Dear Miss Kelley:

Thank you for your letter of November 26th. On November 28th the
undersigned, along with the Assistant General Manager of Parke,
the Senior Administrative Assistant for Federal Aid, end the City
Arborist visited the above location,

It was the consensus of opinion that limited Park personnel and
equipment could not be diverted from areas already assigned as our
responsibiiity to take on additional responsibilities involving
property not in ownership by the Depertment of Parks. Furthermore,
the elevation of the above site is such that the mere planting of
ass, ete, would not enhance the general ares in that from street
11 it would be virtually unnoticed except at the far end of the
property. Finally, it was immediately evident to the inspection
team that if temporary beautification were attempted on this large
tract of land, we would have no recourse other than to continue the
practice throughout the entire Stone Mountain Freeway project.

I only wish that we had sufficient available manpower to temporarily
beautify this location, Beautification is our business, but I say to
