The next monthly meeting of the Executive Group of the Housing Resour ces
Cornmittee, which would normally be scheduled f or August 3, will be held at

On August 9, we will have as our guest, Mro Wo Ro Hirshson who is Dire ctor
of a non- profit Housing Fund in Hartford, Conn. He is being s ent here under the
auspi ces of Urban .America, Inco to discuss with us Hartford's efforts in nonprofit fun ds .

This Committ ee has requested and recently received from the Planning

The next monthly meeting of the Executive Group of the Housing Resources
Committee, which would normally be scheduled for August 3, will be held at

On August 9, we will have as our guest, Mr. W. R. Hirshson who is Director
of a non-profit Housing Fund in Hartford, Conn. He is being sent here under the
auspices of Urban America, Inc. to discuss with us Hartford's efforts in non-

Mr. James P. Twomey, Director, Non-profit Center of Urban America will also
be our guest.

This Committee has requested and recently received from the Planning

A representative of the Housing Authority has been invited to discuss with
us social services in Public Housing projects.

We would also like a brief report on the activities of each Panel.
It seems appropriate to call soon a general meeting of the full membershi
of the Housing Resources Committee, in order that all members may be brought up
to date on the current status of the Low-Income Housing Program. Such meeting
will probably be scheduled for September.

The Executive Group of the Housing Resources CommittEe of the City of
Atl anta, Georgia this date unanimously adopted a motion that the Committee
prepare a memorial for use by Mayor I van Allen Jr. in connection with his
scheduled testimony, Thursday, July 13, before the Senate Appropriations
Committee, pointing out t he need f or, and this Committee's support of,
reinstatement of the Rent Supplement progr am.
Atlanta is now promoting an accelerated five-year program for constructi on
of 16 , 800 low-cos t hous ing units by the end of 1971, in order to provide decent,
safe and sanitary housing for all of its citi zens ~ Of this amount, 9, 800 units
are needed during 1967 and 1968.
The City has planned strongly on t he Rent Supplement progr am to supplement
Publ ic Housing for families in the lowest income brackets. Without it our Public
Housing requirements will have to be substantially increased.
The Rent Supplement program s timulates Private Enterprise in producing the

The Executive Group of the Housing Resources Committee of the City of

liv. Cecil A. Alexander presided. te opened the meeting by asking for Panel

reports. Mr. ieltner was called on to give a report on the Le al Panela

tir. Charles L. ‘’eltner, Acting Chairman, le_al Panel, reported that they

did not have a chairman as yet. We also stated that they have met twice and that
Malcolm Jones has given them copies of the dousing Code.

Mr. Alexander stated that I®. ‘Jilliam Slayton, | xecutive Vice-President of

Urban America, su. ested that the iiayor write a letter recomiendin that a very
close look be taken into the current provisions of Section 115 for Federal $1,500
rehabilitation .rei.teg% Section 312 for 3); loans for property owners in Urban
Renewal ane Code Inforcement projects who imst mae repairs under the -iousing
Code; taat some way be found to cither modify this to incluce any areas in the
City or be:in some legislation on tnis,

Mr Weltner explainec that he nad discussed that with Frank ‘illiams. de
also stated that if toe Comittee felt it would nelp, he woule draft a letter on
this for the hayor's signature,

ir. Alexander said ne thought this would be “ood and agreed to provide ir.
“‘eltner with a covy of the letier he had prepared for the i.ayor on this matter.

lr. Ldward L. Simon, representing ir, Vir il Milton, stated tiat he wished
some lesislation could be introduced io correct the sit ation in Urban Renewal areas
in which houses exist which are bot fire hazards and inealth hazards,

ir. 'eltner stated that ‘ov. ‘‘addox had vetoed such a bill not long aoe

if the owner fails to do so after 90 cays, then the building may be demolished
by the City and a lien placed against tne property for the cost of demolishing;

NOTES ON RELATED MATTERS

A. Since compiling the previous report (April 20, 1967), 23 additional proposals have becn made. Total is now 95. However, 13 of these proposals
constituting 3152 units, which were originally expected to be approved, have been rejected and are now considered as "lost". Tn addition, 18
croposals constituting 5,153 units are in scrious difficulty due privarily to objections from various sources as to lecations.

Foundation for Cooperative Housing, which developed Fasiwych Village and Cambridge Savare (both in DeXalb County), nov has a full tine
esentative in Atlanta and is seexing clients. They are sponsoring the 200 unit London Towne Houses development in Atlanta (Item F-5).

C, Saul Gray is a partner in a Corporation which owns 280 new units off Bankhead at Iloridge St., which he wants to sell, + a potential development
on the site for 512 additional units. Area is already zoned A~l.

D, Proposed lecations for low cost housing are beiny coordinated with the Planning Depbes when initially submitted, for adequacy of Community
Pacilities,cxisting or proposed. Proposals are also reviewed periodically with the School Dept. for adequacy of school facilities.

Es Rehabilitation by Housing Code Division of Building Department on Boulevard in Bedford-Pine U. R. Project (appre ximately 7CO units involved)
commenced February 1. The U. 2. project is still in survey and planning stage. A list is available in Housing Resources Committee oifice
of 103 units on Poulevard which the omers stated they wish to sell, rather than rehabilitate. This list has Been made available .o the H.A.
and to a National concern interested in developing a Rehabilitation Demonstration project in that area.

In view of difficulties encountered in zoning and getting approvals on sites proposea for large multi-family developments, it is apparent that
the low income housing program will have to lean heavily on Developers and fuilders providing a substantial portion of the program on small
scattered sites. Thus far, 4l5 sin-le family houses (Item F-14) and 822 nits in duplexes and small apartment. developments under conventional
financing are already in this category.

G. No proposal has yet been made for construction of units (even efficiency or 1 bedroom) to rent for as low as $50.00 per month, The City's
greatest need is in the $30.00 ~ $50.00 per month rental range.

He Charles A. 'veller Companies of Jonesboro is promoting the Sweat Equity Program (FHA insured mortgare) whereby the purchaser earns the bulk of
his down payment through cleaning, painting and landscaping. National Homes Corp. of Lafayette, Inc. placed on the market Feb. 1, 1907, a
&amp;00 S.F. (0.8. dimensions) 3 bedroom, prefabricated, preassembled panel, single family house plus a 96 S.¥. (1.8. dimensions) storage bvilding
manufactured by Arrow Metal Products Corp, to sell under FHA 221 (d) (2). Price includes plumbing, electrical, heating nnit, slove *% refrigerator.
House can be completely assembled in 85 man hours; 53 of those were permitted in June for erection in the Thomasville Urban Renewal Area. |
Adrian Homes Corp. has proposed a prefab i. vetail for about $7,500 plus land, foundation, closing and possibly tapping fees.
