Mr. Perrin stated that the City Attorney is preparing the ordinance
for alloca tion of percentage of cons~ruction costs to allied arts, which
we should have within th e next 2-4 weeks.

Mr. Perrin stated that he and Mr. Portman have arranged a meeting
with Mr. Robert Bivens of Central Atlanta Progress, Inc., to seek CAP's
support of the proposed model.
Committee on Proposed Dinner (Portman, ch.)
Mr. Perrin reported that Mr. Portman has consented to support
the proposed dinner, and that the committ ee could move ahead with plans
for same.

Mr. Gould reported th a t the committee has revie we d the CIP report,
as submitted to th e city by th e p l anning consultants.

Mr. Perrin reported that th e Commission h as b ee n requested to
review the redeveloper's proposals for the Rawson-Washington Street Urb an
Redevelopment Area, per letter of May 17 from the Atlanta Housing Authority.
Mr. Dodd, Mr. Baldwin, and Mrs. Henderson plan to represent th~
ACDC at the presentation on May 31.

Mrs. Ferst brought up the matter of the proposed bicycle trail
in the Collier Hills area, which was voted do wn by the Parks Committee of
the Board of Aldermen at a hearing held on May 9.
Mrs. Ferst, who lives in the section of town concerned with the
trail, presented a handbill that was circulated in the area, opposing the
trail.
She stated that she heard nothing about the May 9 hearing, at which
time some 120 residents had opposed the trail, and she feels ~hat the hasty
decision to abandon the idea was made without adequate publicity on the
hearing, and without both sides of the argument being presented.
The members discussed the issue, and the motion passed that the
Commission forward a statement to the Parks Committee requesting the reopening of the subject and endorsing the development of the trail.
Mrs. Henderson and Mrs, Ferst drafted the statement, which was
approved by the members, and the letter was forwarded that same day.

Mr. Perrin stated that it has been brought to his attention that
there is under consideration a possible ban of "For Sale" signs on single
unit d wellin g s in Atlanta and brought this matter up to the Com mission for
discussion.
At least 2 members of the Commission feel that ACDC should express
interest in governing sign control, and actively engage in bringing about
a sensible approach to sign control, however they hesitate to specify
particular signs.
The chairman requested Mr. Gould to give thought to the matter,
and within 1 or 2 meetings present recommendations to the Commission of
how it might approach th e problem.

The regular meeting of the Atlanta Civic Design Commission was held Thursday,

May 25, at 2 p.m., in Committee Room #4, City Hall, with the following

members present:

Minutes of the May 11 meeting were approved,

CHAIRMAN'S REPORT

 

Mr. Perrin reported on the following correspondence:

1. Letter dated May 18, to the Atlanta Housing Authority, concerning
report of the redevelopers proposals for the "University Center Urban
Redevelopment Area," as reviewed by Messrs, Perrin, Baldwin, and
Calloway.

2. Letter of May 25 to Bradbury &amp; Associates, re the presentation on
May 11 of the Georgia Plaza plans. Mrs, Henderson was thanked for
drafting the material for the report.

3. As authorized by the Commission on May 11, a letter dated May 25 was
forwarded to the Mayor and Board of Aldermen, endorsing the proposed
tree ordinance, and urging their support of same,

Mr. Perrin added that members will receive a copy of the report

of the Commission (from February 1966 to March 1967) as submitted by
former chairman Cooper. Mr, Perrin expressed his personal commendation to

Wr. Cooper of the report,

SECRETARY'S REPORT

Mrs, Ferst stated that the design symbol for ACDC citation is
well underway, and should be ready for the next meeting,

Committee on CIP Report (Gould, ch.)

Mr. Gould reported that the committee has reviewed the CIP report,
as submitted to the city by the planning consultants, The committee feels
it is a fine report; however Mr, Gould noted that the recommendations were
particularly weak. He read the draft of the committee's report to be
forwarded to the Planning Department, and the motion passed to endorse the
report as read,

Mr. Reese Clegh orn and asked him about a n edi t orial in t h e Atlanta Journal
dealing with t h e need f o r a long-range p l a n f o r
the government center.

Cleghorn has agreed t o do s o , a n d information has been forwarded to him.
He added that he hopes to see the article in the paper soon.
Mr. Perrin stated that ACDC action was considered helpful in defeating
plans for a proposed service station
on a small strip of property adjacent
to the South Expressway at Cleveland Avenue, and ttat the Commission should

move forward to establish a general policy dealing with strip development.
He will che~k withthe Planning Department to determine what action should
now be taken, and report back to the Commission at the next meeting.
The chairman reported on the follo wing correspondence:
1.
Letter of 4/13 from the Department of the City Clerk, stating that
the Bo3rd of Aldermen had confirmed the appointment of Mr. Joseph B.

Mr. Don Ingram, Associate Director of Central Atlanta Progress, Inc.,
was welcomed to the meeting.
Mr. Ingram stated that the purpose of his
organization is to help guide and coordinate any central planning in the
core of Atlanta.
He added that he was present today to let ACDC know of
CAP 1 s interests, and that many of its objectives and purposes are the same
as ACDC.
At Mr. Perrin 1 s request, Mr. Cooper related to Mr. Ingram the developments
to date toward the acquisition of a scale model of Atlanta.
Mr. Perrin stated
that if this project can get started, ACDC would certainly solicit the
sup-
port of CAP.
Mr. Gould, who was on the review committee for the Rockdale Urban
Rene wal Project, gave more informa tion on the report of the revie w , and
explained how the committee rated certain factors of the proposals.

ATLANTA CIVIC DESIGN COMMISSION
APRIL 27, 1967
The regular meeting of the Atlanta Civic Design Commission was held Thursday,

April 27, at 2 p.m., in Committee Room #4, City Hall, with the following

members present:

Joseph S. Perrin, chairman James H. Dodd
Joseph B. Browder Franklin M. Garrett
W. L. Calloway John C. Gould
Samuel I. Cooper H. King McCain

Mrs. Charles T. Owen - League of Women Voters of Atlanta/Fulton

Vinutes of the April 13 meeting were approved,

CHAIRMAN'S REPORT:

The chairman reported that he and Messrs. Cooper and Muldawer had met
with Mayor Allen concerning ACDC review of housing projects in Atlanta. He
stated that the Mayor was receptive to the idea, and had written to the
Atlanta Housing Authority recommending same.

Mr. Perrin also reported that by agreement of members he had contacted
Mr. Reese Cleghorn and asked him about an editorial in the Atlanta Journal
dealing with the need for a long-range plan for the government center. Mr.
Cleghorn has agreed to do so, and information has been forwarded to him.

He added that he hopes to see the article in the paper soon,

Mr. Perrin stated that ACDC action was considered helpful in defeating

plans for a proposed service station on a small strip of property adjacent

to the South Expressway at Cleveland Avenue, and that the Commission should
move forward to establish a general policy dealing with strip development.

He will check withthe Planning Department to determine what action should

now be taken, and report back to the Commission at the next meeting.

the Board of Aldermen had confirmed the appointment of Mr. Joseph B,.

discussed by the Commission some months ago, the cost of the property had
undoubtedly risen, and that in a few months it will probably cost much more,
and he feels the property will become prohibitive in cost. It was brought
out that this is the project that Mr. Morton Rolleston had expressed interest

in when he met with the Commission on May 5, 1966.

Organization Meeting - February 9, 1966.

 

The meeting was called to order by Mr. Cooper as Acting Chairman.

All members were present except Mr. Bostick and Mr. Moore.

Mr. Cooper stated:

That downtown Atlanta is ugly and totally uncoordinated.

That downtown Atlanta is gradually but steadily improving its
appearance and its coordination.

That the public is interested in further improvement, both in
function and in aesthetics.

That the purpose and objective of the Atlanta Civic Design Commis-~
sion is to further, so far as it is able, such improvements.

That the Commission has no powers, other than recommendation and/or
persuasion,

That the Commission will work with, and will enjoy the cooperation

of, the various departments of the City government.
Mr.

Mr. Sam Massell, President of the Board of Aldermen, was presented,
Massell stated:

That there exists a real public interest in the objectives of the
new Commission,

That if amendments to its charter were considered advisable, the
Commission should petition the Board of Aldermen accordingly.

That the Commission cannot regulate aesthetics, but only advise
and/or recommend,

That all meetings of the Commission are to be open to the public
and to the news media,

The following officers of the Commission were elected for the

ensuing year:

It was decided that meetings of the Commission would be held twice

monthly at the City Hall.

h. Functionings of the Commission:

The Atlanta Civic Design Commission has met regularly, twice
monthly, throughout its first year of existence. It has met at
2:00 P.M. on the second and fourth Thursday of each month in
Committee Room #4 of the Atlanta City Hall. Meetings have usually
lasted from three to four hours,

Attendance at meetings has not been all that could have been

desired. The Commission first established the presence of nine
Ty eas

members to constitute a quorum -- later this was reduced to cight
members (out of a total membership of fifteen) but several meetings
did not provide this quorum, and hence could take no official action.
A number of committees were appointed throughout the year. Here
again the record is spotty -- in certain committees active partici-
pation was provided, in others (usually due to the absence of their
Chairman from Commission meetings) little activity resulted.

Speakers and guests were invited to many of the Commission's
meetings, and addressed the members, Usually such presentations

were followed by questions and general discussion. Such persons
included the following, who explained to the Commission the func-
tionings and objectives of their respective groups and/or departments,
and offered the cooperation of their organizations to the Atlanta
Civic Design Commission,

The Atlanta "Capitol Square" development.

Better downtown garbage disposal,

Acquisition of a scale model of downtown Atlanta.

Improvement, as a park, of the "ugly triangle" at Spring and Cain
Streets.

Identification of historic buildings.

Restoration of the "terminus" area,

Improved appearance of filling stations.

Acquisition of statue of Hadad (from the Smithsonian Institute).
The vest End Urban Renewal project.

Memorial to Dean Rusk,

Inclusion of Atlanta in Federal "Demonstration Cities" program,
Mayor's program toward additional housing in Atlanta.

The Commission, during its first year, and in accordance with the
mandate stated in its charter, reviewed the following projects sub-

a. Certain City of Atlanta schools.

b. Certain City of Atlanta parks.

Proposed office building adjacent to State Capitol.
Proposed high-rise apartment building on Fourteenth Street
Proposed future campus plan for Georgia State College.

That downtown Atlanta is gradually but steadily improving its
appearance and its coordination.

That the public is interested in further improvement, both in
function and in aesthetics.

That the purpose and objective of the Atlanta Civic Design Commis-
sion is to further, so far as it is able, such improvements.

That the Commission has no powers, other than recommendation and/or
persuasion,

That the Commission will work with, and will enjoy the cooperation

6. Projects Sponsored by Atlanta Civic Design Commission:

During its initial year, the Commission sponsored, actively or
otherwise, a number of projects which it felt would be of value to the
City. These included:

The Atlanta "Capitol Square" development.

Better downtown garbage disposal.

Acquisition of a scale model of downtown Atlanta,

Improvement, as a park, of the "ugly triangle" at Spring and Cain
Streets.

Identification of historic buildings.

Restoration of the "terminus" area.

Improved appearance of filling stations.

Acquisition of statue of Hadad (from the Smithsonian Institute).
The Yest End Urban Renewal project.

Memorial to Dean Rusk.

Inclusion of Atlanta in Federal "Demonstration Cities" program,

Mayor's program toward additional housing in Atlanta.

And others.

Projects reviewed by the Commission:

 

The Commission, during its first year, and in accordance with the

mandate stated in its charter, reviewed the following projects sub-

mitted to it:

Certain City of Atlanta schools,
Certain City of Atlanta parks.
One bridge for the City of Atlanta
Certain private developments, including:
Proposed office building adjacent to State Capitol.
Proposed high-rise apartment building on Fourteenth Street
Proposed future campus plan for Georgia State College,
Numerous smaller commercial and/or industrial buildings.
Several multi-floor garage structures.
Other proposed developments (miscellaneous)
The Commission has also requested, and has been promised, a review,
in its early stages, of the major deve tonuent proposed by Raymond
D. Nasher on the four blocks fronting on Hunter Street, across

from the State Capitol Building.

Recommendations of the Retiring Chairman:

That the Atlanta Civic Design Commission be continued as a
functioning body.
That its budget be supplemented to cover the cost of the services,

for one additional day per week, of its Executive Secretary,

Bo a rd of Aldermen voting down the proposed bicycle trail in the Colli e r Hills
a r e a, and said
he would like this matter to be studied and reop e ned.

MAY 11; 1967
The regular meeting of the Atlanta Civic Design Commission was held Thursday
May 11, at 2 p.m., in Committee Room #4, City Hall, with the following

members present:

Minutes of the april 27 meeting were approved,

CHAIRMAN'S REPORT:

 

Mr. Perrin stated that he had visited with Eric Harkness in the
City Planning Department, and was shown a plan they are working on which
includes the Techwood Project, Rich's area, Government Center, Peachtree
Center and Park Place Development, and that Planning will now be working
on a concept design for those areas, Mr. Harkness hopes to call a meeting
of the interested parties to explore some problems and prospects of con-
tinuing development of those areas around the City.

A letter dated May 3 was received from the Atlanta Housing Autho-
rity seeking review of Redeveloper's Proposals for the University Center
Urban Redevelopment Area, Messrs. Baldwin and Calloway had reviewed 6 of
the 7 projects, and Mr. Perrin reviewed the remaining proposal that same
day, and he related to the Commission his report of same. Mr. Perrin
stated that he hopes to have liessrs, Baldwin « Calloway's written report

within a few days, so that they may be forwarded to AHA.
A letter dated May 4 was received from Mr. Ernest Davis, State
Auditor, concerning an overall development plan for the government center,
Also in this regard, Mr. Perrin commented on the April 28 editorial in
the Atlanta Journal written by Mr. Reese Cleghorn.

Mr. Perrin stated that he had received a call from Alderman Hugh

Company, requested that it go on record that the Power Company is for the
Tree Ordinance, but that on occasion it is forced to "butcher" trees, He
asked if the Commission has got the feelings of Southern Bell and Georgia
Power in this regard. Mr. Perrin sugested that he speak with Mr. Gladin
or Mr. Harkness.

VICE=CHAIRMAN'S REPORT

 

Mr. Muldawer reported that this last week he received an invitation
from the Metropolitan Planning Commission to join a tour of the underground

area for the Junior League to see the potential of the "Terminus" area and
to perhaps consider this as a sort of project for them. After the tor,

of the Chamber of Commerce. Mr. Perrin suggested that he also contact Hr.

Messrs. Dugger and Mitchell of Bradbury &amp; Associates, made a
comprehensive review of the plans for the Georgia Plaza Development.
Slides of the project were shown, followed by questions and comments from
the Commission.
Dr. Paul Brown, chairman of the Building Committee for the Central
Presbyterian Church, also made a presentation of concern of the Church
relating to certain aspects of the Development as it relates to the parking,

ingress and egress,

The chairman requested Mrs, Henderson to draft a report of this

review, to be forwarded to Bradbury and Associates,
GENERAL DISCUSSION

 

Mr. Muldawer stated his concern about the Parks Committee of the

personal level as well. Your report recently submitted to
the Commission covering the functions of the Commission
from February, 1966, to March, 1967, is ample testimony of
the quality of leadership which you gave to our city in the

The chairman added that he has received no reply to letter of April 6
written to Mr. Hugh Thompson of the C&amp;S Bank, inviting him to meet with the
Commission today re "Terminus" development. Mr. Muldawer stated that he
has heard that Mr. Thompson is no longer with the bank,

 

VICErCHAIRMAN'S REPORT:

ir. Muldawer reported on the review of redeveloper's proposals for the
Rockdale Urban Redevelopment Area. He stated that he had attended the review
on Tuesday, April 11, and also this morning, and that Messrs. Baldwin and
Gould were presently at the review and would be at the meeting later. Mr.
uldawer added that the documents are still on exhibit at the Atlanta Housing

Authority, and everyone is welcome to go and look at them.

Mr. Muldawer also brought up the matter of a public housing project at
Harwell Road and Skipper Drive. Upon Mr. Perrin's suggestion, Mr. Muldawer
and Mrs. Ferst drafted a letter to Mr. M, B. Satterfield, Executive Director
of AHA, inviting him, the developer and architects to submit this proposal
to the Commission for review and suggestions at the April 27 meeting. The

letter was written and forwarded to Wr. Satterfield that afternoon.

Along this same line, Mr. Cooper was requested by the chairman to review
the ACDC ordinance and give thought to the feasibility of requesting addition-

al authority from the Board of Aldermen jn reviewing public housing projects.

Mr. Cooper was urged to present recommendations to the Commission at the

next meeting, if possible,

Ferst to meet with Mayor Allen on Thursday, April 27 at 10:00 a.m., relative

ARCHITECTURAL REVIEWS
our. Bull, of Bull &amp; Kenney Architects, presented plans for additions
and renovations to Fulton High School on Jonesboro Road, Mr. Moore's motion
to approve these plans was passed, Mr, Perrin expressed the appreciation
of -the members to Mr. Bull for the prompt presentation, and also commended

Pull « Kenney for a fine job.

- The Commission also reviewed plans of the "Downtown Project" at Spring
and Techwood Viaduct, by Toombs, Amisano &amp; Wells, Architects, A report
of :ACDC recommendations on this project was prepared and will be forwarded

to the architects,

COMMITTER REPORTS

There being no committee reports, Mr. Perrin stated he will write
notices to various members stressing the importance of attendance and

projects in which they are involvec,

I am writing with regard to the relationship of an
arts council in your city to the general city governmental
authority, and the responsibilities and powers of the council

the City of Memphis, Tennessee. At the present time the

I am writing with regard to the relationship of an

At this time , Erie Harkness appeared and i n troduc ed to the Commission
Mr. Dana Palmer, who has been employed by the Planning Dept. on a parttime
basis, for the purpose of working on a preliminary master plan of

town, including the government center and Georgia State Campus.
Mr. Harkness
pointed out that they regard this as generally an educational and promotional
+ ~h~ique, as the Planning Dept. budget does not allow for a real master plan.

Mr. Harkness was asked if he feels a presentation for a city show could
be prepared in time for the Arts Festival, and if perhaps money could be
acquired under the budget of the design report.
Mr. Harkness stated there
is no money under the GIP, but he would check with Collier Gladin re feasibiiity of funds and report back to the Commission so we can either move ahead
or withdraw within the next 2 weeks.
NEW BUSINESS
The Chairman asked if the Commission feels it would be useful to
extend an invitation to Mr. Robert Brown, the new chairman of the Georgia
Urban Design Council, to meet with the Commission, as this organization
assists municipalities across the state in making various studies.
Upon
Mr . Muldawer 1 s suggestion, this was put off for future considera tion.
As per motion in minutes of the January 12 ACDC meeting, for a committee
to deal with tras h problems, Mr. Perrin a ppointed the following "Sanitation

committee be established to review the Design Report; to make recommendation~

The Commission next discussed possible nominees to be recommended to
the Mayor to replace Mr~ Orbie Bostick, who has resigned from the Commission.
Mr~ Joseph Briggs Browder, Vice-Presideni of Georgia Power Company,
was nominated; provided he wiil agree to serve.
Mr. Muldawer also nominated
Ray O'Neil.
The motion was passed that Mr. Browder be contacted to ascertain if he
is willing to be nominated to the Mayor, and if he is not, Mr. Mulda wer will
again bring up Ray O'Neil.

MARCH 23, 1967
The regular meeting of the Atlanta Civic Design Commission was held Thursday,

March 23, at 2 p.m., in Committee Room #h, City Hall, with the following

CHAITRMAN'S REPORT

Mr. Perrin announced that a letter has been sent to Rich's commending

them on their 100th anniversary.

Mr. Perrin read letter dated March 9 from Raymond D,. Nasher, in reply
to Mr. Cooper's letter of Feb. 23, with reference to the proposed $200
million Park Place Development over Georgia Railroad Air Rights. Mr. Perrin
pointed out the fact that the Georgia State College Campus, which will also
build on a plaza, or platform, will be implemented adjacent to this develop-
ment. He asked if members feel ACDC may suggest to the Nasher firm coordi-
nation between their plaza concept and that of the proposed Georgia State
College Plaza, With concurrence of members, Mr. Harris requisted such letters
be written to the Nasher Firm and to Georgia State (with copy of same to

Messrs, Ernest Davis, Alan Kiepper, Dan Sweat, and architects).

At this point, Mr. Muldawer brought out the need for a master plan for

the Central Business District, because of the developments of the Park Place
Development, Capital Square Development, "Demonstration Cities" Development,
the Air Rights Development, and the Peachtree Center Development, among

others,

The Chairman next read letter draft to be sent to Mr. Hugh Thompson of
the C&amp;S Bank, pending approval of members, inviting him to meet with the
Commission on April 13 re the "Terminus" development. Letter was approved

VICE-CHAIRMAN'S REPORT

 

Mr. Muldawer reported that the Commission has been asked by the Atlanta
Housing Authority to review, or send a delegation to help review the Rockdale
Urban Renewal Project. Mr, Baldwin and Mr. Cilloway will accompany Mr.
Muldawer to this review, which will be in about two weeks, and all members
were urged to go if possible. Members will be contacted when the time is

determined,

Mr. Muldawer also reported that last year the Commission had talked
about a symposium to set up a link of communication between ACDC and many
groups of people, He feels that the tool by which this can be done is to
approach one of the TV stations and talk to them about a regular TV program
which would present the work the Commission is doing, He asked for opinions

scaping, and he suggested the possibility that perhaps once a month the
Commission could have a picture of a project it commends in the paper, with

a complimentary article.

Mr. Perrin stated he thinks this is a worthwhile thing, and suggested

that it be brought up at a later meeting.

Committee on % for Arts

 

Mr. Perrin reported that this committee has previously submitted a
report of its recommendations, and he has contacted Mr. Robert Lyle, attorney,
who will draft a proposed ordinance for ACDC approval, to be presented to
the Board of Aldermen. He added he expects to receive the draft within

2 or 3 meetings,
Urban Beautification Committee

 

Mr. Harris, chairman, reported his committee has met with Eric Harkness
re the "Demonstration Cities" project in the Grant Park area, and will

continue to cooperate in every way possible,

Upon the request of Mr. Harris, Mr: Franklin Garrett was added to this

committee.

"Terminus" Committee

 

Mr. Muldawer, chairman, stated that he feels this "under city" develop-
ment can best be implemented by inviting an important delegation from C&amp;S
Bank, lst National Bank, Coca Cola Company, and Rich's, to an informal

luncheon for an exchange of ideas,

Mr. Muldawer further added that he would like to remain on this committee,
but have Mr. Garrett serve as chairman, Mr. Garrett accepted the chairman-

ship.

Committee on Scale Model

 

Mr. Perrin reported that under Mr. Cooper's leadership $1000 has been
acquired from the City to ship a sample model to Atlanta from model makers
in San Francisco and Wilmington, Deleware. It was brought out that the San
Francisco model is not available, but the Commission can pursue the one in
Wilmington. Mr. Harris asked if perhaps the Commission should advertise

for samples from local model makers,

Mr. Perrin stated that since Mr. Portman is chairman of this committee,

he would contact him and hopefully report at the next meeting.
Committee on Proposed Dinner

 

Mr. Perrin stated he will contact Mr. Portman, chairman, by phone

for information in this regard, and will proceed on the guest list.

Committee on Historic Sites and Structures

 

Mr. Baldwin, chairman, stated he had no report, but added the ACDC
ordinance states that it is the responsibility of this Commission that it
keep some kind of record of historic sites, and expressed his delight that
Mr. Garrett, who is chairman of the Historical Society, has soinea us, as

he has background in this,

Mr. Garrett said he is sure he can be helpful in identifying historical

sites, as he has studied the background of the city, or he could look it up.

"Communication" Committee.

 

it was reported that Mrs. Ferst, has begun a list of important civic

groups and garden clubs,

GENERAL DISCUSSION

Mr, Perrin expressed his interest in working with the Planning Dept.
on putting on a city show as part of the Arts Festival in Piedmont Park in
May. He stated he had previously spoken to Eric Harkness in this regard,
at which time they discussed the story to be told, the source of budget for
telling the story, and how this exhibition could be implemented. It was
brought out that part of the presentation could be based on the CIP Design

Report, supplemented with slides and taped information.

At this time, Erie Harkness appeared and introduced to the Commission
Mr. Dana Palmer, who has been employed by the Planning Dept. on a parttime

basis, for the purpose of working on a preliminary master plan of the down-
teh

town, including the government center and Georgia State Campus. Mr. Harkness
pointed out that they regard this as generally an educational and promotional

taehnique, as the Planning Dept. budget does not allow for a real master plan.

Mr. Harkness was asked if he feels a presentation for a city show could
be prepared in time for the Arts Festival, and if perhaps money could be
acquired under the budget of the design report. Mr. Harkness stated there
is no money under the CIP, but he would check with Collier Gladin re feasibi-
lity of funds and report back to the Commission so we can either move ahead

or withdraw within the next 2 weeks,
NEW BUSINESS

The Chairman asked if the Commission feels it would be useful to
extend an invitation to Mr. Robert Brown, the new chairman of the Georgia
Urban Design Council, to meet with the Commission, as this organization
assists municipalities across the state in making various studies. Upon

Mr. Muldawer's suggestion, this was put off for future consideration,

As per motion in minutes of the January 12 ACDC meeting, for a committee
to deal with trash problems, Mr. Perrin appointed the following "Sanitation
Committee":

Mr. Perrin stated that the Planning Department requested that a
committee be established to review the Design Report; to make recommendations
in the form of a report to ACDC; to establish some of ACDC long-range goals
based on the report; and to suggest priorities in terms of development, The
chairman thereby appointed the following committee:

Sam'i I, Cooper
The Commissian next discussed possible nominees to be recommended to

the Mayor to replace Mr. Orbie Bostick, who has resigned from the Commission,

Mr. Joseph Briggs Browder, Vice-President of Georgia Power Company,
was nominated, provided he will agree to serve. Mr, Muldawer also nominated

Ray O'Neil.

The motion was passed that Mr. Browder be contacted to ascertain if he
is willing to be nominated to the Mayor, and if he is not, Mr. Muldawer will

again bring up Ray O'Neil.
There being no further business, the meeting was adjourned at }:30 p.m.

Mrs. Ferst stated that Eric Harkness had come by the committee room
shortly before the meeting began to request that the Commission render a
statement to the Zoning Committee, regarding plans for a proposed service
station on Forrest Hills Drive,

It was brought out that Mr. Robert Hi
Jones, owner of the Old South Motel on Forrest Hills Drive, had met with
the Commission at its last meeting and voic e d his opposition to the rezoning
of the small strip of land adjacent to the South Expressway at Cleveland
Avenue, where the service station is proposed to be built.
At that time
the Commission had rendered its recommendations to the Zoning Committee

The members present concurred that although the Commission is not
specifically opposed to this parti cular proposed design, ACDC should go on
record as holding a position whi ch it feels best for Atlanta, namely that
it is oppos ed to small strip developments, especially where adjacent to
highways.
Mr~ Harris made the motion, which carried, that ACDC go on record
as stating that a developme nt such as this would be detrimental to the City
of Atlanta.
This statement, attached to a copy of the memo forward e d to
th e Zoning Committee on February 2), was forwarded to the Zoning Committ e e
during its session.

Re Master Plan for City
Concerning a master plan for downtown Atlanta, Mr. Portman feels
that some outside group, sueh as Central Atlanta Progress, Inc., should
sponsor and get behind such a plan.
Chairman Coo per c ommented that it will
take a long time, not to mention a lot of money, to even devclope a program
for a plan of future Atlanta.
He hopes ACDC will not drop its more immedia~ ~
objective of trying to get a flexible model of the downtown area as it now

He added that $1000 has been obtained from
the City to handle the costs of shipping sample models to and from the
bidding model makers to this city.
Mr. Calloway asked if the members had seen the reeently completed
model of the downtown area, located in the Glen Building.
He stated that
the Community Council is also working on the overall planning concept, and
suggested it might be eventful to communicate with them as they seem to
know who is interested and where to get funds.

committee at some other time and screened out, so as not to take up so much
time during the meeting.
Mr. Muldawer concurs that as the volume of submissions are increasing,

comments to the me e ting, and invite the architects to the meeting for
further discussion of those plans which eall for speeial eomment

Dear Mayor Allen:

Thank you for your kind inquiry of January 24 regarding the
property at 327 St Paul Avenue S E. This is the L P. G¥ant
home. At the time it was built about 1850 it was near the
center of 3,000 acres owned by COlonel Grant. This was
approximately the same area which you propose to renew.

We apologize for delaying reply, but we had hoped to have a
pérsonal interview. Since this has not been convenient, we send
this letter so that you can move ahead with any plans you have in
connection with the renewalyproject.

When the historians told you that this is an important house

in Atlanta's history they may not have told you the most important
event in the histpry of this landmark. This event was Margaret
Mitchell and her book "Gone with the Wind".

The full story of Margaret Mitchell's association with this house
probably will not be told until I publish my "FOrbidden Blography

of Margaret Mitchell" which cannot be published in the lifetime of
Stephens Vitchell, the writer's brother. Tye true story depicts

her brother and her husband as rascals. They conspired with others

and seized control of her fortune.:She was frustrated in her own

plans to restore the Grant House and make # it a public museum. If she
had completed her planS Atlanta would have received a cherished
mementog’ of the author provided by the writer herself, a true memorial.

Oakland Cemetery, the site of Fulton Bag,and of course Gpant Park
were once part of the land attached to the present house. The house
is of brick and fieldstone, and structurally sound despite its
appearance,

Margaret Mytchell and I purchased the property 27 years ago to prevent

charter and under Georgia law is taxfree. Assistant City Attorney
Charles Murphy, however, very stubbornly required us to pay taxes until
we recently went into court and put the Tax Com-issioner under a

us against any negotiations with the city, but we will not hola this
against you, We are delighted to learn that at least someone in the
city has interest in preserving a landmark. We had thought the only
interest the Ojty had was in the possible tax revenue.

Our bre uct oe against the City also stems from Mayor Hartsfield's
administration. Mr Hartsfield wanted to operate a Gfant House museum
in connection with G,ant Park Cychorama. &amp; big oak ip, front of the
Grant House shows on the disfant horizon in the pai ing. HOwever,
Mir Hartsfield disrupted neggffiations when he hinted that he would
take the property by condemnation.

Ve do not wish to show the interior of the house until we can remove
our 10,000-volume library and other belongings. We nsed 12 months
for moving, but we will start immediately.

We recently refused an offer of $40,000 because the buyers intended
to convert the hpuse into apartments, We always have held the
property for regoOration and preservation. We have refused to rent

it for fear tenants would damage it. The house occupies a lot 100 by
240 feet, extending through the block from St Paul to Orleans Street.
T4e lot is about one third of the block in area.

Ip you care to buy the property sight unseen and within the next 60
QeyS we would be willing to:

1. ACcept $40,000.
2. Throw in suitable antique furniture which we value at $20,000.

litigation.

In our efforts to preserve the house we have passed up $75,000 in

Messrs. Tucker and Hood met with the Commission for furt her
discussion of the proposed Associated Industries of Georgia office building
at Washington and Hunter Streets , as presented by Mr. Clifford Clarke at
the last ACDC meeting.
�- 2 Before the diseussion began, the Chairman pointed out that ACDC
has no legal jurisdiction, but that it reviews and suggests, and hopes for
cooperation.
Concerning the suggestions for certain changes in the street
floor plan, whereby a more open effect would be created, and also the relativ~
height of the building, Messrs. Hood and Tucker feel th e se ideas would not
be economically feasible, as much rentable floor space would ·be lost and
they need all the revenue they can get.
Mr. Perrin comment e d that since there is little space, then it
demands the maximum utilization.
He added he was very concerned, as a
citizen in this community, with the fact that we arc finding space more and
more precious, and are getting increasingly out of scale with huma n beings.
Mr. Perrin concurs that we want Atlanta to make economic progr e ss, and that
this is done by bu il ding things that are economically feasibl e .
But, h e
addedJ the Commission is charged wi th the re sponsibility to see that more
than just an economic eff ort is made.
Mr, Mul dawer expresse d -his personal opi ni on that as the Capitol
is very important, he f eels it should be higher than all th e buildings
around it, and that other buildings should humble themselves to it.
He also
feels that in this case the exterior material should be neutral to the gold
on the Capitol dome, rather than harmonize with it.
Chairman Cooper stated he is of the opinion that as buildings
looked different heights from different angles, and that as the Capitol is
several hundred feet from other buildings, he feels from an economical point
of view, that the Commission should not hamper, even with suggestions.
He
feels this building is better than the average building, and is an asset to

the City.
Mr. Cooper added that the Commission would like to see the
building haNionizc with surrolindirtgs as
much as possible, but that we do
not want to discourage to ~he extent that it won•t be constructed.
He
concluded that the Commissibn is inle~estcdt as are Messrs. Hood and Tucker,
in doing the best job possible on this property.
Ur. Tucker expressed his appreciation for the rrview, and stated
he feels something has been accomplished.
JONES
Mr. Robert H. Jones, owner of th e Old South Motel on the South
Expressway at Cleve land Avenu e , met with the Commission concerning the
rezoning of a small strip of land in front of his motel and adjacent to
the e xpressway.
Ho objects to this rezoning, as a filling station is pro-
posed to be built on that site.
Mr. Jones stated that he has discovered
that many of these small remnants of land adjacent to expressways are being
petitioned for filling stations, and he hopes that some city group can study
this problem and claim an overall approach to the entire thing while there
is still time.
He added that this particular petition will be brought up
at the Zoning Committee meeting, which was being held that same day~
Mr. Muldawer c onc urs that this is a special problem that needs a
general policy on what should happen to th e se strips, and how they can be
enhanced.
The following recommendation was approved and was presented to
the Zoning Committee during its session:

on the Capitol dome, rather than harmonize with it.

Chairman Cooper stated he is of the opinion that as buildings
looked different heights from different angles, and that as the Capitol is
several hundred feet from other buildings, he feels from an economical point
of view, that the Commission should not hamper, even with suggestions. He

feels this building is better than the average building, and is an asset to

the City. Mr. Cooper added that the Commission would like to see the
building harmonize with surrotindings as much as possible, but that we do
not want to diseourage to the extent that it won't be constructed. He
concluded that the Commission is interested, as are Messrs. Hood and Tucker,
in doing the best job possible on this property.

Mr. Tucker expressed his appreciation for the review, and stated

he feels something has been accomplished,

JONES
Mr. Robert H. Jones, owner of the Old South Motel on the South

Expressway at Cleveland Avenue, met with the Commission concerning the
‘rezoning of a small strip of land in front of his motel and adjacent to

the expressway, He objects to this rezoning, as a filling station is pro-
posed to be built on that site, Mr. Jones stated that he has discovered
that many of these small remnants of land adjacent to expressways are being
petitioned for filling stations, and he hopes that some city group can study
this problem and elaim an overall approach to the entire thing while there
is still time. He added that this particular petition will be brought up

at the Zoning Committee meeting, which was being held that same day.

Mr. Muldawer concurs that this is a special problem that needs a
general policy on what should happen to these strips, and how they can be
enhanced,

ration given to their relationship to interstate highways."
