Dear Mr. Moody:
This is to acknowledge receipt of your memorandum of
June 24, 1969, transmitting the proposal of Mrs. Mary Jane
Cofer.
The $72,000 mentioned in the material is OEO money
to be made available for residents of Model Cities to
receive technical assistance and training. An OEO-HUD
agreement requires that EOA, Model Cities, and the City
of Atlanta jointly select an accountable community group
to receive the contract for these monies. The group that
has been selected is the Steering Committee of the Model
Cities Mass Convention. This group has a firm basis for
democratic selection and participation in the Model Cities
community and can be held accountable by the residents
through the annual election process.
