also crowd the course, slowing down
the game, as 0e ll as the element of danger in being hit with a
golf ball, was discussed . The Committee Members asked Mr . Davey,
the Golf Pro, if th ese regulations regarding non - players were posted
in a promine nit place in the clubhouse and Mr . Davey replied that
t hey were.
He also stated that many times a golfer will make all
arrangements to play and that th e children who accompany them will
not appear until the golfer is ready to te e off, apparently having
been kept in the golfer's automobile until he is ready to play.
Apparently, thi s has been a problem for the employees at th e golf
courses who wish to carry out the rules without offending any
citizens.
It was decided that , if a citizen had been offended,
a letter should be written to him apologizing for any rudeness,
but that th e regulations be adhered to.

a resolution authorizing s ic k leave amounting to ten days over and

Dale Creek Park was discussed and the fact that there were very few
records on it. Committee authorized a resolution for the City Attorney
to hav e a titl e report made on this prop e rty fronting on the north easterly side of Dale Creek Drive between Fores t Ridge Drive and
Collier Ridge Drive in order to determine the property lines.
The General Manager told the Committee that the recr ea tion programs
the Parks and Recreat ion Depar t men t had attempted to hav e in the
Morningside School area had apparently conflicted with the wishes
of resid ent s, including the principal, and that we had b een told
th ese citizens didn't wan t such activities as dance s , e tc., which
would bring about "boy/girl relationships at such an early age,"
and that after reviewing th e complaints with the Recreation staff,
had moved the program to Garden Hills where we do hav e a building.

The General Manager told the Committee he was very pleased with the
new City Arborist, Mr . C. M. Alexand er , and that the Arbori st seems
to be v~ry t actful in approaching citizens and yet is protective
of the trees as well . He stated that we now have the capac i ty to
maintafn tre es that are planted for downtown beautification and would
like to write to the Women ' s Chamber of Commerce regarding thi s .

Committee again · discussed the building erected at Chastain Memorial
Park by Municipa l Theater .
The General Manage r was asked to determine
the exact amount of indebtedness owed on the building by Muni cipal
Theater - the original amount of the debt and how much has been paid .
The Aldermen agreed that since Mr . Manos had exp r essed a strong wi sh
to stay and pay off this d e bt, that this would probably be ihe right
thing to do . But the y vo ic ed very strong opinions to the effect
that if Municipal Thea ter were a llowed to stay on in the building ,
a definite time limit should be set on when th ey would liquidate this
indebt e dness .
They felt this should b e one of the conditions - that
p erhaps a time limit of no more than five y ears b e stipulated . Mr .
De lius informe d the Committee that in the meantime , the City Attorney
had g iven th e Department of Pa rks in structions not to a llow anyone
to do anything at all to the building , even to drive a nail, until
this i s settled .
Mr. De lius mentione d an article that should b e frame d and put in
the n ew Cyclorama Museum . He explain e d that thi s is an untitl ed
pi e ce of po e try written during the Civil War on the back of a Confederate bill .
It was suggested that it be sealed with a water
proof plastic or finish by perhaps the Perma - Seal Plaque Company
to pres erve it.

; February 11, 1969

The regular monthly meeting of the Aldermanic Parks Committee was
held Tuesday, February 11, 1969 at 2:00 P.M. in Committee Room No.2,
City Hall. Present were Aldermen Charlie Leftwich, Chairman, Douglas
L. Fowlkes, Vice Chairman, and G. Everett Millican. Also present
were Messrs. Jack C. Delius, General Manager of Parks and Recreation,
J.’ D. Chamblee, Parks Maintenance Superintendent, A. P. Brindley,
Parks Engineer, Edwin Vaughn, Office Manager, Jim Davey, Golf Pro at
Bobby Jones Golf Course, and Mr. Henry England, Foreman of Bobby
Jones. Miss Virginia Carmichael, Director of Recreation, and Miss
Jimmie Mims, Assistant Director of Recreation, were also present.

Chairman Leftwich called the meeting to order and the minutes of
the last regular meeting of January 14, 1969, as well as the minutes
of a called meeting of February 3, 1969, were approved.

Mr. Gene Hay, Public Links Committeeman for the United States Golf
Association, appeared first before the Committee. He made a request
on behalf of his organization that the City of Atlanta allow the
use of one of the City's golf courses for the purpose of a City
Public Links Championship playoff in 1969, with the City Champion
from this competition to go to the National Competition, which
would be held on June 17, 1969. Mr. Hay told the Committee this
would necessitate closing whichever City golf course would be used
for two days; one day would be for the Sectional Qualifying Rounds
and one day for the Amateur Public Links Championship. Mr. Hay
also asked that the greens fees be waived for those participating
in the competition. Committee asked Mr. Hay if members of private
clubs were eligible for this competition. Mr. Hay replied that
they were not eligible and it was also mentioned that private
clubs do have their own championships. Since the National Compe-
tition is held June 17, it was thought the City Qualifying Rounds
and Championship playoff should be held sometime in May or June
prior to and well in advance of the National Competition. It

was also mentioned that these two days should be weekdays. Mr.
Hay was thanked for coming before the Committee and advised that
it would be discussed further in Executive Session.

Mr. Frank Cantrell, 4930 Roswell Road, Atlanta, Georgia appeared
before the Committee to request permission to put on some rock and
roll shows at the building that is presently occupied by Municipal
Theater at Chastain Memorial Park. This is the building, it was
explained, that Municipal Theater still owes a large balance on.
Mr. Delius mentioned that Municipal Theater's General Manager, Mr.
Chris Manos, had called his office on January 28, 1969, stating
that their original debt had amounted to around $30,000.00 - that
they had paid it down to $19,000.00 and would like a chance to
finish paying this debt. If it developed that the lease with

Municipal Theater was not renewed, it was stated that the Parks
and Recreation Department nad great need on the buildings. Wr,
Chamblee ssid tne Parke Denartment néziade additional storage apace
at Chastain Memorial Park, and Miss Ga rinichac] stated that the

Recreation Division could also make good use of the building if
it became available. The Committee explained to Mr. Cantrell that
many groups had requested use of the building but even if Municipal
Theater vacates the building, it was not likely that any of these
requests would be granted since the City has need of the building.
Mr. Cantrell was thanked for appearing * fore the Committee and told
he would be advised if the situation chs sed. .

Next to appear before the Committee was Mr. Carl Flint, of 1346

Peach Valley Road, Atlanta, Georgia. It was explained that he had
written to Alderman Leftwich concerning twenty to forty acres in
front of his home. Mr. Delius mentioned that this acreage was
actually Daniel Johnson Park. Mr. Flint explained that he had written
in regard to keeping a horse on the land and that there were very

few children of "park age" in the vicinity. He also stated that
there was a sewer problem on the acreage, that he had "been killing
larvae and skimmers...." Alderman Millican said we would have to
check the sewage proble~: Chairman Leftwich suggested that Alderman
Millican go by and ch . it and that he would also go by and look

at it. Mr. Brindley told the Committee that he believed this land
consisted of eight to twelve acres but that the boundaries were

vague - that at one time the former Parks Manager, Mr. Simons, had
tried to find the boundaries. Chairman Ieftwich stated that he would
like for the Geseral Manager to check the deed and that we should

try to find ju:c where the property lines are and look into reopening
the development of this park. He also told Mr. Flint that the Park
might be restricted to park use. Mr. Flint was thanked for coming

to the meeting.

At this time, Mr. Helius introuw'ced Mr. Edwin Vaughn, new Office
Manager for the Parks Department, to the Committee, who wished
him good luck in his new ‘ob.

The General Manager informed the Committee that the Showmobile will
be put to a new use for the public as a voting booth in an area known
as Johnson Estates, .

Mr. Delius told the Conmittee that a citizen, Mr. J. M. Ford, III,

had complained sometime ago about an incident at the Bobby Jones

Golf Course, and that it had been discussed with the Committee before.
However, Alderman Cook wanted moire details on the incident and so

the General Manager had askeu che Golf Pro, Mr. Davey, the Foreman,
Mr. England, and any other employees they thought necessary, to attend
today's meeting in order to discuss the incident. According to our
information, Mr. Delius explained, this citizen was apparently told
that he could not let his five-year-old son accompany him on the
course, but later said he was advised if he would rent an electric
golf cart that permission could be granted. The citizen was indignant
since he felt that it would be as dangerous for his son to accompany
him in a cart as it would be otherwise. Both Messrs. Davey and England
reiterated what they had said in October (when the matter was first
discussed), that they knew nothing whatsoever about the incident.
However, the Golf Starter, who had come to the meeting, stated that

he might have said something that was misunderstood. He said that

he had told a citizen (who had been accompanied by a child) that he

had heard of another solr cource nesr Marietta where sappsrently
enildren could accompany adults on the course. He explained that
he understood this was a semi-vrivate course. Alderman Millican

stated that if anyone had talked rudely to the man or if anyone thought

Ezra Church." Originally it had been planned for either Mozley or
Anderson Park, but Mr. Delius said he had been told by Mr. Rembert,
a former City Services Coordinator for the Dixie Hills area, that
there were very strong feelings among young Negroes in that area
against the placing of any Civil War markers in these parks. However,
Mr., Delius said that he had been advised by Mr. Beverly DuBose that
it might be possible to have a small part of Westview Cemetery for
this marker and that it would be appropriate since this area was
actually a part of the battle. Mr. Delius was asked to contact the
proper people to see if this could be done.

Mr. Delius presented a letter from Thompson and Hancock Architects
regarding the proposed Cyclorama building. The letter stated that
both architectural groups that had been selected to work on this
project were now in agreement as to just how they would proceed and
who would be in charge of the various phases. The letter stated
that Mr. R. H. Thompson, of Thompson and Hancock, would be the
Project Manager, while Mr. Bill Finch, of Finch, Alexander, Barnes,
Rothchild, and Paschal Architects, would be the Project Architect.
The letter stated that the work would be performed at 3033 Maple
Drive, Atlanta, Georgia, and that the City would shortly receive
another letter with further details. Committee asked Mr. Delius to
request a similar letter from the firm of Finch, Alexander, Barnes,
Rothchild, and Paschal Architects stating the same agreements as

are stated in the letter from Thompson and Hancock. They also
instructed Mr. Delius to ask Mr. Weis Snell, who at the present time
is cleaning and restoring the foreground of the Cyclorama, to head
up the moving of this ground work whenever the project is far enough
along for this to be done,

Committee discussed the White Alms House at Chastain Memorial Park

and the fact that ballet is still being practiced there despite the
condemnation of the building by the City Building Inspector. The
General Manager was instructed to write a letter to the Fulton County
Manager with copy to go to Mr. Bill Wofford, City Buiiding Inspector,
reminding him that the City has condemned the building as being unsafe
for such activity, and restating our position that it should be repaired
or demolished. Aliso go on record that the City assumes no responsibility
for any injuries that may be sustained due to such program. It was
thought that the City could be placed in a very embarrassing position
if someone should be injured here after the City has condemned ‘the
building.

The General Manager told the Committee he had received a request from
Mr. Charles D. Hurt, Jr., a member of the Junior League of Atlanta,
that the City consider converting the old Cyclorama building into

a Children's Museum when the new building is finished to house the
painting. A possible museum was discussed. The General Manager said
he would like to see a new museum along with the new buildings Por

the display of Civil War items annrovriate to the painting. Alderms
Fowlkes asid it would depend on the cost and that we vould know wor
whenaver the architects are able to give us an idea of what it will
cost. Committee was of the opinion that it is too early to know what

The Adamsville Health Center was discussed briefly. It was suggested
that the’ General Manager might write to the County officials, telling
them "the twenty years is up and the City could use the building".

The General Manager told the Committee he was very pleased with the
new City Arborist, Mr. C. M. Alexander, and that the Arborist seems
to be very tactful in approaching citizens and yet is protective
of the trees as well. He stated that we now have the capacity to
maintain trees that are planted for downtown beautification and would
like to write to the Women's Chamber of Commerce regarding this.
Committee was agreeable.

Committee again'’discussed the building erected at Chastain Memorial
Park by Municipal Theater. The General Manager was asked to determine
the exact amount of indebtedness owed on the building by Municipal
Theater - the original amount of the debt and how much has been paid,
The Aldermen agreed that since Mr. Manos had expressed a strong wish
to stay and pay off this debt, that this would probably be the right
thing to do. But they voiced very strong opinions to the effect

that if Municipal Theater were allowed to stay on in the building,

a definite time limit should be set on when they would liquidate this
indebtedness. They felt this should be one of the conditions - that
perhaps a time limit of no more than five years be stipulated. Mr.
Delius informed the Committee that in the meantime, the City Attorney
had given the Department of Parks instructions not to allow anyone

to do anything at all to the building, even to drive a nail, until
this is settled.

Mr. Delius mentioned an article that should be framed and put in
the new Cyclorama Museum. He explained that this is an untitled
piece of poetry written during the Civil War on the back of a Con-
federate bill. It was suggested that it be sealed with a water
proof plastic or finish by perhaps the Perma- Seal Plaque Company
to preserve it. Committee agreed.

The Committee went into Executive Session and the golf competition
was discussed. Committee agreed to waive the greens fees for the
entrants in this event. Mr. Delius told the Committee that Mr.
Gene Hay had returned a check in the amount of $277.63 made payable
to the City of Atlanta, which represented a refund from the grant
of $800.00 made by the Citizens Park Advisory Committee for the
Atlanta Golf Team participating in the National Amateur Public
Links Championship, He requested permission to deposit this back
into City funds. Committee had no objection to this.

There being no further business, meeting was adjourned.

Thank you for your letter of October 30, 1969.

We are delighted to have the opportunity to cooperate with the State and
Federal governments in providing park areas along I-485 in the City of
Atlanta.

The Atlanta Parks Department is prepared to assume responsibility for
the maintenance of the areas designated in your letter. Mr. Jack Delius,
General Manager of Parks, has asked only that his landscape architects
be allowed to review and possibly influence the landscaping plans for these
properties. The Parks Department staff has suggested these areas be
developed with tree planting schemes that would require very little
maintenance,

We hope that you will go further in acquiring a greater number of partial
takes of smaller size assuming the Bureau of Public Roads will approve

an expansion of this program. The Parks Department recognizes the
possible benefits to the neighborhoods involved and is willing and anxious
to assume responsibility for the maintenance of additional smaller sections
along I-485.

Dear Miss Kelley:

Thank you for your letter of November 26th. On November 28th the
undersigned, along with the Assistant General Manager of Parke,
the Senior Administrative Assistant for Federal Aid, end the City
Arborist visited the above location,

It was the consensus of opinion that limited Park personnel and
equipment could not be diverted from areas already assigned as our
responsibiiity to take on additional responsibilities involving
property not in ownership by the Depertment of Parks. Furthermore,
the elevation of the above site is such that the mere planting of
ass, ete, would not enhance the general ares in that from street
11 it would be virtually unnoticed except at the far end of the
property. Finally, it was immediately evident to the inspection
team that if temporary beautification were attempted on this large
tract of land, we would have no recourse other than to continue the
practice throughout the entire Stone Mountain Freeway project.

I only wish that we had sufficient available manpower to temporarily
beautify this location, Beautification is our business, but I say to

Dear Mayor Allen:

Over the period of the past year, we have had numerous meetings with
representatives of the City of Atlanta in an attempt to utilize several
areas adjacent to the above numbered project as joint development areas.
The intent was for the City of Atlanta to acquire the remainder of
designated parcels of property and develop mini~parks or utilize the
property as additions to now existing parks. The purpose of the plan
was to better tie the freeway into the existing neighborhoods.

The original idea ran into financial problems and covld not be advanced,
however, we feel the idea is sound and should be undertaken. After
investigating the situation, we now find it possible for the State and
Federal governments to acquire these parcels as whole takes and actually
provide the landscaping of the designated areas as part of the project.
The only obligation of the City of Atlanta would be the maintenance of
these areas. To formalize the responsibilities in implementing this
plan, a formal agreement from the City of Atlanta to undertake the main-
tenance of these areas will be required.

Attached is one (1) set of prints outlining three (3) areas where joint
development is proposed and they are as follows:

1. Extension of Orme Park east of the proposed freeway between Virginia
Avenue and Crestridge Drive.

2. Area east of freeway right-of-way and Greenland Drive bounded by
Courtney Drive on south and Hillpine Drive on the north.

Thank you for your letter of October 30, 1969.

We are delighted to have the opportunity to cooperate
with the State and Federal governments in providing
park areas along I-485 in the City of Atlanta.

The Atlanta Parks Department is prepared to assume
responsibility for the maintenance of the areas
designated in your letter. Mr. Jack Delius, General
Manager of Parks, has asked only that his landscape
architects be allowed to review and possibly influence
the landscaping plans for these properties. The Parks
Department staff has suggested these areas be developed
with tree planting schemes that woulda require very
little maintenance,

We hope that you will go further in acquiring a greater
number of partial takes of smaller size assuming the
Bureau of Public Roads will approve an expansion of
this program. The Parks Department recognizes the
possible benefits to the neighborhoods involved and

is willing and anxious to assume responsibility for

pat eeneenanee of additional smaller sections along
T-405.

Mr. Jack Delius will ask the Parks Committee to introduce
a resolution to the Board of Aldermen on December 1,
1969, which would authorize a formal agreement from the
City of Atlanta to undertake the maintenance of the
designated areas as well as other possible areas.

Over the period of the past year, we have had numerous meetings with
representatives of the City of Atlanta in an attempt to utilize several
areas adjacent to the above numbered project as joint development areas.
The intent was f or the City of Atlanta t o acquire the remainder of
designated parcels of property and develop mini-parks or utilize the
property as additions to now existing parks. The purpose of the plan
was to better tie the freeway into the existing neighborhoods.
The original idea ran into financial problems and could not be advanced,
however, we feel the idea is sound and should be undertaken. After
investigating the situation, we now find it possible for the State and
Federal governments to acquire these parcels as whole takes and actually
provide the landscaping of the designated areas as part of the project.
The only obligation of the City of Atlanta would be the maintenance of
t hese ar eas . To formalize the responsibi litie s in implementing this
plan, a f ormal agreement from the City of Atlanta to undertake the maint enance of these areas will be required.
Attached is one (1) set of prints outlining three (3) areas where joint
devel opment i s proposed and they are as follows :
1.
Extension of Orme Park east of the proposed freeway between Virginia
Avenue and Cr estridge Drive.
2.

Thank you very much for your brief note of October 24th inquiring
as to information on the #@quest for travel expenses submitted to
your office in the amount’ of $165.50 covering a trip to Fayette,
Mississippi by Miss Jimmie Mims, the Deputy Director of Recreation.

Mr. Dan Sweat, of the Mayor's Office, has been contacted by a planning
fixm in Washington who is assisting at this time Mayor Evers of Fayette,
Mississippi, in improving community facilities and services in his town.
I believe that Mayor Evers is the first and only black Mayor in all of
Missiseippi--I may be incorrect about that--but at any rate Mr. Sweat
feels that the City should render all possible assistance wherever we
ean, Accordingly, at my request, Miss Mims has expressed her willing-
nese to travel to Fayette, Mississippi and make on-the-spot recommendations
for recreation and park facilities and to review proposals that have
already been drawn up by the city of Fayette. I subsequently submitted
te your offies the request for travel expenses so Miss Mims could make
this trip sometime in the near future. é

I am sorry to keep piling priorities on you, but this is
very rush. On a confidential basis, the Mayor has been
approached by a donor interested in giving the City
$100,000.00. After wading through all the recommenda-
tions that we have made and the i@limination of Conally
Street playground since it is in Model Cities, George
Berry would like for us to select three o&amp; four playlots,
determine approximately what it would cost us to buy
them, and then figure up as quickly as possible some
type of development, not as elaborate as the Astro-turf
playgrounds in Savannah. You should check with Miss
Mims as to the recommendations on the three or four
playlots to be selected, being sure that none of them
are in Model Cities. You should go to the Land Agent
and get a rough appraisal on the value of the: lots as
soon as possible. You should get your staff together

and make recommendations as to how these playlots shouid

be permanently improved.

Finally, remember that the total budget for acquisition

and development of all three of four playlots is $100,000.00.
I know very well that you are on many high priority items,
but please give this your utmost attention.
