Dear Mayor Allen:

Enclosed herewith is an “Advance Notice of Revised Code Requirements
for a Workable Program for Community Improvement." Because these new
standards considerably tighten the requirements for codes and code
enforcement we wanted you to have a copy as early as possible, Please
note that the effective date of the new proyisions of the law is
September 2, 1967, but that the enclosed publication also contains
interim standards for the six-month period March 2, 1957, to

September 2, 1967.

We urge you and your staff to carefully study the revised standards
and take any necessary actions immediately.

These revisions relate to only one of the seven elements of the Workable
Program. Continuing progress must be achieved in ail elements before
recertification can be granted,

Please let us know if you have any questions concerning the revised
standards for codes adoption and enforcement or on any of the other
phases of your Workable Program for Community Improvement. This office
Stands ready to be of assistance in this regard.
