Having now been a citizen of Atlanta for almost twenty years,
I felt sure that the national groups which are interested in accomplishing
their own aims with no respect for law and order could not effectuate
a riot in this city.
I have been greatly disappointed that you had to
face the disturbances caused by just a few radicals which tends to overthrow all the fine work that has been done in the negro cormnunity.
Your handling of the problem Tuesday could not have been better.
We all realize that you acoamplished by your own actions the only possible
physical control of the rioters to prevent another "Watts"o Your action
will stand in my memory as an act far beyond the call of duty but, I am
sure no one can describe what your duty or mine is in such a caseo
We all appreciate your fine handling of the situation.

have appreciated t he manner in whic h all along you have tried
to work t o help the Negr o peopl eo We need courageous l eadership in this f i el d, and you have shown courage again and again.

I commend you from the bottom of my heart ..about that. The
reluctance of the white mind to welcome a new day in race
relationships is deplorable, and l ays itsel f l iable to just such
as the radical leadership perpetrated on l ast Tuesday.
But we don ' t need the Stokely Carmichaels and
those of his ilk who foster such actions and attitudes. They
do not help the Negro. They hurt him.
Thank you, Mayor Allen, that you moved unhesitatingly and with such courage to t ry to halt an angry situation.
We sincerely hope that we may have no more of what Mr .
Carmichael and his gang stirred up that afternoon.

Dear Mr. Mayor:
I have not been able to move about in recent days because of a visit to the hospital. One advantage of a restriction of this sort is that a person watches more
television and listens to the radio more. The result in my case was that I heard
a great deal more news than I would have otherwise. This came at the time we
had the unfortunate incident on Capitol Avenue and Ormond Street, and later
Boulevard and North Avenue. In my opinion, you did a great job as Mayor of
the City, in keeping the situation under the best possible control. I thought
the Police Department also did a fine job.
It is impossible for a city to provide the needs of all the unfortunate; but it is
not impossible for a city to work toward the improvement of living conditions,
and the economic opportunities of its citizens. One of the encouraging things
to me that came out of these explosive and delicate moments was your continued
recognition of the fact that termination of the demonstrations and the unrest did
not mean that the problems which motivated the demonstrators had been solved.
It seems to me clear that we should continue to analyze conditions and the causes
of racial strife, with the hope that government officials, business leaders , and
the leaders of the Negro community will do whatever can be done to eliminate
the conditions that gen erate the strife. I will help in any way I can by offering
some of my time and some of my money.

Indignation over the meaningless murder of a teenage youth
this weekend is not a reaction just of the Negro residents of Atlanta •. It is shared
by thousands, by the great majority of people whose feelings reflect the real character of the City.
Public indignation and condolence must be expressed. As one
public voice, Channel 5 expresses it. We support the Mayor's pledge to bring those
responsible to justice.
Anyone who has any information regarding this crime has the
moral obligation to report it to the authorities .
Because of this shocking murder of an innocent youth, shot
from a passing car, the weekend disorders may have been an understandable reaction of
frustrated people, trapped in conditions they cannot change, faced with problems they
cannot solve alone.
But disorder and violence in the street solve nothing.
Those so-called "leaders" who whip up the emotions of these people have a record of
zero on the scoreboard.
Atlanta's poverty people need schools, jobs, decent places
to live.
There is no magic wand t o wave to get these things . But
throwing rocks and firebombs won't get them either. They aren't going to help anybody with anything.
The public policy must be to contain them and restrict them,
using whatever police power is necessary.

Let us as a Community, regardless of race or creed , stand
behind this policy. Let us stand behind it not in anger or resentment, but simply
because no other policy can serve the public interest. The public we mean takes in
everybody, those in the riot neighborhoods and everybody else .
For his own safety and his value to the City, we ask Mayor
Allen to get out of the streets. He has demonstrated this City's concern, and
publicly delivered this city's pledge to move against the problems of slums and
poverty and delinquency. He has shown tremendous leadership .
Further partici pat i on in any riot scenes won't convi n c e
anybody of anything.
We urge him to stick to the conf erence table, wi th true
representatives of the majority of Atlanta's Negro citizens.
The loud mouths and wild proposals of the would-be leaders
are great for stirring up disorde r and vi olence, but they don't put any points on the
scoreboard. Channel 5 calls upon the Ci ty's prominent Negro citizens to unite--now-in a strong leadership force that can speak out for the maj ority, and get some results.
The only answer to the irres pons i ble a ction o f recent days
is responsible a ction by respons i ble forc es.

Dear Ivan:
I want to express to you my personal appreciation of the fine job
which you have done in coping with problems arising out of the firemen's
strike and the racial disorders earlier this week. At all times, you have
been dignified and fair in your approach, but when necessary, you have shown
that you can also be firm.
In dealing with lar ge groups or masses of people in an emotionallycharged atmosphere, good leadership demands not only a willingness to be
conciliatory and understanding of the other fellow's problems, but also
letting everyone know that unrea sonable and disorderly actions will not be
tolerated. You have certainly displayed these qualities to an admirable
de gree unde r very trying circumstances,
I think one of the tragic mistakes made by the city administrations
and police officials in other cities where these riots have gotten out of h and
h as been to tempori ze and tolerate too much from the radical extremist
l eaders. This enables the radical lea d er to grow in strength in the eyes of
th e mob, and he bec omes doubly difficult to deal with l ater o n. Also, in
th e se other cities, they a llowed thems e l ves to be p ersuaded to withdra w
police enforcement and protection at the outset of the trouble, thus leaving
the arena c omplete ly dominated by the radical l ead ers and with no l aw and
order there to give aid a nd comfort to th e decent N egro citizens. Fortunately
for us, you and Chief Jenkins did not make these tactical mistakes, for had
you done so, the radical l eaders would h ave had a clear field in which to gain
momentum for their disorders, and it would have b ee n a thous a ndfold more
difficult for the police to go back in a nd quell the disorders at a later date.
Althou gh things have quieted down and s eem to b e in good shape today
on the racial front, we will a ll be hoping and praying tha t no furth er trouble
arises. I feel a lot better a bout the situation knowing tha t you and Chief
J e nkins are following a wis e c ours e in di sp l aying th e qua litie s o f good l eader ship which are so desperately needed in these situa tions . I am p r oud of the
fact tha t so many of our decent Negro citizens had the courage and good sense

to deplore the violent approach to the solution of racial problems advocated
by Stokely Carmichael and SNCC, but many of these Negro leaders could not
have spoken out effectively if our City Government had not provided a proper
atmosphere and demonstrated that these citizens would be backed up by a
City policy of fairness and firmness which would not permit the radicals to
take over.
I am sorry I allowed this letter to get too long. But I just wanted you
and Chief Jenkins to know that your attitudes and actions are deeply appreciated
during these turbulent crises .

appreciation of your many accomplishments as Mayor and your
outstanding contributions to all the wide spectrum of activities in our great city.
I have deferred writing simply
because I was unable to adequately express myself without
becoming verbose.
After yesterday's exhibitien of raw courage, I can only say
that I am proud of Mayor Ivan Allen and also of the true
citizens of Atlanta who have so carefully conducted themselves under extremely trying circumstances.
When the history of Atlanta is written, I suspect your administration will be recorded a~ one beset by more and greater
problems and by more and greater accomplishments than any
other. The problems are not resolved by any means, but under
your guidance, there is hope of ultimate solutions which will
benefit all citizens in our Atlanta area.

natural .for him despite the difference in your ages , looking at it
from the practical view that the Kennedy money can take the N. East ,
Ohio , Illinois and the far West ( California ) but no amount of mone~

offer of help for you is still open and I still have a heavy political

and yes, even the entire country during the recent riot in
the Negro community\
As maey of us feel, we are moving too slowly in the slum clearances, both for Negroes and Whites, but I also realize this
problem cannot be solved overnight, and to a degree, we will
always have problem areas in housing especially. I do feel,
hoever, that anyone, whether he be Negro or White, who fails
to obey the laws of our cities, states, and Federal government,
should be punished.
I felt that you were the person for the job as Mayor, I voted
for you, I have not always agreed with your thinking on every
subject, but I do pledge my full support to a man as yourself,
who will take the stand and back law and order in our City, as
you did the other night.
May you have many years in which to
serve our City, as I feel that your leadership in our great

deplerable incident that took place on Capitol Ave. recently and more similar incidents
sinceo We do realize that all over the world there is discord and seemingly hatred
everywhere we turn. Yet there are many of us who believe finn.ly that we can ~ite
t~ge~her with brotherly love and erase this hatred from the face of the earth.
As Christians we recommend an easy and simple method• If we would come together
just now on that one accord and plant that tiny seed of love in our hearts and minds•
spreading it to the four corners of the earth in prayer and faith, believing that the
Lord God, himself would be with us at his appointment and settle these world affairs
and differences. As we think on this• let's remember these words of our Lord and
