The recent racial disorders which we experienced
have, of course, pointed up many things which could have
been done, if we had had the money, and which perhaps can
be thought about for implementation in the very near future
if funds permit. A suggestion has been made to me which
I consider excellent and which I would like to pass on to
you for your consideration and for some discussion before
the Police Committee at its next meeting on September 28.

It has been suggested that for regular duty in
certain areas of the City, such as Summerhill, there be an
inter-racial program so that white and Negro officers can

patrol certain sections together.

This has many desirable

features, not to mention a psychological effect upon the

residents of the community.

I know that this will necessi-

tate doubling the personnel in certain areas (whereas at
the present time we are using one man to the car, etc.)
but it is something that we should give serious considera-

tion to in sertain of the troubled areas.

Whether such

should take the form of patrolling in cars or on foot is
another matter which we. will have to discuss; but in any
event it is a good suggestion if we can obtain the funds
and otherwise make some shift in watches so as to be able
to accomplish this. I realize that it may have some disad~
vantages, and I would be very pleased to hear your views in
