Dear Ivan:

It has been my privilege to watch the progress
Atlanta has made in its race relationship dur-
ing your tenure of office. We can point with
pride to our success in Columbus also, but,
Atlanta, being such a large city, would nat-
urally be more in the national scene than
Columbus and it has certainly been noticeable
over the country that Atlanta has had progress
on such an amicable basis.

It is not my personal opinion that the Negro
citizens in Atlanta are to blame for this
outburst. The source of the trouble is far
more basic. It is certainly the fault of the
powers who countenance such demonstrations
and actually encourage them.

We wish you every success in your progressive
program.
