fusion rather than distill intelligent citizen
comment.

Far better is the current proposal for an
eight to 12-man executive committee meet- .
ing monthly, backed up by a full member-

« ship meeting held guarterly.

The citizens panel will then be in a posi- .
tion to make Senta constructive com- —
ding the “rubber stamp’
