liv. Cecil A. Alexander presided. te opened the meeting by asking for Panel
reports. Mr. ieltner was called on to give a report on the Le al Panela
tir. Charles L. ‘’eltner, Acting Chairman, le_al Panel, reported that they
did not have a chairman as yet. We also stated that they have met twice and that
Malcolm Jones has given them copies of the dousing Code.
Mr. Alexander stated that I®. ‘Jilliam Slayton, | xecutive Vice-President of
Urban America, su. ested that the iiayor write a letter recomiendin that a very
close look be taken into the current provisions of Section 115 for Federal $1,500
rehabilitation .rei.teg% Section 312 for 3); loans for property owners in Urban
Renewal ane Code Inforcement projects who imst mae repairs under the -iousing
Code; taat some way be found to cither modify this to incluce any areas in the
City or be:in some legislation on tnis,
Mr Weltner explainec that he nad discussed that with Frank ‘illiams. de
also stated that if toe Comittee felt it would nelp, he woule draft a letter on
this for the hayor's signature,

some lesislation could be introduced io correct the sit ation in Urban Renewal areas
in which houses exist which are bot fire hazards and inealth hazards,
ir. 'eltner stated that ‘ov. ‘‘addox had vetoed such a bill not long aoe

if the owner fails to do so after 90 cays, then the building may be demolished
by the City and a lien placed against tne property for the cost of demolishing;

public housing) in racially identifiable areas. He statcd chat they felt this
was a very unrcalistic policy anc that this Committee should ta<e this un.

Jean Jac.son said that his Panel felt it needed more representation from
