I am 4 member of the Graduate Division, Political Science,
Tulane University. My task is a difficult, and it is felt,
worthy one. It involves corresponding with a number of cities
having a heterogeneous population for the purpose of obtaining
information regarding the nature and typ2 of organization these
cities have created to seek solutions to their race problem.

It is hoped that this information will be an invaluable
source for making recommendations requested by the city of
New Orleans for the purpose of determining the most feasible
type of organization to cope with its race problem. Your
city was selected because we hope to benefit from your ex-
perience in this delicate matter.
