Dear Mr. Davis:
The Atlanta Housing Authority has for a long time been eager to have the
City Parks Department supply recreation leadership to residents in public
housing projects. In our conferences with representatives of the Parks
Department, it develops that they are equally eager to supply these services
to the citizens of Atlanta who live in public housing.
From these conferences,it appears that the only reason that such services
are not supplied to these citizens is that a definition of city services
has been made that prevents City funds from being expended for this purpose.
As you know, the Atlanta Housing Authority is prevented from supplying
face to face leadership by Federal regulations. It appears that these
citizens of Atlanta are prevented from receiving full city services simply
by virtue of where they live. It is ovr hope that this situation can be.
corrected at the earliest possible date since the Atlanta Housing Authority,
in contrast to most other property owners,has outdoor and indoor space
which can be made available for recreation purposes at no or little cost to
the city.
I would be grateful if you would call this to the attention of the necessary
individuals so that a favorable ruling can be obtained.
