it is the City's desire to complete our Water Pollution Ccoatrol Progran
as expoditiously as possible and to that end we are committed to provide the
financial resources required.
Wa have ce combined sewer and water capital improvement program which has
funds eantwirked for the soter improvements requirad your board. This ine
eludes $35,500,699 for the &. My Clayton Plant, $3, a0 for the Sandy Creck
Plant and 3°,,500,000 for the Utoy Creek Plant. Thasa funds witl be provided
threugh the sale of revenue bonds which will be retired from contract payments
from DeKalb and Fulton Counties, and sewer service charge collections by the
City.

The first issue is now planned for $5 million and is scheduled for saic
within 96 days, Additional issues in amounts of S$lO to $12 million per issue
will be scheduled for sale in six month intervals as funds are needed. There-
after bends will be sold in sizes and intervals required to meet construction
payments.
As you are aware, the City tas adopted an axcelarated presram of cone
structing the water pollution control factiities connected with this program.
It is hoped that with the excelsrated construction schedule that the vity will
still be able to secure maximum Federal and State aid for the facilities.
