Dear Sir:
I am writing with regard to the relationship of an
arts council in yow city to the general city governmental
authority, and the responsibilities and powers of the council
itself.
The undersigned is a member of the Art Commission of
the City of Memphis, Tennessee. At the present time the
duties and responsibilities of this commission relate only
to the City Art Academy. The citizens of Memphis have
recently voted to change the form of government of this city
from a commission form to a mayor-council form. It is the
opinion of many that this would be an appropriate time for
the Art Commission to be reorganized so that its responsibili-
ties and powers relate to all cultural and artistic activities
in the city.
We are writing to you and to the chief executives of
other large American cities to ascertain if you have an arts
council or commission in your city, what its functions and
responsibilities are, under what sort of ordinance it operates,
and whether you consider its operation in your community to
have been successful.
We should greatly appreciate any suggestions, informa-
tion or assistance you can give us.
