MINUTES
ATLANTA CIVIC DESIGN COMMISSION
JULY 14, 1966

The regular meeting of the Atlanta Civic Design Commission was
held Thursday, July 14, at 2 p.m., in Committee Room #4, City Hall, with
the following members present: Chairman Sam'1l I. Cooper, Vice-Chairman
Joseph H, Perrin, Mrs, Alvin M. Ferst, Secretary; Messrs, Paul Muldawer,
Harry J. Baldwin, Julian Harris, W. L. Calloway, H. King McCain, and Mrs.
Edith Henderson. Guests were: Mr. Eric Harkness, City Planning Depart~
ment; Mr. James P. Hudson, Planners & Engineers Collaborative; and Mr.

S. Jarvin Levison, Atty.
Minutes of the June 16 meeting were approved,

Chairman Cooper presented a copy of the form letter to be sent
to architects acknowledging receipt of their submissions to be reviewed
by A.C.D.C., a copy of which will also be sent to the City Building
Inspector, A roster has been set up to record submissions, architects

submitting, dates reviewed, etc.

Chairman Cooper reported on the AIA Convention he attended in July
in Denver. He expressed his views of Denver in general, commenting on
the use of bridges connecting buildings; rounded curbs at street corners;

and particularly, the cleanliness of the City.

Mr. Muldawer presented and reviewed the design criteria and report

of the Architectural Committee of A.C.D.C. (Copies attached)
The possibility of an ordinance regarding over-hanging street
Signs was discussed, Mr. Harris was requested to bring any data he may
have on the subject to the August 11 meeting, at which time the chairman
Will appoint a committee to work with the City Planning Department in

drafting a proposed sign ordinance.

The following motions were approved:

(1) A.C.D.C. members will go to the City Planning Department at the
July 28 meeting for acquisition of knowledge and background of
the department, what they are working on, etc.

(2) A.C.D.C. members will go to the Metropolitan Planning Department
in the Glenn Building at the August 25 meeting, if agreeable with

ARMPC.

Working drawings for the following submissions were reviewed
by AvO.D.C.
(a) Addition to Lakewood Heights Elementary School - Cunningham &
Forehand, Architects
(b) Addition to Gideons Elementary School - Cunningham & Forehand, Arch.

(c) Mozley Park Recreation Center - Dale & Smith, Arch.

Letters will be sent to the architects thanking them for their
submissions, Letters to be sent to Atlanta School Board and Parks Dept.
with A.C.D.C, comments and/or recommendations regarding submitted plans

will be drafted by the chairman and presented at the next meeting.

Mr. James P. Hudson appeared before the Commission in regard to
preservation of trees on the 0O' setback on commercial property. The
Commission concurs with Mr. Hudson that some restrictions are needed
whereby a certain percentage of trees be left on the O' setback. Mrs
Edith Henderson, in collaboration with A.S.L.A. and the City Planning
Department, will draft a proposed tree ordinance and present at a futu. :

meeting.

Mr. Eric Harkness of the Planning Department, and Mr. S. Jarvin
Levison, attorney for Dr. Milton Smithloff, promoter of the Treemont
Apt. Bldg., requested the Commission's recommendation regarding the
rezoning of land on lkth Street for this high-rise apartment. The
following motion was approved by the Commision;

"THAT THROUGH THIS COMMISSION WE RECOMMEND THE CONDITIONAL REZONING
OF THAT SECTION OF LAND BETWEEN 13TH AND 14TH STREETS, IN ORTER TO
PERMIT THE CONSTRUCTION OF THE PROPOSED TREEMONT APT., AS INDICATED
ON PRELIMINARY DRAWINGS, THIS RECOMMENDATION DOES NOT ATTEMPT TO Si,

A PRECEDENT FOR FUTURE COMPARABLE DEVELOPMENT."

Mr. Perrin presented the report of the meeting of Committee (b)
regarding Capitol Park and "percentage for allied art." Copy of the

minutes of the meeting are attached.
Motion was approved changing A.C.D.C. quorum from 9 to 8.

The meeting was adjourned by Chairman Cooper at 5:35 p.m.
