RE: Metro*Atlanta Civil Defense
I was finally able to reach Mrs. Velma Strode, in the
Community Relations Service of the Justice Department
this morning, Her instructions were that we should make
a local investigation of the situation and if we are not
able to clear matters up, then we should send her a full
report and she will take it up with the proper people there.
As has been said, there are two separate issues. One is
the employment of Mr. Johnson. The other is the employ-
ment pattern of the civil defense organization. Would
it be in order now to ask General Woodward to answer the
following questions:
1. Are there Negroes now employed by Civil Defense?
2. If so, what positions do they hold?
3. Have there in the past been Negroes employed?
4. If sa, what positions have they held?
5. What is the involvement of Negroes in the volunteer
activities of civil defense? Would it be helpful
to invite Mr. Johnson and General Woodward to our
December 15th meeting?
