SUBJECT: Hammond Drive Park Site ~ Guy Webb School -
Fulton County Park System

I received a telephone request from Mr. Alan Kiepper, the
County Manager, asking that we at the earliest date possible
submit to his office a proposed program for the operation of
the Hammond Drive Park Site adjacent to the Guy Webb School
for this coming summer. Fulton County's department of
Public Works under Mr. A, T. McDonald are proceeding to de-
velop the driveways and parking area of the park and I

assume will do certain underbrush clearing. Stan Ayer of
our Park Engineering Division is rapidly completing the work~
ing drawings on the walks in the park as well as grading
scheme for the tennis courts and amphitheater. I understand
thet Fulton County School authorities will make available two
baseball diamonds adjacent to the site which are connected
with Guy Webb School,

Mr. Kiepper would like a complete proposal including the dates
the programs could start and the suggested ending date; the

t and number of staff, salary expenses, supply expenses, etc.
Please work up an adequate and complete proposal for supervised
recreation at your earliest convenience. I would suggest that
possibly the program would have to be in the nature of @ day camp
activity since facilities would not be completed this summer,

this matter, and we are issuing this statement to clarify our position.
It is not the intention of the Fulton County Commission to establish
and operate a comprehensive program of supervised recreation under the sole
jurisdiction of the County government. We believe that the best interests of
all c iti zens will be served if duplication of services between the City of Atla nta

It is our purpose to provide park and recreational services as follows:

The County will try to provide suitable neighborhood parks and
playgrounds in the unincorporated area of Fulton County, including ball fields,
picnic ar:eas and playground equipment. We recently submitted an application
for Federal assistance in the purchase and development of neighborhood and _
community parks.
2.
The Commission has also recently approved a long-range com.:.
prehensive plan for the purchase and development of large tracts of open space
suitable for future use as regional parks and recreational areas. It is our intention to implement this plan as rapidly as funds, including State and/or
Federal grants, are available.
3.
We do not plan an elaborate supervised recreational program.
A possible exception will be the limited program at Hammond Drive Park in
Sandy Springs where the County has already requested the City of Atlanta to
plan and submit a proposal for the operation of this facility when completed.
4.
It is our intention to cooperate fully with the six municipalities
in Fulton County having populations less than 5,000 people, in accordance
with the Constitutional Amendments approved by the voters of Fulton County last
November. This amendment permits the County government to provide not more
than one -half the cost (not to exceed $5,000 . 00 for each municipality) of the
annual cost of recreational programs within these municipalities. General
guidelines for these programs are being developed in cooperation with the
municipalities which have requested same.

5.

handled by the Department of Public Works with the assistance of the Department of Planning. The advisability of contractual arrangements with the City
of Atlanta for the operation of recreational programs will be explored in each
instance, as in the case of Hammond Drive Park. Where the cost is acceptable
and the particular operation most efficient, we will request the City to provide
services.
The Commission is aware of the county-wide need for improved
recreation and park facilities and services. We are attempting to meet these
needs in an orderly and economical fashion within the framework of applicable
laws.
The newly enacted statute will provide greater flexibility, especially in
the outlying communities where there are few recreational facilities of any
sort. The Commission has no intention of frustrating or violating the basic
objectives of the Plan of Improvement, namely, that duplication of services
between Atlanta and Fulton County should be kept to a minimum.
We heartily
support this objective and are doing all in our power to provide services
necessary to our citizens, with a minimum of cost and duplication .

SUBJECT: Summer recreational program — possible Federal
and private assistance

To solidify our thinking on what transpired at the meeting
called by Dan Sweat on April 3, 1967 I am under the follow-

ing impressions.

I will write a proposal for a city-wide “Operation Champ"
program to begin June lst and go through Labor Day. I will
submit this proposal to certain officials at HEW. Their
names will be supplied to me by Dan Sweat or others.

Miss Virginie Carmichael, Director of Recreation, will compile
a comprehensive list of playground equipment and supplies she
needs to properly operate the proposed 21 playlots. This list
will be given to the Federal Executive Committee for screening
purposes and hopefully various agencies such as U.S. Forestry
Dept., etc. will come forth with ice chests, shelter halves,
playground apparatus, etc,

&amp; will have my proposal on “Operation Champ" ready by Friday,
April 7, 1967.

For your information, we have already submitted to Mr. Emmerich
several months ago a proposal for the operation of playlots in
Atlanta this summer, Mr. Emmerich hes been supplied «4

lRensive report on the success of last summers playlots as well

as “Operation Champ" program. I will send Mr, Emmerich, shortly,
a proposal on "Operetion Champ” ~— I could probably make a Xerox
of the proposal to HEW. Both neighborhood playlot and "Operation
Champ" pwoposals are being submitted to EOA eventhough we are
informed that no funds are available. We merely wish to be in a
position to avail ourselves of anything that might materialize at
the last minute.

1966 Pop Warner Scholastic-Football World Champlonship over all

Because of this, and because of thelr years of exempliying
the best qualities of Pop Warner Junior League Football, last
September the Buckhead "Red Devils" were Invited to Philadelphia
to play an exhibtlon of Pop Werner football on Franklin Fleld
before 60,000 fans following the Ineugurel game of the Atlanta
“Falcons” in the Natlonal Football League, played against the
Philadelphia "Eagles" ‘

The “Red Devl is" have also placed a youngster on the Pop
Warner “All-America Team of Little Scholars In most of their
years of affillation with the Nattonal Pop Warner preeren. The
most recent “Red Devils" Pop Warner "All-America" Team member was
14-year-old Robert Jameson who was named to the 15th Annual Pop
Warner All-America Team of Little Scholars last June.

In conclusion, we feel certain thet any youth activity the
Northside Youth Organization, the Buckhead "Red Devils” and Mr,
Robert “Bob" Blackwell! would undertake, whether In be football,
some other sport or even some non=sport activity, would have to
be a success.

Dear Mr. Markland:

Mr. R. Earl Landers of the Mayor's Office has referred to me
your correspondence of April 11, 1967 in which you raised the
possibility of the City of Decatur procuring plants from the
City of Atlanta's Greenhoyse on a contractural basis. I
believe you are also interested in having the advice and
recommendations of our Horticulturist.

Nothing would suit me better than to cooperate with the City
of Decatur since that is where I was gaised and attended school;
and, I have noticed your lovely triangle in downtown Decatur
near the Court square. You are to be commended for your efforts.

Presently, we have only two Greenhouses in production. We have
plans to build two additional units sometime in the next five
years, but at the present time it is all we can produce border
plants and other materials for our own parks system. As a result,
many plante are purchased from private sources such as Monroe
Nursery, Golden State Roses, etc, Of course, all are bought on
low bid through our Purchasing Department.

It would be our pleasure to send our Horticulturist, Mr. Oortman,
out to Decatur to discuss your plans and objectives. Mr. Oortman
is more of a grower than he is a designer; however, he has an
excellent eye for arrangements and planting schemes.

By copy of this letter, I am asking Mr. Oortman to contact your
office and arrange to meet with you at your convenience,

I have lived on Ponce de Leon Avenue, outside the city, for nearly forty
years, and I am wondering if you will not agree with me that these parks
afforded by Druid Hills, Inc. many years ago, should be kept free from

all kinds of signs, and agree that all these miscellaneous signs do not
benefit the parks' appearances, and this goes for automobile advertisements

on benches, church and revival signs, and even to the signs of "my" Druid
Hills Civic, Assan.

It seems to me these people who live on the right hand side of Ponce de Leon
going out only spoil the parks by een to place all sorts of signs in

the parkway.

Dear Wendell:

Thank you very much for your telephone call of April 11, 1967
inquiring if water supplied by your department should be placed
on @ non-revenue basis when used by private individuals to care
for the trees planted in the downtown area.

I firmly believe that these accounts should be placed on 2 non-
revenue basis in that the tree planting program by private
individuals is in fact part of the City's overall beautification
plan. However, at the present time, the Department of Parks is
not responsible nor does it have the capacity to maintain these
trees. We have requested the beautification crew for several years
but it has not been possible for one to budgeted in our general
appropriations. However, I am of the opinion that ultimately these
trees will become the City's responsibility.

Trusting the above information will suit your purposes in discussing
this matter with the Water Committee, I am

Dear Mr. Sutherland:

It is hecoming incressingly more apparent that salary Range
No. 54 ($9439 -.$11,622) is not sufficient to attract a
large number of qualified épplicants for the position of the
Zoo Director. Do date, we have had three legitimate
epplicants; one of thei withdrew his name at the lest moment,
a second one said he would consider the position if it peid
more money, and the third one is interested in the job at the
range now presently offared. The third applicant appears to
be qualified eventhough he is only twenty-six years of age.
We were hoping for an older and more experienced individual
but possibly may have to make an ultimate selection of this
single applicant.

I feel very strongly that two things should be done. 1, that
the Personnel Board should pass a resolution authorizing the
General Manager of Parks to start the Zoo Director at any one

; of the six steps in Range No. 54. 2, and more important, I_

££ Brownie Scouts to Atlanta on Friday, April 21st,

Our Parks Department has a policy of allowing
groups of 25 or more a group rate admission of
half price, which is 25¢ for children and 50¢ for
adults. They have agreed to allow this rate for
your group of 20. The Parks Department will sand
you a permit.

Lectures at the Cyclorama are given every hour on
the half hour.
