Perrin for organizing the urban trail presentation for the Parks & Recreation Committee, and stated that at some future time ACDC should recommend that Atlanta should design a bike system for the whole city from one end to the other and ask for funds for that, He further suggested that the Commission start immediately compiling a list of organi- zations with which it wants to communicate, and hold a symposium for the purpose of establishing maximum citizen participation and support of ACDC's program, In this re, Mr. Perrin suggested that this matter be postponed until the next mecting, at whieh time the new committee will be appointed to handle details, and also that Jack Delius, General Manager of the Parks Department, be invited to the next mecting for his point of view re bike trail before further action is taken. Mrs, Ferst further suggested inviting ‘lessrs, Stan Martin and Stan Ayer of the Parks Department. Mr. Muldawcr concurred, Mr, Muldawer presented a newspaper article stating that President Johnson's National Committee on Urban Problems will hold a meeting and public hearing in Atlanta July 20-21. Mr. Muldawer noted that the group is charged with making recommendations to improve cities, and he suggested that ACDC organize a group to make a presentation at this hearing. Mr. Muldawer added that Savannah has a historical zoning ordinance, and he suggested that a letter be forwarded to Savannah City Manager requesting a copy of the ordinance, and that ACNC, with the help of AIA, urge our local legislature at their next hearing to try to implement his- torical zoning. He feels this would be economically feasible because the amount of the cost involved in relation to the total cost would be modest. Mr. Perrin suggested that Mr. Dodd present at the next meeting of ACDC a report to AHA recommending how revie ws could be improved. Portfolios will be available to members who appear at the mee ting of the Parks Committee. �- 3 Tree Ordinance Mr . Perrin stated he received a letter from Mayor Allen thanking ACDC for its letter of endorsement for the proposed Tree Ordinance. The ordinance will be up for a hearing shortly, at which time th e Commission will be notifi e d. Mr. Perrin suggested that at least 2 members of the Commission, and particularly one from the Landscape Architecture category, represent ACDC at the hearing. "For Sale " Signs Hr. Pe rrin stated that he and hle ssrs, Baldwin and Gould had met with Me ssrs. Schukraft and McClure of the West End Businessmen's Association, conc e rning the propos e d ordinanc e to ban "for sale sign on residential prop er ty. At Mr. Pe rrin's requ est, Mr. Baldwi n gave a brief report of the meet ing. Urban Trail In answer to the ACDC letter of May 25 to the Aldermanic Parks Committee, requesting the reopening of the Urban Trail issuc, Mrs. Ferst announced that a letter has been received from Jack Delius, Parks Manager, inviting the ACDC to appear at the next meeting of the Parks Committee on June 13 to make its presentation in this regard. Members were urged to attend this meeting. Mrs. Ferst added that she had written and received information from We, James J, Hayes, Director of Information of the Bicycle Institution of America, Portfolios will be available to members who appear at the meeting of the Parks Committee, Tree Ordinance Mr. Perrin stated he received a letter from Mayor Allen thanking ACDC for its letter of endorsement for the proposed Tree Ordinance. The ordinance will be up for a hearing shortly, at which time the Commission Will be notified. lir. Perrin suggested that at least 2 members of the Commission, and particularly one from the Landseape Architecture category, represent ACDC at the hearing. "For Sale" Signs Mr, Perrin stated that he and Messrs, Baldwin and Gould had met with Messrs. Schukraft and McClure of the west End Businessmen's Association, concerning the proposed ordinance to ban "for sale" sign on residential property, ‘ At Mr. Perrin's request, Mr. Baldwin gave a brief report of the meeting. Mr, Baldwin added that the committee generally feels this question involves social and economic problems, and goes beyond the Commission's area of responsibility. It was decided that at the next ACDC meeting, a sub-committee be established to develope criteria for a proposed overall sign ordinance, "Terminus" Project Mir, Muldawer stated that ifrs, Montgomery of the Atlanta Junior League has informed him that the League plans to involve itself in this project, As the city is looking for a place to relocate the Cyclorama, Mr. Muldawer feels it would be useful to have a study made of the feasibility of locating the Cyclorama as a focal point in the proposed "underground" development. She stated that she heard nothing about the May 9 hearing, at which time some 120 residents had opposed the trail, and she feels ~hat the hasty decision to abandon the idea was made without adequate publicity on the hearing, and without both sides of the argument being presented. The members discussed the issue, and the motion passed that the Commission forward a statement to the Parks Committee requesting the reopening of the subject and endorsing the development of the trail. Mrs. Henderson and Mrs, Ferst drafted the statement, which was approved by the members, and the letter was forwarded that same day. Mr. Ingram stated that the purpose of his organization is to help guide and coordinate any central planning in the core of Atlanta. He added that he was present today to let ACDC know of CAP 1 s interests, and that many of its objectives and purposes are the same as ACDC. At Mr. Perrin 1 s request, Mr. Cooper related to Mr. Ingram the developments to date toward the acquisition of a scale model of Atlanta. Perrin, chairman James H. Dodd Joseph B. Browder Franklin M. Garrett W. L. Calloway John C. Gould Samuel I. Cooper H. King McCain Guests present: Mr. Don Ingram - Central Atlanta Progress, Inc. Mrs. Charles T. Owen - League of Women Voters of Atlanta/Fulton County Mr. Eric Harkness - City Planning Department Vinutes of the April 13 meeting were approved, CHAIRMAN'S REPORT: The chairman reported that he and Messrs. Cooper and Muldawer had met with Mayor Allen concerning ACDC review of housing projects in Atlanta. He stated that the Mayor was receptive to the idea, and had written to the Atlanta Housing Authority recommending same. Mr. Perrin also reported that by agreement of members he had contacted Mr. Reese Cleghorn and asked him about an editorial in the Atlanta Journal dealing with the need for a long-range plan for the government center. Mr. Cleghorn has agreed to do so, and information has been forwarded to him. He added that he hopes to see the article in the paper soon, Mr. Perrin stated that ACDC action was considered helpful in defeating plans for a proposed service station on a small strip of property adjacent to the South Expressway at Cleveland Avenue, and that the Commission should move forward to establish a general policy dealing with strip development. He will check withthe Planning Department to determine what action should now be taken, and report back to the Commission at the next meeting. 10. ll. All members were present except Mr. Bostick and Mr. Moore. e., Mr. Cooper stated: That downtown Atlanta is ugly and totally uncoordinated. That downtown Atlanta is gradually but steadily improving its appearance and its coordination. That the public is interested in further improvement, both in function and in aesthetics. That the purpose and objective of the Atlanta Civic Design Commis-~ sion is to further, so far as it is able, such improvements. That the Commission has no powers, other than recommendation and/or persuasion, That the Commission will work with, and will enjoy the cooperation of, the various departments of the City government. Mr. Mr. Sam Massell, President of the Board of Aldermen, was presented, Massell stated: That there exists a real public interest in the objectives of the new Commission, That if amendments to its charter were considered advisable, the Commission should petition the Board of Aldermen accordingly. That the Commission cannot regulate aesthetics, but only advise and/or recommend, That all meetings of the Commission are to be open to the public and to the news media, The following officers of the Commission were elected for the ensuing year: Chairman---------------- Samuel Inman Cooper Vice-Chair man-----+----~-- Joseph S. Functionings of the Commission: de The Atlanta Civic Design Commission has met regularly, twice monthly, throughout its first year of existence. It has met at 2:00 P.M. on the second and fourth Thursday of each month in Committee Room #4 of the Atlanta City Hall. Meetings have usually lasted from three to four hours, Attendance at meetings has not been all that could have been desired. The Commission first established the presence of nine Ty eas members to constitute a quorum -- later this was reduced to cight members (out of a total membership of fifteen) but several meetings did not provide this quorum, and hence could take no official action. A number of committees were appointed throughout the year. Here again the record is spotty -- in certain committees active partici- pation was provided, in others (usually due to the absence of their Chairman from Commission meetings) little activity resulted. Speakers and guests were invited to many of the Commission's meetings, and addressed the members, Usually such presentations were followed by questions and general discussion. This latter fund has not yet been drawn against, The Commission has, during its past year of existence, sought to organize itself, to acquaint itself with as broad a background as possible, in terms of Atlanta's physical aspects and known devel - opment plans for the future, and to establish basic policies under which it would hope to function. 5S. Acquisition of statue of Hadad (from the Smithsonian Institute). The vest End Urban Renewal project. Memorial to Dean Rusk, a 10 = Inclusion of Atlanta in Federal "Demonstration Cities" program, Mayor's program toward additional housing in Atlanta. And others, Projects reviewed by the Commission: The Commission, during its first year, and in accordance with the mandate stated in its charter, reviewed the following projects sub- mitted to it; a. Certain City of Atlanta schools. b. Certain City of Atlanta parks. c. One bridge for the City of Atlanta d. All The meeting was called to order by Mr. Cooper as Acting Chairman. members were present except Mr. Bostick and Mr. Moore, Mr. Cooper stated: That downtown Atlanta is ugly and totally uncoordinated. That downtown Atlanta is gradually but steadily improving its appearance and its coordination. That the public is interested in further improvement, both in function and in aesthetics. That the purpose and objective of the Atlanta Civic Design Commis- sion is to further, so far as it is able, such improvements. That the Commission has no powers, other than recommendation and/or persuasion, That the Commission will work with, and will enjoy the cooperation of, the various departments of the City government. Mr. Mr. Sam Massell, President of the Board of Aldermen, was presented, Massell stated: That there exists a real public interest in the objectives of the new Commission, That if amendments to its charter were considered advisable, the Commission should petition the Board of Aldermen accordingly. That the Commission cannot regulate aesthetics, but only advise and/or recommend. That all meetings of the Commission are to be open to the public and to the news media. Perrin Secre tary --------------- Mrs. Alvin M. Ferst It was decided that meetings of the Commission would be held twice monthly at the City Hall. 4. Funetionings of the Commission: ae The Atlanta Civic Design Commission has met regularly, twice monthly, throughout its first year of existence. It has met at 2:00 P.M. on the second and fourth Thursday of each month in Committee Room #4 of the Atlanta City Hall. Meetings have usually lasted from three to four hours, Attendance at meetings has not been all that could have been desired, The Commission first established the presence of nine Th cna members to constitute a quorum -- later this was reduced to cight members (out of a total membership of fifteen) but several meetings did not provide this quorum, and hence could take no official action. A number of committees were appointed throughout the year. Here again the record is spotty -- in certain committees active partici- pation was provided, in others (usually due to the absence of their Chairman from Commission meetings) little activity resulted. Speakers and guests were invited to many of the Commission's meetings, and addressed the members. Mr. Perrin stated that he had received a call from Alderman Hugh Pierce, who stated he will support the Tree Ordinance, and also voiced his concern about old elm trees near the Atlanta Stadium overgrowing the sidewalk. This matter will be brought up for action at the n e xt Commission meeting. A letter has also been receive d from Mrs. Raymond M. Mitchell, Jr. - Bradbury & Associates Dr. Paul Brown - Central Pre: byterian Church Minutes of the april 27 meeting were approved, CHAIRMAN'S REPORT: Mr. Perrin stated that he had visited with Eric Harkness in the City Planning Department, and was shown a plan they are working on which includes the Techwood Project, Rich's area, Government Center, Peachtree Center and Park Place Development, and that Planning will now be working on a concept design for those areas, Mr. Harkness hopes to call a meeting of the interested parties to explore some problems and prospects of con- tinuing development of those areas around the City. A letter dated May 3 was received from the Atlanta Housing Autho- rity seeking review of Redeveloper's Proposals for the University Center Urban Redevelopment Area, Messrs. Baldwin and Calloway had reviewed 6 of the 7 projects, and Mr. Perrin reviewed the remaining proposal that same day, and he related to the Commission his report of same. Mr. Perrin stated that he hopes to have liessrs, Baldwin « Calloway's written report within a few days, so that they may be forwarded to AHA. A letter dated May 4 was received from Mr. Ernest Davis, State Auditor, concerning an overall development plan for the government center, Also in this regard, Mr. Perrin commented on the April 28 editorial in the Atlanta Journal written by Mr. Reese Cleghorn. Mr. Perrin stated that he had received a call from Alderman Hugh Pierce, who stated he will support the Tree Ordinance, and also voiced his concern about old elm trees near the Atlanta Stadium overgrowing the side- walk, This matter will be brought up for action at the next Commission meeting. A letter has also been received from Mrs. Raymond M, Finney, secretary of the Collier Hills Civic Association, urging passage of the Tree Ordinance, as submitted to the Planning and Development Committee by the City Planning Department, Mr. Perrin made the motion that a resolution stating ACDC support of the Tree Ordinance be written and forwarded to the Planning and Develop- ment Committee and to the Planning Department. The motion carried, Also in this regard, Mr. Browder, Vice-President of Georgia Power Company, requested that it go on record that the Power Company is for the Tree Ordinance, but that on occasion it is forced to "butcher" trees, He asked if the Commission has got the feelings of Southern Bell and Georgia Power in this regard. Mr. Perrin sugested that he speak with Mr. Gladin or Mr. Harkness. Satterfield, Executive Director of AHA, inviting him, the developer and architects to submit this proposal to the Commission for review and suggestions at the April 27 meeting. The letter was written and forwarded to Wr. Satterfield that afternoon. He added he expects to receive the draft within 2 or 3 meetings, Urban Beautification Committee Mr. Harris, chairman, reported his committee has met with Eric Harkness re the "Demonstration Cities" project in the Grant Park area, and will continue to cooperate in every way possible, Upon the request of Mr. Harris, Mr: Franklin Garrett was added to this committee. "Terminus" Committee Mr. Muldawer, chairman, stated that he feels this "under city" develop- ment can best be implemented by inviting an important delegation from C&S Bank, lst National Bank, Coca Cola Company, and Rich's, to an informal luncheon for an exchange of ideas, Mr. Muldawer further added that he would like to remain on this committee, but have Mr. Garrett serve as chairman, Mr. Garrett accepted the chairman- ship. Committee on Scale Model Mr. Perrin reported that under Mr. Cooper's leadership $1000 has been acquired from the City to ship a sample model to Atlanta from model makers in San Francisco and Wilmington, Deleware. It was brought out that the San Francisco model is not available, but the Commission can pursue the one in Wilmington. Mr. Harris asked if perhaps the Commission should advertise for samples from local model makers, Mr. Perrin stated that since Mr. Portman is chairman of this committee, he would contact him and hopefully report at the next meeting. Committee on Proposed Dinner Mr. Perrin stated he will contact Mr. Portman, chairman, by phone for information in this regard, and will proceed on the guest list. Committee on Historic Sites and Structures Mr. Baldwin, chairman, stated he had no report, but added the ACDC ordinance states that it is the responsibility of this Commission that it keep some kind of record of historic sites, and expressed his delight that Mr. Garrett, who is chairman of the Historical Society, has soinea us, as he has background in this, Mr. Garrett said he is sure he can be helpful in identifying historical sites, as he has studied the background of the city, or he could look it up. "Communication" Committee. it was reported that Mrs. Ferst, has begun a list of important civic groups and garden clubs, GENERAL DISCUSSION Mr, Perrin expressed his interest in working with the Planning Dept. on putting on a city show as part of the Arts Festival in Piedmont Park in May. He stated he had previously spoken to Eric Harkness in this regard, at which time they discussed the story to be told, the source of budget for telling the story, and how this exhibition could be implemented. It was brought out that part of the presentation could be based on the CIP Design Report, supplemented with slides and taped information. At this time, Erie Harkness appeared and introduced to the Commission Mr. Dana Palmer, who has been employed by the Planning Dept. on a parttime basis, for the purpose of working on a preliminary master plan of the down- teh town, including the government center and Georgia State Campus. Mr. Harkness pointed out that they regard this as generally an educational and promotional taehnique, as the Planning Dept. budget does not allow for a real master plan. Mr. Harkness was asked if he feels a presentation for a city show could be prepared in time for the Arts Festival, and if perhaps money could be acquired under the budget of the design report. Mr. Harkness stated there is no money under the CIP, but he would check with Collier Gladin re feasibi- lity of funds and report back to the Commission so we can either move ahead or withdraw within the next 2 weeks, NEW BUSINESS The Chairman asked if the Commission feels it would be useful to extend an invitation to Mr. Robert Brown, the new chairman of the Georgia Urban Design Council, to meet with the Commission, as this organization assists municipalities across the state in making various studies. Upon Mr. Muldawer's suggestion, this was put off for future consideration, As per motion in minutes of the January 12 ACDC meeting, for a committee to deal with trash problems, Mr. Perrin appointed the following "Sanitation Committee": J. King McCain Mrs. Edith Henderson Mr. Perrin stated that the Planning Department requested that a committee be established to review the Design Report; to make recommendations in the form of a report to ACDC; to establish some of ACDC long-range goals based on the report; and to suggest priorities in terms of development, The chairman thereby appointed the following committee: John C. It was brought out that Mr. Robert Hi Jones, owner of the Old South Motel on Forrest Hills Drive, had met with the Commission at its last meeting and voic e d his opposition to the rezoning of the small strip of land adjacent to the South Expressway at Cleveland Avenue, where the service station is proposed to be built. At that time the Commission had rendered its recommendations to the Zoning Committee (See February 23 minutes; Page 4) The members present concurred that although the Commission is not specifically opposed to this parti cular proposed design, ACDC should go on record as holding a position whi ch it feels best for Atlanta, namely that it is oppos ed to small strip developments, especially where adjacent to highways. Mr~ Harris made the motion, which carried, that ACDC go on record as stating that a developme nt such as this would be detrimental to the City of Atlanta. This is the L P. G¥ant home. At the time it was built about 1850 it was near the center of 3,000 acres owned by COlonel Grant. This was approximately the same area which you propose to renew. We apologize for delaying reply, but we had hoped to have a pérsonal interview. Since this has not been convenient, we send this letter so that you can move ahead with any plans you have in connection with the renewalyproject. When the historians told you that this is an important house in Atlanta's history they may not have told you the most important event in the histpry of this landmark. This event was Margaret Mitchell and her book "Gone with the Wind". The full story of Margaret Mitchell's association with this house probably will not be told until I publish my "FOrbidden Blography of Margaret Mitchell" which cannot be published in the lifetime of Stephens Vitchell, the writer's brother. Tye true story depicts her brother and her husband as rascals. They conspired with others and seized control of her fortune.:She was frustrated in her own plans to restore the Grant House and make # it a public museum. If she had completed her planS Atlanta would have received a cherished mementog’ of the author provided by the writer herself, a true memorial. Oakland Cemetery, the site of Fulton Bag,and of course Gpant Park were once part of the land attached to the present house. The house is of brick and fieldstone, and structurally sound despite its appearance, Margaret Mytchell and I purchased the property 27 years ago to prevent it being converted into tenements. Our original restoration plans included purchase of 14 frame dwellings in the same block, razing them and using the entire block for gardens and parking area. The 14 houses are on small lots and probably could be bought for an average of gm $5,000 each. We placed title in Historic HOuse \WUseum Corporation which under its charter and under Georgia law is taxfree. Assistant City Attorney Charles Murphy, however, very stubbornly required us to pay taxes until we recently went into court and put the Tax Com-issioner under a restraining order, This attitude on the part of the City had prejudiced us against any negotiations with the city, but we will not hola this against you, We are delighted to learn that at least someone in the city has interest in preserving a landmark. We had thought the only interest the Ojty had was in the possible tax revenue. Mr Hartsfield wanted to operate a Gfant House museum in connection with G,ant Park Cychorama. & big oak ip, front of the Grant House shows on the disfant horizon in the pai ing. HOwever, Mir Hartsfield disrupted neggffiations when he hinted that he would take the property by condemnation. Ve do not wish to show the interior of the house until we can remove our 10,000-volume library and other belongings. We nsed 12 months for moving, but we will start immediately. We recently refused an offer of $40,000 because the buyers intended to convert the hpuse into apartments, We always have held the property for regoOration and preservation.
