Dear Mr. Allen;

I am dissapointed in your statements to the Commerce Committee.
They did not reflect in any way my position, or that of my family,
friends, and acquintances. I am confident that my thinking conforms
with at least 90% of the white citizens of Atlanta.

The only honorable move that you can now make is to advise the
Commerce Committie that your statements were your own and not those
of the white citizens of Atlanta.

I also suggest correcting your statement where you compared your
views to Senator Russell's view. (Mine is from here in Atlanta) to
(mine is the same as that of the negrew agitators in Atlanta).

I ask that in the future you consider the thinking of many

of the citizens who elected you and not just the minority sroupe.
I hope that you will sive this some thought.

WHEREAS, General public interest requires that free men exercise free
enterprise; and |
WHEREAS, One of the Jaycee tenets is that ECONOMIC JUSTICE CAN BEST BE

WHEREAS, Proposed Federal Legislation entitled H. Re 7152 now under con-
sideration by the United States Congress and in particular that
section of said Hs Re 7152 commonly known as the Public Accom- |
medations Clause would be grossly detrimental to the exercise of
free enterprise and the general public interest and welfare of
the prople if enacted.
NOW, THEREFORE, BE IT RESOLVED AND IT IS HEREBY RESOLVED, That the West
End Junior Chamber of Commerce endorse and work toward the strong
stand taken by the Honorable Richard B. Russell, United States
Senator from Georgia, and the Honorable Herman E. Talmadge, United
States Senator from Georgia, against the enactment of this pro-
posed legislation.
BE IT FURTHER RESOLVED AND IT IS HERESY RESOLVED, That the President of the
West End Junior Chamber of Commerce send copies of this resolution
to the aforementioned Honorable Richard B. Russell, Honorable
Herman E. Talmadge, the Honorable Charles L. Weltner, United
States Congressman, Fifth District of Georgia, the Honorable Carl

few liberties that still remain to the American Citizen and make a
police state of the United Stat~s as Atlanta is today under your
dii,ections.
I was born and raised inside the city limits of the city of Atlanta
but I am beginning to be ashamed of that fact because of its dirty
politics.
I have been wondering HOW long it would be before you would be
assasinated for making such statements before a so-called FREE America.
You do not have to worry about me as I wouldn't put my life in danger
by trying to eradicate such VERMIN as y01.
I voted against you when you ran for the Office of Mayor and I believe
that I would have voted for a nigger before I would have for you as
they would at least have had the decency to have let the majority of
the population have~ rights left to them and not make a police
state of the city limits of Atlanta. I do not believe that they would
allo.,~ the nigger law breakers go scot free after they had been arrested
either, as many have under your regime.

will probably be good for the St ate. Most of the w:J.i te voters are leaving the Citi es. The negros that are not going North are going :mnto the
Citi e s. I travel around quite a little and I find t he people are r ather
disgusted wi t h their Capitol City . This should c au s e consider able Jevelopment of r e si dential s ections ou tside of the Ci ties; and business, p articul ar l y s ervic es and ret ail , will f ollow. I look for consi derabl e development
of s mall towns in Georgi a . Rural Georgia, will stop coming to Atlanta for
recreation and trade, and p erhaps develop t heir own. They will make t heir

I find t his quit e true in ot her States , particularl y in the Pi edmont of
Sout h Carolina. This may be t he b e s t thing t 1at has happ ened to us so
far; it may be good.
In our own city t he good solit home owni ng people are moving out; most
of which are ci t y t ax payers and voters . They ar e being replaced by clif f mm
dwell ers i n high ris e apart ments; most of whom are t ransient; pay v ery
little cit y t axes, I under stand, and I doubt if consis tant voters. I also

Mr. Mayors

I notice you testified in Washington for the entire Civil Rights pro-
gram. This is your privilege; but I do not think you represented the
general thinking of the City of Atlanta and certainly not the State of
Georgia. The trend is that the Mayor, amd other City officials for that
matter, must definitely cater to the negro vote to hold their jobs; for
the simple reason that the negro is going to control the Cities. This
will probebly be good for the State. Most of the wuite voters are leav-
ing the Cities. The negros that are not going North are going mto the
Cities. I travel around quite a little and I find the people are rather
disgusted with their Capitol City. This should cause considerable devel-
opment of residential sections outside of the Cities; and business, parti-
cularly services and retail, will follow. I look for considerable development
of small tows in Georgia. Rural Georgia, will stop coming to Atlenta for
recreation and trade, end perhaps develop their owm. They will make their
money in the Cities, since the Government and big business is there, but
they will spend it elskwhere,

I find this quite true in other States, particularly in the Piedmont of
South Carolina. This may be the best thing that has happened to us so
far; it may be good.

In our own city the good solid home owning people are moving out; most

of which are city tax payers and voters. They are being replaced by cliff tue
dwellers in high rise apartments; most of whom are transient; pay very
little city taxes, I understand,and I doubt if consistant voters. I also
notice a trend for motels moving into the City; all of whom are non tax
payers and non voters. Why do you suppose Lenox, Belvedere, and others
moved so py outs except to get nearer to these home omners moving out

of the City. Of course, the City will try to force their way in on then;
but this will take time, as well as other things will take dime and lots

of it.

So, it is quite interesting just to sit on the side line and watch this
Chess Game, with high stakes; with all the Kings, Queens, Bishops and pawns,
and try to figure the next Man's move.

Atlanta organizations and among them being both the Senior
and Junior Chambers of Commerce.
It seems inconceivable to me that anyone could feel
that our Government Authorities should have the power to be
able to tell me and other business people that they must
accept as cu~tomers any who express a desire to do business
with me. I have the right to determine which merchants
I shall do business with and by the same token I feel that
any businessman should have the privilege to decide who shall
be his customers and who shall not be his customers.
