Dear Mr. Ramsay:

I am enclosing a letter which I received this date from the
Deputy City Attorney, Senator Horace Ward. It is self-
explanatory.

I would hope that you could clear with your people the
proposition of proceeding with a formal contract. It
appears that this will be necessary according to Senator
Ward's letter. It would be appreciated if you would propose
this approach and then advise me.
