Meyor Ivan Allen understands the true meaning of "emergency"

es being a time to emerge. Every emergency is like a knife ~— if it is
picked up by the blade it will hurt, but if the "knife" is picked up by
the handle it can be of service. The mayor has axstrong hand =— guided
by an intelligent head and an understanding heart — that hes picked up
Atlanta's current racial emergency by the handle to serve the entire city.
Ivan Allen combines from Margaret Mitbhell's "Gone With The

Wind” characters the dignified refinement of an Ashley Wilkes with the
manly courage of a Rhett Butler. From a fuller quotation by Ernest Dowson,
including Miss Mitehell's famous title, is:

"I have fergot much, Cynara! gone with the wind,

Flung roses, roses riotously with the throng."
Mayor Allen has flung roses of words and deeds -- fragant of law and
order — in the past week's throng. He hes the respect and admiration

I have not been able to move about in recent days because of a visit to the hospital. One advantage of a restriction of this sort is that a person watches more
television and listens to the radio more. The result in my case was that I heard
a great deal more news than I would have otherwise. This came at the time we
had the unfortunate incident on Capitol Avenue and Ormond Street, and later
Boulevard and North Avenue. In my opinion, you did a great job as Mayor of
the City, in keeping the situation under the best possible control. I thought
the Police Department also did a fine job.
It is impossible for a city to provide the needs of all the unfortunate; but it is
not impossible for a city to work toward the improvement of living conditions,
and the economic opportunities of its citizens. One of the encouraging things
to me that came out of these explosive and delicate moments was your continued
recognition of the fact that termination of the demonstrations and the unrest did
not mean that the problems which motivated the demonstrators had been solved.
It seems to me clear that we should continue to analyze conditions and the causes
of racial strife, with the hope that government officials, business leaders , and
the leaders of the Negro community will do whatever can be done to eliminate
the conditions that gen erate the strife. I will help in any way I can by offering
some of my time and some of my money.

Dear Mayor Allen:

The members of Friendship Baptist Church in regular business
session on Wednesday night, September 7, 1966, unanimously
voted to express to you their deep and sincere appreciation
for the courageous leadership you gave the city in the crisis
it faced on Tuesday. We join other responsible citizens in
deploring violence and all efforts on the part of any person
or group of persons deliberately to stir up trouble. As a
congregation we stand for the order and progress of our city.
We look with disfavor, however, upon those continuing condi-
tions whose existence provide the breeding grounds for dis-
order. This people committed as we are to the Judeo-Chris-
tian way of life pledge our full support to you and others
who will work to make this city a just one. Atlanta can be-
come truly great with all of us sharing in the effort to
make her so.

Shortly after you became our mayor, we recall the tragic
event that caused you to set aside your own personal grief and
feelings of loss and fly overseas to attend to the business of
being Mayor of Atlanta. Therefore we were not at all surprised,
