Attached is a letter to Mayor Allen with a copy of the
"Advance Notice of Revised Code Requirements for a
Workable Program for Community Improvement,"

It is my understanding that you have taken the initial
steps to meet the revised standards. You will notice that
the guidelines contain interim standards for a six months
period beginning March 2, 1967, so it will be necessary
for us to take some action immediately if we have not
already done so.
