Dear Mr. Allen:
As Chairman of the Atlanta Federal Executive Board, which represents the
Federal Community, I want to commend you for the leadership displayed
during recent events in this city. Your ability to cope with difficult
problems has long been recognized. The action you took this week again
proves this point. Your foresight, understanding, and sincerity was the
major contributing factor which turned a potential disaster into a controlled situation. The active participation by you indicated the courage
and personal conviction a true leader must possess. In a time like this,
few people have exhibited greater interest in assuring that the rights of
all are considered. Results of this attitude are reflected in the acceptance to change throughout the city of Atlanta.
The Atlanta Police Department also merits the highest recognition for its
excellent control of the outbreak. It proves that they are well trained,
capable and responsible law enforcement officials. Please pass to them
our compliments for a job well done.
We in the Federal Executive Board stand ready to provide assistance now
or in the future. I know that both of us want Atlanta to be a true symbol
of freedom for all, where each man is a citizen with equal rights and
where he is given the opportunity to fulfill his corrnnunity responsibilities .

It seems I am always writing you and I hope you will not
feel obligated in any way to reply to this letter, as I know
how busy you are .
However, I wanted to commend you highly for your conduct
in reference to the SNCC inspired race riot which occurred on
Tuesday, September 6. Your actions were courageous and commendable in every sense. Above all, you demonstrated clearly
that there was no police brutality and no substance for any
such charge in Atlanta.
I hope that by your actions you curbed
the appetite of this wild and undisciplined group to continue
their activities in Atlanta.
We do not need that type and they should be discouraged
with whatever force is necessary.
I am confident that the
great majority of colore d people in Atla nt a do not want these
riots and they need police protection eve n more than the white
people do.
Your presence insured a better image for Atlanta, and it
was a dangerous but fine thing for you to do .

My dear Ivan,
You are one of the busiest and most harassed men I know of.
While I was driving home yesterday afternoon with the car radio turied
to WSB hearing about what you and our police department were doing in
connection with "black power", I could not keep from remembering that
just twenty-three years ago while I was stationed at Camp Van Dorn,
Centerville, Mississippi, as the Post Engineer, that the Commanding
Officer, Col. Guthrie, his Executive Officer, Lt . Col. Reeves, and
myself, unarmed, faced 1,000 Negros who were members of an infantry
re g iment that rioted and killed in California, and later they rioted
and kill e d in Ar izona. When they were s e n t to us in Mississippi, they
got off the train in our railroad yard with their bayonets fi xe d and
their helmets on and we knew that all Hell was going to break loose.
It did - the next night, which was Saturday . We three unarme d officers
knew that our time had come, until we were rescued by a battalion of
white infantry from the 99th Division, who had been specially trained
for riot duty.
It was no t a g ood fee ling.
Later, this Negro regiment was put into "deep freeze" by being sent to
Alaska - a total failure of the efforts on the part of the wife of our
Pres iden t to have an all Negro infantry regiment.
I don't b e lieve in bl ack power, o r white power, but just Chr i stian
American Power, and i t take s men of your calibre to l e ad the way.

Dear Mills,
Last week I wrote Ivan and congratulated him on his demonstrationof courage a nd convictions in the Almond-Capitol Avenue racial
incident. What he did s erve d the purpose but his ge tting involved
again last night out on Boulevard I think is dangerous and foolhardy. If he should be killed in one of these racial demonstrations I believe it will touch off a blood bath in Atlanta that
we haven't seen since the Battle of Atlanta 100 years ago. If
you agree with me please try to persuade him to let the Police
Departme nt handle these matters.
We are really having a "long hot summer" in Atlanta where we had
such a wonderful image in racial matte rs. The prolonge d strike
by the construction workers is also hurting our great city.

"A Day to Forget" someone says but something tells me
Atlanta shall never forget Tuesday, September 6, 1966.
On that day the citizens of Atlanta found that when
they needed a friend they had such a friend in you, our Mayor.
A deplorable affair and a very dangerous one. You
were there with our efficient police and had it not
been for this no doubt lives would have been lost.
Let us hope and pray that such an occurrence will never
take place again in our beloved city.
I am a resident of Cherokee Avenue and ride one of the
buses that services the people in that area. On that day
we shall never forget, our bus driver waited until
we were out of the area where the riot was to tell the
passengers about the situation.
No, Mayor Allen, we shall never forget that we needed
you and you were there.
God bless you in your efforts in our behalf.

to t he city from Miami Beach late Tuesday night and was surprised when I
heard on my car radio reports of t he disturbance. Violence, of course, is
deplored , just as t he conditions which nurse the potent ial for violenc e are
deplored. You have and are giving outstanding leadership in articulating
and acting on these conditions. Your leadership in the face of violenc e
was just as outstanding.
Might I also take this moment to congratulate you on your excellent presentation before the Ribicoff Committee a . week or so ago. I thought you expressed
well what we have before us in terms of our urban areas and urban problems.

Dear Ivan:
Along with thousands of others, I should like to express
my admiration for the courage and common sense with
which you handled the race riot in the Capitol Avenue
section, and I am sure all people of good will, of both
races, feel the same.
This morning I spoke of it to a colored porter, and he
heartily agreed.
You will receive many such letters, and you will be too
busy to answer them, so don't bother about that, but I do
want you to know that I feel grateful to you and proud to
have you as mayor. Atlanta has many problems, some of
which may not be solved in your time or mine, but the one
you handled this week is the most immediately urgent, and
I don't see how anyone could have handled it better.
Thank you, and you may be sure that my thoughts are with
you constantly.

Dear Ivan:
It seems I am always writing you and I hope you will not
feel obligated in any way to reply to this letter, as I know
how busy you are .
However, I wanted to commend you highly for your conduct
in reference to the SNCC inspired race riot which occurred on
Tuesday, September 6. Your actions were courageous and commendable in every sense. Above all, you demonstrated clearly
that there was no police brutality and no substance for any
such charge in Atlanta.
I hope that by your actions you curbed
the appetite of this wild and undisciplined group to continue
their activities in Atlanta.
We do not need that type and they should be discouraged
with whatever force is necessary.
I am confident that the
great majority of colore d people in Atla nt a do not want these
riots and they need police protection eve n more than the white
people do.
Your presence insured a better image for Atlanta, and it
was a dangerous but fine thing for you to do .

My dear Ivan,
You are one of the busiest and most harassed men I know of.
While I was driving home yesterday afternoon with the car radio turied
to WSB hearing about what you and our police department were doing in
connection with "black power", I could not keep from remembering that
just twenty-three years ago while I was stationed at Camp Van Dorn,
Centerville, Mississippi, as the Post Engineer, that the Commanding
Officer, Col. Guthrie, his Executive Officer, Lt . Col. Reeves, and
myself, unarmed, faced 1,000 Negros who were members of an infantry
re g iment that rioted and killed in California, and later they rioted
and kill e d in Ar izona. When they were s e n t to us in Mississippi, they
got off the train in our railroad yard with their bayonets fi xe d and
their helmets on and we knew that all Hell was going to break loose.
It did - the next night, which was Saturday . We three unarme d officers
knew that our time had come, until we were rescued by a battalion of
white infantry from the 99th Division, who had been specially trained
for riot duty.
It was no t a g ood fee ling.
Later, this Negro regiment was put into "deep freeze" by being sent to
Alaska - a total failure of the efforts on the part of the wife of our
Pres iden t to have an all Negro infantry regiment.
I don't b e lieve in bl ack power, o r white power, but just Chr i stian
American Power, and i t take s men of your calibre to l e ad the way.

Dear Mills,
Last week I wrote Ivan and congratulated him on his demonstrationof courage a nd convictions in the Almond-Capitol Avenue racial
incident. What he did s erve d the purpose but his ge tting involved
again last night out on Boulevard I think is dangerous and foolhardy. If he should be killed in one of these racial demonstrations I believe it will touch off a blood bath in Atlanta that
we haven't seen since the Battle of Atlanta 100 years ago. If
you agree with me please try to persuade him to let the Police
Departme nt handle these matters.
We are really having a "long hot summer" in Atlanta where we had
such a wonderful image in racial matte rs. The prolonge d strike
by the construction workers is also hurting our great city.

"A Day to Forget" someone says but something tells me
Atlanta shall never forget Tuesday, September 6, 1966.
On that day the citizens of Atlanta found that when
they needed a friend they had such a friend in you, our Mayor.
A deplorable affair and a very dangerous one. You
were there with our efficient police and had it not
been for this no doubt lives would have been lost.
Let us hope and pray that such an occurrence will never
take place again in our beloved city.
I am a resident of Cherokee Avenue and ride one of the
buses that services the people in that area. On that day
we shall never forget, our bus driver waited until
we were out of the area where the riot was to tell the
passengers about the situation.
No, Mayor Allen, we shall never forget that we needed
you and you were there.
God bless you in your efforts in our behalf.

to t he city from Miami Beach late Tuesday night and was surprised when I
heard on my car radio reports of t he disturbance. Violence, of course, is
deplored , just as t he conditions which nurse the potent ial for violenc e are
deplored. You have and are giving outstanding leadership in articulating
and acting on these conditions. Your leadership in the face of violenc e
was just as outstanding.
Might I also take this moment to congratulate you on your excellent presentation before the Ribicoff Committee a . week or so ago. I thought you expressed
well what we have before us in terms of our urban areas and urban problems.

Dear Ivan:
Along with thousands of others, I should like to express
my admiration for the courage and common sense with
which you handled the race riot in the Capitol Avenue
section, and I am sure all people of good will, of both
races, feel the same.
This morning I spoke of it to a colored porter, and he
heartily agreed.
You will receive many such letters, and you will be too
busy to answer them, so don't bother about that, but I do
want you to know that I feel grateful to you and proud to
have you as mayor. Atlanta has many problems, some of
which may not be solved in your time or mine, but the one
you handled this week is the most immediately urgent, and
I don't see how anyone could have handled it better.

you constantly.
