liv. Cecil A. Alexander presided. te opened the meeting by asking for Panel

reports. Mr. ieltner was called on to give a report on the Le al Panela

tir. Charles L. ‘’eltner, Acting Chairman, le_al Panel, reported that they

did not have a chairman as yet. We also stated that they have met twice and that
Malcolm Jones has given them copies of the dousing Code.

Mr. Alexander stated that I®. ‘Jilliam Slayton, | xecutive Vice-President of

Urban America, su. ested that the iiayor write a letter recomiendin that a very
close look be taken into the current provisions of Section 115 for Federal $1,500

Mr Weltner explainec that he nad discussed that with Frank ‘illiams. de
also stated that if toe Comittee felt it would nelp, he woule draft a letter on
this for the hayor's signature,

ir. Alexander said ne thought this would be “ood and agreed to provide ir.

lr. Ldward L. Simon, representing ir, Vir il Milton, stated tiat he wished
some lesislation could be introduced io correct the sit ation in Urban Renewal areas
in which houses exist which are bot fire hazards and inealth hazards,

the 1906 Le islature which gave the City, with the autnority placed in the

if the owner fails to do so after 90 cays, then the building may be demolished
by the City and a lien placed against tne property for the cost of demolishing;

proble.i with which his panel is corcerned is tne WUD policy (of discourasing
public housing) in racially identifiable areas. He statcd chat they felt this
was a very unrcalistic policy anc that this Committee should ta<e this un.

Mir, Palmer also stated that Atlanta's greatest need is more Public Housin:,.
ifr. Alexander stated that housing is also needed on the east side of Atlania.

Comaittee would approve a motion to ac\imowledge his service with a letter to
his faitily?

Jean Jac.son said that his Panel felt it needed more representation from
the cosmnity, anc tro adaitional menbers, -r, hrwin ‘:tevens and ir. Lewis Cenker,

Mr, Alexander then asked the Public Information Panel for its report.

agenda.

Mr. Jones stutec that the first was a periodic inventory report of low and
mucciuin cost housing in Atlanta which was revised June 2u, 1997. de explained
tue meaning of the abbreviations an. that some unics wire not as firm as the,
Wi ht ve. Ye then explained the Sunmaary and the Notes at the end of the inventory;
also the related paper entitled "Proble: Areas". (Sce copy of Summary abiached
to tuese minutes.)
